M870A4 Semitrailer - Questions and Answers
| Question | Government Response | |
| 1 | are we responsible for the cost of the government representative that goes to the factory to inspect and approve the units, each time they are made | The contractor is not responsible for costs incurred by the USG for any site visits associated with this trailer production contract. |
| 2 | will the order include the total amount of units to be delivered at a time or delivered over a period of time | Please refer to sections B.4, F.1 Delivery Quantity Capability, F.1.1, and F.1.3 |
| 3 | is the test unit made free of charge to the government including the transportation | Please refer to the Attachment 0010 PRICING WORKBOOK - ALL CLINS 9.10.2024 for instructions on pricing Contract Line Item Numbers (CLIN’s) 0011 ORDERING PERIOD 1 - FPVI TRAILER and 0021 ORDERING PERIOD 1 - FAT TRAILER |
In addition, please refer to sections F.1, E.8, and E.9
For Transportation questions refer to Clauses 52.247-60 GUARANTEED SHIPPING CHARACTERISTICS and 52.247-1 COMMERCIAL BILL OF LADING NOTATIONS
| 4 | i apologize but am not sure where the final destination is for the units, it was not clear to me .....can you please advise the destination stateside so that transportation may be calculated | This is FOB Origin. The Procurement Contracting Officer will provide the Contractor with specific shipping instructions for each M870A4,usually after they have been DD250 inspected and accepted by the USG. The M870A4's can possibly be shipped within the Continental USA, or Outside the Continental USA. The USG plans to provide a "TAC" Transportation Authorization Code with the shipping instructions, used to pay for M870A4 transport. |
| 5 | you mentioned off shore us territories as possible destinations, can you please say which ones, because if you request a delivery to the territories and off shore requires a freight forwarder using shipping lines and engender a cost.......unless i am not understanding the bid and government uses its own resources to deliver off shore | This is FOB Origin. The USG plans to provide a "TAC" Transportation Authorization Code with the shipping instructions, used to pay for M870A4 transport. |
| 6 | maintenance of unit is provided in documents provided at time of delivery but i am not clear if we are expected to do the maintenance for life of unit and any parts replacement that has nothing to do with the warranty of the unit | For Warranty concerns, please review Section E.1.5 and Section SECTION H SPECIAL CONTRACT REQUIREMENTS. The Contractor shall maintain M870A4's that are stored at the Contractor's site. Ref. the RFP Section D.1.7 Care and Storage and Section C.1.7 Government Furnished Equipment (GFE), Government Furnished Property (GFP)... Note that once the First Production Vehicle Inspection M870A4 is completed and accepted by the USG (DD250), it becomes GFE, the GFE matrix and contract will be updated to include FPVI as the manufacturing standard GFE . The Contractor is responsible to maintain all GFE while on the Contractor's site. |
| 7 | i do understand you wish a parts list with costs | Please refer to section B.5.3 Proposed Spare Parts List (PSPL) package and Attachment 0010 PRICING WORKBOOK - ALL CLINS 9.10.2024 |
| 8 | in the bid i do not see anything regarding a bond, do you require a bond and if so how do we provide the bond just for what is being purchased at the time since the bid does not specify the actual total amount required, just the total amount of units that could be required | No, a bond is not required. Each order will specify a quantity ordered and list the cost per unit as proposed on Attachment 0010 PRICING WORKBOOK - ALL CLINS 9.10.2024. |
In addition, please refer to Section L.4.2 Volume 2 - Price Factor
