SECTION I — GENERAL OVERVIEW
A. Background and Purpose Spalding County serves as fiscal agent for the Griffin Judicial Circuit, which comprises Spalding, Fayette, Pike, and Upson Counties. The Circuit administers evidence-based juvenile justice programming under the Juvenile Justice Incentive Grant (JJIG), funded by the Georgia Criminal Justice Coordinating Council (CJCC) and authorized under the federal Juvenile Justice and Delinquency Prevention Act (JJDPA).
The FY2027 JJIG $200,000 award supports circuit-wide delivery of two evidence-based programs for medium-to-high-risk youth ages 11–17 who are referred through the juvenile court system: Functional Family Therapy (FFT) and Thinking for a Change (T4C 5.0). The purpose of this Request for Proposals (RFP) is to solicit a single, qualified managing entity to serve as the circuit-wide administrative and fidelity hub for both programs, overseeing implementation quality, subcontractor performance, data collection, and long-term program sustainability.
The managing entity role is newly established under the FY2027 award and represents a strategic expansion of the Circuit's capacity. The County is committed to evidence-based practice and will require that all managing-entity activities adhere to established model standards.
B. Grant Program Context The Griffin Judicial Circuit serves youth referred by probation officers and juvenile court intake staff who meet eligibility criteria established through the Pre-Disposition Risk Assessment (PDRA). The two program models authorized under this award are:
Functional Family Therapy (FFT) FFT is a nationally recognized, evidence-based family intervention model designed to reduce juvenile recidivism and improve family functioning. An existing FFT-certified subcontractor delivers FFT services under this award. The managing entity will be responsible for fidelity oversight, subcontractor coordination, and data quality for this program. The FFT program budget cap is $83,000.
Thinking for a Change (T4C 5.0) T4C is a cognitive-behavioral intervention for medium- to high-risk youth, developed by the National Institute of Corrections and listed on crimesolutions.gov. The curriculum consists of 25 structured group sessions and is administered under license by Evidence Based Strategists, Inc. (EBS), the sole authorized training and technical assistance provider. The managing entity is expected to employ or retain staff with current T4C certification and to directly oversee group delivery across circuit counties.
The T4C program budget cap is $50,995.19.
C. Fiscal Agent Spalding County Board of Commissioners serves as the fiscal agent for all JJIG funds on behalf of the Griffin Judicial Circuit. The contract resulting from this RFP will be executed between Spalding County and the selected managing entity. All invoicing, reimbursement, and reporting obligations are governed by the CJCC grant agreement and applicable provisions of 2 CFR Part 200.

SECTION VI — EVALUATION CRITERIA
Proposals will be evaluated by a Selection Committee using the weighted criteria and scoring rubric below. The maximum possible score is 100 points. The contract will be awarded to the responsive, responsible Proposer whose proposal represents the best value to Spalding County.
Criterion 1 — Firm Qualifications and Key Personnel (25 points maximum)
Rating Points Description Excellent 22–25 The firm has directly relevant qualifications in managing subcontractors that deliver evidence-based juvenile justice programs administered by the State of Georgia or a comparable state agency. Key personnel demonstrate expertise in subcontractor oversight, contract compliance, model fidelity monitoring, and multi-county program coordination. Organizational capacity is clearly documented.
Good 15–21 The firm has solid qualifications in juvenile justice or human services program management, with demonstrated experience in subcontractor oversight. Key personnel are qualified, though experience with state-administered evidence-based programs may be limited. Organizational structure is clear.
Fair 8–14 The firm has general human services or youth-serving program management experience, but limited evidence-based credentials in juvenile justice subcontractor management. Personnel qualifications are adequate but do not demonstrate strong familiarity with model-fidelity monitoring or grant-compliance expectations.
Poor 0–7 Firm qualifications are not relevant to juvenile justice program management or subcontractor oversight, or key personnel is not identified. Minimum qualifications may not be fully demonstrated.
Criterion 2 — Relevant Experience and References (25 points maximum)
Excellent 22–25 Firm documents three or more comparable engagements within the past five years, at least one of which involved a federally funded juvenile justice program. References confirm strong performance, model fidelity, and positive youth outcomes. Experience with circuit-wide or multi-county program implementation is evident.
Good 15–21 Firm documents two or more relevant engagements with strong references.
Federal grant experience is present, though not necessarily specific to JJDPA-funded programs. Multi-jurisdictional experience is limited, but a comparable scope is demonstrated.
Fair 8–14 Firm documents relevant experience, but engagements are fewer, older, or less comparable in scope. References are provided, but may not reflect the managing entity or multi-program work. Federal grant management experience is limited.
Poor 0–7 Fewer than three references are provided, references are not relevant to juvenile justice or evidence-based programming, or references cannot be verified. Little or no evidence of federally funded program management.
Spalding County — Qualified Managing Entity RFP No. JJIG-2026-01 Page 12
Criterion 3 — Technical Approach and Work Plan (35 points maximum)
Excellent 31–35 The proposal demonstrates a thorough understanding of FFT and T4C 5.0 model requirements, the circuit-wide scope, and CJCC grant expectations. The methodology for all scope elements is detailed, specific, and realistic. The circuit-wide reach strategy clearly addresses all four counties. The sustainability plan approach is forward-looking and identifies concrete funding pathways. The project schedule is milestone-specific and consistent with the June 30, 2027, grant period end.
Good 22–30 The proposal demonstrates a solid understanding of the project and a sound methodology for most of the scope elements. Evidence-based program requirements are addressed, though some areas lack specificity. The circuit reach approach is reasonable. The schedule is generally realistic with minor gaps.
Fair 11–21 The proposal demonstrates general familiarity with youth-serving programming, but the methodology is vague or incomplete in several areas. Model fidelity and sustainability approaches are underdeveloped. The schedule lacks sufficient detail to confirm feasibility.
Poor 0–10 The proposal does not demonstrate adequate understanding of the project scope, evidence-based model requirements, or grant compliance obligations.
Methodology is generic and not tailored to the Griffin Judicial Circuit. The schedule is missing or unrealistic.
Criterion 4 — Cost Proposal (10 points maximum)
Excellent 9–10 Lowest conforming Cost Proposal received, or within 5% of the lowest. The fee structure is clearly organized, unit rates are reasonable and well-justified, and the total represents strong value relative to the scope of work. Both program budget caps are observed.
Good 6–8 Cost Proposal is within 10% of the lowest conforming proposal. The fee structure is clear and reasonable. Budget caps are observed.
Fair 3–5 Cost Proposal is within 15% of the lowest conforming proposal, or the fee structure lacks sufficient detail to assess reasonableness. Budget caps are observed.
Poor 0–2 Cost Proposal exceeds 15% of the lowest conforming proposal, the fee structure is unclear or incomplete, or one or more program budget caps are exceeded.
Criterion 5 — DBE Participation / Good Faith Efforts (5 points maximum)
Excellent 5 Proposed DBE participation meets or exceeds the 5.0% benchmark. DBE firms are identified by name, certified, and assigned specific, commercially useful roles. Letters of Intent are provided for all DBE subcontractors.
Good 3–4 Proposed DBE participation is below 5.0%, but a substantive Good Faith Efforts narrative documents specific outreach to certified DBE firms, including dates, contacts, and responses.
Spalding County — Qualified Managing Entity RFP No. JJIG-2026-01 Page 13
Criterion 5 — DBE Participation / Good Faith Efforts (5 points maximum)
Fair 1–2 A Good Faith Efforts narrative is provided, but documentation is limited or does not reflect meaningful outreach.
