About this file

This document contains Questions and Answers related to a Request for Proposal (RFP) issued by the Oregon Department of Forestry (ODF) for a Type 3 Standard Category Turbine Powered Helicopter. The primary operating base for the helicopter will be near John Day, Oregon, within 10 air miles. The helicopter may be dispatched to secondary operating areas across the state of Oregon and neighboring states during the contract period. The RFP requires the successful proposer to eventually maintain current U.S. Forest Service (USFS) MATOC carding for the aircraft, equipment, and personnel, but does not require a current USFS MATOC contract prior to the RFP due date. The RFP also provides clarification on acceptable proof of pending USFS inspections/reviews for mechanics and pilots whose cards expire before June 1, 2024.

The RFP specifies a minimum allowable payload requirement of 1,200 lbs HOGE (Non-Jettisonable) for the Type 3 Helicopter, and confirms that annual increases will be applied to both the flight rate and the daily availability rate under the resulting contract. The RFP and resulting contract will serve Marion County, Salem City, and other jurisdictions in the state of Oregon.

RFP: S-62900-00009319 – Type 3 Standard Category Turbine Powered Helicopter Q&A #1

RFP: S-62900-00009319

TYPE 3 STANDARD CATEGORY TURBINE POWERED HELICOPTER

QUESTIONS & ANSWERS

Q1; (Ref. RFP 2.3.3, Exhibit A, 1.2); The RFP indicates the aircra will be “based near John Day, OR”. What is the furthest distance from John Day that the helicopters primary base of operaons will be during the MAP?

Answer: The Primary Base being considered at this time is the Grant County Regional Airport located at 720 Airport Rd., John Day, OR 97845. The aircraft’s Primary Base will not be more than 10 air miles from John Day, OR. The helicopter may be dispatched to Secondary Areas of Operation anywhere across the state of Oregon or neighboring states during the MAP.

Q2; (Ref. RFP 2.3.3, 3.1, Exhibit A; Secon 3 & 4); The RFP and the ODF sample contract (Exhibit A) spulate the proposer eventually maintains current aircra, equipment and personnel USFS MATOC carding. Does this also mean that the RFP proposer have a current, signed USFS MATOC contract prior to the RFP due date?

Answer: No.

Q3; (Ref. Exhibit A; 7.6 & 7.7); Can the required mechanic serve as the required fuel service truck driver or vice versa, ulmately having a complement of the pilot and the FSV driver / mechanic (2 personnel total) during the course of a duty day?

Answer: Yes, a mechanic may act as a FSV Driver and the FSV Driver may act as the mechanic.

Q4; (Ref. RFP 3.2.1); The RFP spulates providing a "copy of USFS Card for mechanic. (and email proof of inspecon date from federal inspector; only applicable when provided card expires before June 1, 2024).”

For clarificaon, if a company mechanic card expires prior to June 1, 2024, is ODF asking for a confirmaon (acceptable via email, incorporated into the RFP response) from the USFS that their airworthiness inspector will review and process the mechanics applicaon for inial or renewal carding, with an agreed upon date, prior to the potenal MAP?

Answer: Yes. The Agency requires verification of a pending review (“inspection”) date by the USFS if the mechanic(s) federal card/approval expires prior to June 1, 2024, or for initial pilot carding. The MAP start date is not yet determined, so if the Proposer provides proof of a pending review (“inspection”) date, it meets the RFP requirement.

Q4 connued: Is this email correspondence with a confirmed “inspecon” date between the RFP proposer and the USFS acceptable (considered responsive in the proposal) in leu of current carding?

(For context, ODF’s use of the word “inspecon” is making us ask the queson since the process to become a USFS carded mechanic is a paper applicaon process every 24 calendar months.)

