About this file

This is an RFP Questions and Answers document for the City of Manzanita, Oregon, regarding Professional Building Official, Plan Review, and Inspection Services to be provided on an as-needed basis. The City issues residential and commercial structural, plumbing, and mechanical permits, with 979 permits issued over the past five years. The scope of work requires the provision of building official and inspection services; applicants cannot apply for plan review services alone. The City uses an adopted Master Fee Schedule for permit and plan review fee calculations, available at https://ci.manzanita.or.us/forms/, with the exception of the Neah-Kah-Nie School District tax, which applies a dollar-per-square-foot calculation. Plan review fees are calculated at 75 percent of the structural permit fee, 50 percent of the fire and life safety fee, 35 percent of the plumbing permit fee, and 35 percent of the mechanical permit fee.

Permit revenue for the past five years demonstrates significant growth, with FY 20/21 generating $74,582, FY 21/22 generating $106,066, FY 22/23 generating $196,931, FY 23/24 generating $191,377, and FY 24/25 generating $393,412. The FY 25/26 budget projects $194,000 in permit revenue. The City does not employ a standard ICC Building Valuation Data table or general cost-per-square-foot valuation model for building permit fee calculations. Qualified individuals or firms may submit proposals to provide these services; however, the scope of work is comprehensive and includes both building official duties and inspection services.
