About this file
This document is an Addendum (#1) to a Request for Proposal (RFP) issued by the Town of Frisco Water for a Materials Condition Assessment of their water distribution system. The project involves a comprehensive analysis of the town's water infrastructure to evaluate end-of-life-cycle, replacement costs, and alternative replacement options. The RFP seeks a consultant to assess approximately 174,249.56 linear feet of water mains ranging from 2" to 12" in diameter, with 594 main line valves and 352 fire hydrants. The proposed project timeline includes a pre-project kickoff on August 1st, a draft report submittal on December 3rd, and an estimated proposal award and notice to proceed date of July 24th, 2024.
The town's water distribution system is predominantly composed of Class 52 ductile iron pipe, with the oldest water main dating back to 1971. The assessment will include field verification, storage tank evaluation, and potentially a full system evaluation of treatment plants, depending on budget constraints. The town has approximately 95% of its GIS mapping and as-built documents available and utilizes an ESRI ArcGIS platform. While there is no state or federal funding attached to the project, the town seeks a comprehensive assessment that can be scaled based on budget availability. The contractor will have access to existing inspection documents, water quality testing records, and other supporting materials through a Google Shared Drive.

Request for Proposal - Frisco Water Materials Condition Assessment Addendum #1
Date: June 26, 2024 To: Potential Applications to Proposal From: Town of Frisco Water RE: Addendum #1: RFP for Materials Condition Assessment
Documents issued to date:
- Request for Proposals: Frisco Water Materials Condition Assessment, dated June 7, The following documents are issued:
- Addendum #1 Questions and Answers
The following Questions and Answers are issued:
Q1. Can you provide details on the total miles (or linear feet) of pipe in Frisco’s distribution and transmission system(s)? How many linear feet of 6”, 8”, 10” water main etc.
o 2”: 24.5 ft o 4”: 5,447 ft o 6”: 44,482.99 ft o 8”: 64,878.78 ft o 10”: 20,877.11 ft o 12”: 38,539.68 ft
a. Total miles of distribution main? See Above
b. Total miles of transmission main? See Above
c. How many main line valves do you have? 594
d. How many fire hydrants do you have? 352
Q2: Can you provide details on the level of GIS data available for Frisco’s distribution and transmission system(s)?
A. Does Frisco have GIS available? Yes B. Does it contain size, material, and year of install? The Town has water main pipes ranging in size from 4”-12”. Nearly 100% of the water mains are made of Class 52 ductile iron and the age of the oldest water main is 1971.
C. If the above are incomplete or partially complete, can you provide an estimate on the amount of missing data? 95% data we have on file, 5% missing data.
D. Can you provide any estimates on the accuracy or quality of the data? We estimate the As Build maps and our other mapping records to be very accurate.
Q3: How many breaks or leaks does Frisco experience in a given year? We have had only a few system failures in the past 15 years. No beam breaks on the main lines that I am aware of but a couple instance of holes in the pipe from installation/bedding/hot soils/corrosion or some combination of these. We typically track down 2-3 leaks per year through physical leak detection survey (acoustic listening).
A. Are these breaks and leaks captured within a Work Order Management System (WOMS) or other digital format? NO B. Can these be tied directly to an asset in GIS or is a nearby address or lat/long available for these failures? We have been, only recently, plotting repairs/replacements in GIS.
Q4: Scope of Services – Field Verification. The RFP states that the scope of services shall include only system analysis, recommendations and planning. For the field verification portion of the scope, does the Town plan to provide test pit/pothole services to verify pipe material and condition? Or should the respondent provide scope and fees to complete that 5 test pit locations described? The bid award will include costs to conduct 5 test pit locations, can price them individually to be flexible to increase or decrease based on costs.
Q5: Scope of Services – Storage Tank Evaluation. Should the respondent plan on conducting any on-site inspections of the existing storage tanks? Or should the scope of services only include the review of the existing inspection reports, videos, and photos? Town has years of tank inspection documents, videos of comprehensive inspections and photographs to supply.
Q6: Scope of Services – Project Base Mapping. For project base mapping, what format does the Town want to see the final information presented? We can provide any single or combination of final format. CAD, PDF site map(s), or GIS mapping?
A. If GIS mapping is desired, does the Town currently have internal GIS staff or contract with a GIS consultant to update their mapping? Or should this be included in the scope of services provided? Town has GIS consultant contract, we utilize the ESRI platform with ArcGIS.
B. Are the native existing electronic files available (e.g. existing distribution mapping) for modification? We plot and edit the GIS mapping based on physical main line valve configuration and water main excavations
Q7: Bid Alternate. Would the Town like to see a full system evaluation at each of the treatment plants? Including treatment equipment life cycle and condition analysis? Or should the scope focus solely on interior and exterior pipeline materials? A full system evaluation is preferred as the final report. As the foundation of this Materials Condition Assessment, the Town would like a comprehensive analysis of water system infrastructure to indicate end-of-life-cycle, replacement costs, & alternative replacement options. If there is a budget constraint the Town would like the opportunity to scale back the assessment to fit within the budget to solely concentrate on pipeline & distribution system infrastructure. The opposite would be true, if we can maximize our budget and add bid alternate components of pumping facilities.
Q8: Does the Town have GIS mapping and as-builts of the distribution system that can be shared? Yes, roughly 95% as-builts and additional supporting documents
Q9: Does the Town have a Water Model of the existing system and what software was used for the Water Model? No
Q10: Has the Town tracked break locations and type of failure? Yes, primarily residential service lines
Q11: Is a geotechnical investigation anticipated? Field verification should include notes on existing backfill material and environment of installation
Q12: Does the Town have a Master Plan, pressure zone map, and recent pressures of the system? Distribution system is single pressure zone ranging from 52-85 PSI
Q13: Does the Town have an O&M program that regularly exercises valves and flushes fire hydrants? Yes, we have supporting documentation that also has operation notes.
Q14: Can the Town share water quality characteristics? Town has weekly water quality parameter testing at each water source for over a year. File provided in Google Drive.
Q15: Will the Town provide Bid Alternate Documents for review prior to RFP deadline? Bid Alternate files are included in the Google Share Drive. Bid Alternate should provide assessment for each of our water system facilities listed in the Bid Alternate file on Google Shared Drive. The pumping equipment, VFD’s, SCADA, valves, piping and building structure should be captured in the assessment of each facility.
Q16: Does the asset management plan only involve the water distribution system? For the Materials Condition Assessment We need to have distribution system assessed, for an an eventual Asset Management Plan we would want an entire water system assessment.
Q17: Is there State/Federal Funding attached to the project deadline in January 2025 or and is there flexibility in the project deadline? There is no state/federal funding attached to the current project. Proposals shall be submitted in accordance with the proposed project deadline and no changes to the project deadline shall be assumed.
Q18: Does the Town have an example contract it can share for review prior to the proposal deadline and award? See attached sample contract in Google Shared Drive
Q19: Does the Proposal Award date of July 24th indicate a Notice to Proceed? The proposal award date of July 24th is the estimated date which the consultant will be issued the notice to proceed and commence work on the project.
Q20: Are there additional project schedule requirements the Town can share that are not listed in the Section 4 of the RFP? The Town would like to add two dates to the schedule. A pre-project kickoff August 1st (1 hour zoom) and Dec 3rd for submittal of draft report for Town review
Q21: Percentage of DIP, PVC C900, Asbestos cement etc.. The water distribution system is almost entirely class 52 ductile iron pipe.
Q22 : How do we access files for RFP? Email RyanT@Townoffrisco.com for authorization.