Answer: Proper must provide current carding if applicable or provide proof of a pending review/inspection date by an email from a federal inspector. An email from a federal inspector with a date of the scheduled review/inspection will meet this requirement in leu of current USFS Carding, but carding/approval expiring before https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.bing.com%2Fck%2Fa%3F!%26%26p%3D49705e36eaf1dbe4JmltdHM9MTcwODkwNTYwMCZpZ3VpZD0yNjYyOTAwZC0wN2M2LTY0YWMtMjhlOS04MzdkMDY2ZTY1NjQmaW5zaWQ9NTc0OA%26ptn%3D3%26ver%3D2%26hsh%3D3%26fclid%3D2662900d-07c6-64ac-28e9-837d066e6564%26u%3Da1L21hcHM_Jm1lcGk9MTI3fn5Vbmtub3dufkFkZHJlc3NfTGluayZ0eT0xOCZxPUdyYW50JTIwQ291bnR5JTIwUmVnaW9uYWwlMjBBaXJwb3J0LUdjZCZzcz15cGlkLllOODczeDE5MzE4NTg3NzA2MDkyNjg3NyZwcG9pcz00NC40MDM0NzI5MDAzOTA2MjVfLTExOC45NjE2MTY1MTYxMTMyOF9HcmFudCUyMENvdW50eSUyMFJlZ2lvbmFsJTIwQWlycG9ydC1HY2RfWU44NzN4MTkzMTg1ODc3MDYwOTI2ODc3fiZjcD00NC40MDM0NzN-LTExOC45NjE2MTcmdj0yJnNWPTEmRk9STT1NUFNSUEw%26ntb%3D1&data=05%7C02%7CStacy.L.FULKER%40odf.oregon.gov%7C6dadc820b76d4e566efd08dc39481fa6%7Caa3f6932fa7c47b4a0cea598cad161cf%7C0%7C0%7C638448229901111869%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C0%7C%7C%7C&sdata=1uB9RosGTfZUC5TeVtt5nRpLzsedZNMYpuSVXTXMnNw%3D&reserved=0 https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.bing.com%2Fck%2Fa%3F!%26%26p%3D49705e36eaf1dbe4JmltdHM9MTcwODkwNTYwMCZpZ3VpZD0yNjYyOTAwZC0wN2M2LTY0YWMtMjhlOS04MzdkMDY2ZTY1NjQmaW5zaWQ9NTc0OA%26ptn%3D3%26ver%3D2%26hsh%3D3%26fclid%3D2662900d-07c6-64ac-28e9-837d066e6564%26u%3Da1L21hcHM_Jm1lcGk9MTI3fn5Vbmtub3dufkFkZHJlc3NfTGluayZ0eT0xOCZxPUdyYW50JTIwQ291bnR5JTIwUmVnaW9uYWwlMjBBaXJwb3J0LUdjZCZzcz15cGlkLllOODczeDE5MzE4NTg3NzA2MDkyNjg3NyZwcG9pcz00NC40MDM0NzI5MDAzOTA2MjVfLTExOC45NjE2MTY1MTYxMTMyOF9HcmFudCUyMENvdW50eSUyMFJlZ2lvbmFsJTIwQWlycG9ydC1HY2RfWU44NzN4MTkzMTg1ODc3MDYwOTI2ODc3fiZjcD00NC40MDM0NzN-LTExOC45NjE2MTcmdj0yJnNWPTEmRk9STT1NUFNSUEw%26ntb%3D1&data=05%7C02%7CStacy.L.FULKER%40odf.oregon.gov%7C6dadc820b76d4e566efd08dc39481fa6%7Caa3f6932fa7c47b4a0cea598cad161cf%7C0%7C0%7C638448229901111869%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C0%7C%7C%7C&sdata=1uB9RosGTfZUC5TeVtt5nRpLzsedZNMYpuSVXTXMnNw%3D&reserved=0

RFP: S-62900-00009319 – Type 3 Standard Category Turbine Powered Helicopter Q&A #1

June 1, 2024, must also include an email of federal inspection/review date from federal inspector. An Addendum/Amendment will be completed to incorporate this clarification change on the RFP Sections 3.1, 3.2.1, 3.3.5, and 3.3.7; Attachment A (Section 4 and Exhibits E & F), and Attachments G, H, and I.

Q5; (Ref. RFP 3.2.1); The RFP spulates providing a "copy of USFS Card for each pilot (and email proof of check ride date from federal inspector; only applicable when provided card expires before June 1, 2024).”

For clarificaon, if a company pilot card expires prior to June 1, 2024, is ODF asking for a confirmaon (acceptable via email, incorporated into the RFP response) from the USFS that their pilot inspector will review and process the pilot applicaon for inial or renewal carding, with an agreed upon date, prior to the potenal MAP?

Answer: Yes. The Agency requires verification of a pending review (“inspection”) date by the USFS if the pilot(s) federal card expires prior to June 1, 2024, or for initial pilot carding. The MAP start date is not yet determined, so if the Proposer provides proof of a pending review (“inspection”) date, along with current carding that expires prior to June 1 unless it is for initial carding, it meets the RFP requirement.

Q5 connued: Is this email correspondence with a confirmed “inspecon / check ride date” date between the RFP proposer and the USFS acceptable (considered responsive in the proposal) in leu of current carding?

(For context, ODF’s use of the word “check ride date” is making us ask the queson since the tasks required to maintain a USFS card as a pilot is a paper applicaon process every 12 calendar months, and a physical flight examinaon is only required every 36 calendar months.)

Answer: Proper must provide current carding if applicable or provide proof of a pending review/inspection date by an email from a federal inspector. An email from a federal inspector with a date of the scheduled review/inspection will meet this requirement in leu of current USFS Carding, but carding/approval expiring before June 1, 2024, must also include an email of federal inspection/review date from federal inspector. An Addendum/Amendment will be completed to incorporate this clarification change on the RFP Sections 3.1, 3.2.1, 3.3.5, and 3.3.7; Attachment A (Section 4 and Exhibits E & F), and Attachments G, H, and I.

Q6; (Ref. USFS MATOC; Secon B; Type 3 / RFP Atachment G-1, RFP 3.1, Sample Contract; Secon 3, Page 17); In regards to minimum allowable payload, we understand the minimum requirement in the USFS MATOC is 1200 lbs HOGE (Non-Jesonable) to be categorized in 3.1200 (Based on 7000 PA, 30c OAT, 200 lb Pilot, 1.5 Hours of Fuel), and this performance allowable payload capability is being selected by ODF as a requirement in the RFP. The RFP Atachment G-1 uses HOGE and HOGE-J wording.

We would like to clarify on Atachment G-1, that a proposer should insert the payload weight calculated for “HOGE” (Non-Jesonable) or “HOGE-J” (Jesonable)?

Answer: Use HOGE (Non-jettisonable). An Addendum/Amendment will be completed to incorporate this clarification change on Attachment G-1.

Q7; (Ref. Attachment 4.3)- The sample contract states an increase will be applied to the flight rate annually.

-Will this rate be applied to the daily availability as well?

Answer: Yes. An Addendum/Amendment will be completed to incorporate this clarification change on Attachment A – Sample Contract, Section 4.3.
