M870A4 Semitrailer - Questions and Answers

QuestionGovernment Response
1Would like to know if you do not feel the ability to have a third axel beneficial for the trails and low sub standard roads especialy is you will go to maximum weight usagePlease only propose per the Request for Proposal (RFP) and M870A4 Technical Data Package (TDP) without deviation. The Semitrailer, Lowbed, Construction Equipment Transporters (SLCET) 40 Ton configuration is a tri-axle.
2Curious how you are going to transport these lowbeds with equipment on them? The U.S. Government (USG) will follow USG equipment transportation procedures. The prime mover for the M870A4 SLECT is the M983A4 Heavy Expanded Mobility Tactical Truck Light Equipment Transporter (HEMTT LET).
3Please explain what is meant with anti corosive since we cannot be liable if the coating is scraped off and will be with use.CARC is to be the standard 'anti-corrosion' coating IAW MIL-DTL-53072 for the entire trailer in accordance with the Technical Data Package (TDP) and the RFP Section E.5 Paint Requirements. Incidental coating damage as in normal wear and tear can be acceptable or unit repaired as needed . The Corrosion inhibitor requirement is shown in RFP Section E.5.10 Corrosion Prevention Compound, only applies to M870A4's that the Contractor ships overseas.
4what is meant by inspection? Please read the Request for Proposal W912CH-24-R-0025 thoroughly as there are multiple sections described in the Description/Specifications/Work Statement that are related to the topic of inspection. For example, Section C.3 Physical Configuration Audit (PCA), USG document inspections upon request, Section D Packaging and Marking D.1.8 (a), throughout Section E Quality Management Systems, including Section E.3 Inspection Requirements, Section E.5. Paint Requirements, Section E.6 Final Inspection Records (FIR), Section E.8 First Production Trailer Inspection (FPVI), E.9 First Article Test, Section E.12 Inspection and Acceptance Points: Origin, E.14 Inspection Point: Origin, Acceptance Point: Destination, this is not a comprehensive list. Again, refer to the RFP. Also, USG, such as Defense Contract Management Agency, not the Department of Transportation will be inspecting the M870A4's in addition to the Contractor.
5What type of inpsection?
6Range pricing clarificationRange pricing allows for the Contractor to offer the USG lower costs per unit based on higher quantities ordered.

Range pricing is a pricing structure where costs per unit vary by quantity ordered. For each Contract Line Item Number (CLIN) with range pricing, the Offeror shall propose a unit price for each range shown in Attachment 0010 Pricing Workbook. Please refer to B.5.1 which states "The contractor shall provide pricing in Section B for the following ordering ranges for semitrailers:

Range 1: 1 to 5 Semitrailers Range 2: 6 to 20 Semitrailers Range 3: 21 to 75 Semitrailers Range 4: 76 to 100 Semitrailers Range 5: 101 to 840 Semitrailers"

7What do you mean by packaging, support? The term “packaging, support” we could not find in the RFP specifically. Please read Section D Packaging and Marking for packaging requirements. If your question relates to “System Support Package”, refer to Section E.9.5.2 First Article Test (FAT), Test System Support Package, Contract Data Requirements List (CDRL) A033 Test System Support Package List, for example. Section C.4 Logistics including C.4.2 Proposed Spare Parts List (PSPL) and Section D specifies Spare Parts packaging requirements.
8Mentioned items numbers from 011 to 0061 please explain if this for the ten units each year and then the 120 units?CLIN3 0011 - 0031 are test trailers and the quantities are listed for these items. CLINs 0041-0061 are production trailers that will require production quantities of up to 120 per year maximum. The maximum quantity of 120 annually is not a guarantee that the USG will order the maximum quantity. Section B.3.1 Minimum 5-year quantity (10 total) M870A4 Semitrailers, the USG is required to order at a minimum. Specific Delivery Orders will specify the quantity for each order.
9The manufacturing of these lowboys take about 4 weeks once order is placed and 50% down payment is receivedWe do not have progress payments in the RFP, so there will not be any down payment.
