To learn more about our Agency and our respective divisions, please visit our webpage:
https://sos.oregon.gov/Pages/divisions.aspx.
2.2.2 Project Overview and Background
Oregon’s 36 county clerks and elections administrators are responsible for the heavy lifting and mailto:David.w.matthews@sos.oregon.gov https://sos.oregon.gov/Pages/divisions.aspx
DAS Procurement Services, Version 4.0 – March 25, 2018 Page 7 of 19 day to day operations of running and administering elections. However, staffing configurations for each county vary considerably. Despite the variety and amount of work required to conduct secure, accurate, and modern elections, there is currently no “industry” standard for staffing needs per voter.
Variables affecting this research will include, but are not limited to:
- Forms of county government vary – some counties have elected clerks, others appointed elections administrators (home rule) -Geographical diversity of counties -Population/number of voters per county
- County elections staff often have multiple cross duties (tax assessments, archive management, etc.)
Oregon county clerks consistently state that there is no amount of new equipment or software that can ease the burden on their offices. To a certain point, county clerks claim they do not have the staffing structure capable of using new technologies or adapting to the changing election administration landscape.
Combined with increasing public interest in the election process, counties are in an increasingly difficult position to meet all the requirements of new legislation and expectations of voters.
2.3 SCOPE OF WORK/SPECIFICATIONS
The goal of this project is to complete an assessment of budget, staffing levels and identify resource constraints for Oregon elections offices in Oregon’s 36 counties and propose a model of funding. This assessment will be presented by the Agency as a report to the Oregon Legislature on the status of election office staffing and identify the greatest weaknesses and challenges facing understaffed offices. The proposer may be required to join the Agency during the presentation to the Oregon Legislature and or help develop and review the presentation to the legislature.
The selected Proposer shall understand and identify the work required to effectively conduct elections at the county level. Elections administration includes adhering to state and federal laws, rules, policies, and directives from the Secretary of State. In addition, administration of election law must take into consideration the demographics and culture of each county’s government and registered voter base.
The selected Proposer shall research and prepare a study of all 36 Oregon counties that identifies the most significant staffing concerns in administering elections and discuss issues that counties face to complete the work under varying deadlines and competing responsibilities. . The first component of Project Deliverables will include a summary of work required, variety of work across the state, primary challenges faced, and the various funding sources for county elections.
The second component of Project Deliverables is a proposed funding models that adequately addresses the issues and challenges identified in the first component. Such models shall be explained and described in quantitative and qualitative descriptors using an example county.
- Sources of the models may derive from national or regional comparisons, but must take
DAS Procurement Services, Version 4.0 – March 25, 2018 Page 8 of 19 into consideration the unique requirements of Oregon’s Vote By Mail system.
- Models shall consider recent and forecasted legislative changes to Oregon election laws, to the extent possible.
Funding for the models shall center on providing adequate staffing, expertise, and competitive compensation.
Researcher chosen for this project with work with Agencies Contract Administrator to determine best qualitative and quantitative metrics for measuring differences between counties and determining model for adequate staffing.
Deliverables:
• Staffing and budget data collected from all 36 counties
• Thorough analysis of data collected from all 36 counties.
• One or more proposed adequate staffing model (s)
• Final Report
Timeline:
Draft report due no later than February 15, 2023.
Final report due no later than March 1, 2023.

4.8 POINT AND SCORE CALCULATIONS
TOTAL POINTS POSSIBLE : 100
POINTS POSSIBLE 100
4.7.2.1 Key Persons Resumes 25
4.7.2.2 Project Implantation Plan 50
4.7.2.3 Work Sample/Research Report 25
Scores are the values (0 through 100) assigned by each evaluator.
Points are the total possible for each section as listed in the table above.
The Purchaser will average all scores for each evaluation criterion. The average score will be used as a percentage multiplier of the maximum possible points for that criterion. 10=10%, 50=50%, 72=72%, 90=90%, etc. Price points are calculated as stated in the Price Evaluation section.
EXAMPLE:
Proposer A receives scores of 100, 90, and 95 for criterion worth 50 points. The Purchaser averages 100, 90, and 95 for a score of 95 and uses 95% as a multiplier to the possible points of
50. 50 multiplied by 95% is 47.5. Proposer A’s points for the criterion is 47.5.

The Competitive Range may include all, or at Agency’s sole discretion, some (based primarily on a natural break in the distribution of scores), of the Proposers from a previous round. Agency will post a notice in OregonBuys of its Competitive Range Determination and provide details about the process and schedule for the subsequent round.
4.11 ADDITIONAL ROUNDS (RESERVED)
4.12 SCORING AND RANKING OF PROPOSERS FOR SUBSEQUENT ROUNDS

5.2.2 Taxpayer Identification Number

5.3 CONTRACT NEGOTIATION
5.3.1 Negotiation
After selection of a successful Proposer, Agency may enter into Contract negotiations with the successful Proposer. By submitting a Quote, Proposer agrees to comply with the requirements of the RFP, including the terms and conditions of the Sample Contract (Attachment A), with the exception of those terms listed below for negotiation.
Proposer shall review the attached Sample Contract and note exceptions.
Proposer must submit those exceptions to Agency during the Questions / Requests for Clarification period set forth in Section 1.2. Unless Agency agrees to modify any of the terms and conditions, Agency intends to enter into a Contract with the successful Proposer substantially in the form set forth in Sample Contract (Attachment A).
It may be possible to negotiate some provisions of the final Contract; however, Agency is not required to make any changes and many provisions cannot be changed. Proposer is cautioned that the State of Oregon believes modifications to the standard provisions constitute increased risk and increased cost to the State. Therefore, Agency will consider the Scope of requested exceptions in the evaluation of Quote.
Any subsequent negotiated changes are subject to prior approval of the Oregon Department of Justice.
Agency is willing to negotiate ONLY the Statement of Work and the following terms and conditions:
• The final report deadline.
In the event that the parties have not reached mutually agreeable terms within 15 calendar http://sos.oregon.gov/business/pages/register.aspx
DAS Procurement Services, Version 4.0 – March 25, 2018 Page 18 of 19 days, Agency, at its discretion, may terminate Negotiations and commence Negotiations with the next highest ranking Proposer.
