If applicable, the offeror is requested to also identify the rationale for any allocations to each CLIN.

M.4.2 PRICE FACTOR

M.4.2.1 The Price Factor evaluation will result in a determination of the Total Evaluated Price to the Government. The Government will also evaluate the offeror’s price proposal for price reasonableness and unbalanced pricing.

M.4.2.1.1 Total Evaluated Price:

The Price Factor evaluation will result in a determination of the Total Evaluated Price. The Total Evaluated Price equals the sum of the following:

(a) The total proposed price for all CLINs, as calculated in Attachment 0010 - Pricing Workbook; and

(b) If applicable, any other price adjustments, for evaluation purposes only, that are required in accordance with the (i) FAR; (ii) DFARS; or (iii) RFP (to include RFP Attachments).

M.4.2.1.1.1 Weighted Average Unit Price:

For each CLIN with range pricing, the Government will calculate a weighted average unit price by first multiplying the unit prices proposed for each quantity range by the weighting percentages as stated in Attachment 0010 – Pricing Workbook. Weighted average unit prices will be the summation of the proposed unit prices for each range multiplied by the weighting percentages. The proposed price of each such CLIN will then be based on multiplying the weighted average unit price by the CLIN quantities as stated in Attachment 0010 – Pricing Workbook.

M.4.2.2 Price Reasonableness:

The Government will evaluate whether or not the offeror’s proposed price is reasonable. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business. The Government may make a determination of reasonableness by any means allowable under FAR 15.404-1.

M.4.2.2.1 Unbalanced Pricing:

The Government will evaluate the Offeror’s proposal for unbalanced pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items or ranges is significantly over- or understated as indicated by the application of cost and price analysis techniques. Offerors are cautioned that a proposal the Government assesses to be unbalanced as to price, may either be rejected or determined unacceptable for award. See FAR 15.404-1(g) for more information on unbalanced pricing.Subject Request for Proposal is for the manufacture of trailers. The questions posed appear to be related to a service of some sort.
6Pricing and Costs: If prices are already set, could you provide the detailed breakdown?See aboveSubject Request for Proposal is for the manufacture of trailers. The questions posed appear to be related to a service of some sort.
7Driver and Contractor Requirements: What specific qualifications, certifications, or requirements are needed from the driver or contractor?Contractor

Refer to Sections E, L, & M

E.7.8 Training Certification. The Contractor shall have a certified weld inspector/instructor (AWS/CWB) to oversee welder training and qualification. The name and qualification of instructors who conduct training shall also be made available for Government review upon request. Training for welders shall include the Welding Standard used for qualification, all positions, and types of qualified welding.

L.4.1.4 Recent experience will be assessed for comparability against the following criteria considerations:

Consideration 1: Manufacturing semitrailers that are capable of at least a 40 Ton payload, and are a minimum of 40 ft length, at a production rate of at least 5 per month, for at least three consecutive months.

Consideration 2: Manufacturing a U.S. military trailer to a Government Production-level Technical Data Package (build to print), that was accepted by the Government.

Consideration 3: Welding ASTM A514 steels and either STRENX 700MC or STRENX 110 XF steels for an end item in accordance with applicable RFP requirements for minimum preheat temp, maximum heat input temp, and maximum Interpass temp.

M.4.1 EXPERIENCE FACTOR

M.4.1.1 The Experience Factor will assess the offeror’s approach and understanding of requirements, and risk associated with the offer successfully performing the required effort, based on the extent to which the offerors proposed recent experience is comparable to the criteria considerations listed in L.4.1.4.

M.4.1.1.1 The Government will only consider recent experience in the evaluation, as defined in Section L.4.1.3. Reference L.4.1.2 for the Definition of a Contract. The Government will only consider one Contract (as defined in L.4.1.2) per criteria consideration #1 and #2 in L.4.1.4, and up to two Contracts (as defined in L.4.1.2) for criteria consideration #3 in L.4.1.4, and will base the evaluation on the submission(s) identified in the Experience Matrix (Attachment 0017). The Government reserves the right to not consider a proposed submission in the evaluation if it is determined that the submission does not meet the Definition of a Contract and/or contains multiple contractual instruments that meet the Definition of a Contract, which may result in the offeror being assessed with higher risk.

M.4.1.1.2 When assessing the risk associated with recent experience to the criteria considerations listed in L.4.1.5, more comparable experience may be assessed as lower risk, which may be assessed as a strength(s), while less comparable experience may be assessed with higher risk, which may be assessed as a weakness(s) or significant weakness(s).

M.4.1.1.3 Any experience which is identified in the offeror's Experience Factor proposal that is not substantiated with the information requested in L.4.1.5 and/or L.4.1.6 may not be considered, in whole or in part, and thus lack comparability, which may result in the offeror being assessed with higher risk.

M.4.1.1.4 Any experience cited in the offeror's Experience Factor proposal that is not supported with the information requested in the instructions in L.4.1.5 and/or L.4.1.6 to demonstrate how the Government will realize the benefit of the proposed experience during contract performance, or if any other proposal volume indicates the cited experience is not intended to be used by the offeror during contract performance, may result in the proposed experience not being considered in the evaluation, which may result in being assessed with higher risk.

M.4.1.2 Offerors are advised that the Government may contact any of the references the offeror provides, may contact internal sources regarding the proposed experience, and/or may utilize other internal resources for information and reserves the right to use any information received as part of our evaluation.
