About this file
This is an RFP Evaluation Criteria document for the City of Cordele's Community Development Block Grant (CDBG) 2027 project, administered by the River Valley Regional Commission (RVRC) in Georgia. The RFP seeks engineering services for sewer, water, or street and drainage improvements within the City of Cordele. Proposals must be submitted to the RVRC office at 710 Front Avenue, Columbus, Georgia 31901, no later than 10:00 a.m. on August 31, 2026. The contract will be awarded to the most responsible offeror whose proposal is deemed most advantageous. This is a Section 3 Covered Contract, and Section 3 Business Concerns are encouraged to apply.
The evaluation criteria totals 100 points and assesses proposals across six dimensions: CDBG experience (15 points), with scoring based on the number of funded or completed CDBG projects from 2021-2026; knowledge of similar project types such as water systems, sewer systems, buildings, or street and drainage infrastructure (20 points); demonstrated familiarity with the City of Cordele community versus the broader 16-county RVRC region (5 points); staff qualifications measured by years of Professional Engineer (PE) licensure (15 points); completion of the CDBG Evaluation Sheet (15 points); and local government experience with the firm based on quality of past work (30 points, rated on a scale of 1-5 by evaluators, not based on proposal content). Section 3 preference is noted as an additional non-ranked factor to be included in the evaluation.
