About this file
This document is an addendum to a Request for Proposal (RFP) issued by the Minnesota Department of Administration's Real Estate and Construction Services (RECS) division for geotechnical engineering and drilling services for a new construction project at the Anoka Metro Regional Treatment Center (AMRTC) in Anoka, Minnesota. The addendum provides answers to questions submitted by potential respondents, including the location of wetlands, the scope of post-construction services, property identification numbers, snow removal responsibilities, administrative requirements during construction, prevailing wage requirements, and the need for wetland delineation and geothermal testing. It also includes a revised Exhibit B fee proposal form with details on the requested services, which include geotechnical borings and reporting, a Phase I environmental assessment, and wetland delineation during the design development phase, as well as construction phase services such as responding to requests for information and periodic site visits.
The revised Exhibit B fee proposal form outlines the expected compensation, including professional fees for the basic services, additional services, and reimbursable expenses, which are capped at $300. The contract is a prevailing wage project, and no markup is allowed on subconsultant fees. The state may elect to add post-construction services at a later date if needed, and a Phase 2 environmental assessment is anticipated as an additional service.

Addendum #4
Date: November 14, 2024
Request for Proposal: RECS RFP Geotechnical Engineering & Drilling for the Miller Building at AMRTC RECS Project Number: 55AK0054 Event ID: 2000016364
Subject: RFP Questions & Answers, Revised Exhibit B
Questions & Answers:
Question #1: Where is the anticipated wetland delineation located on the property?
Answer #1: Existing wetland resides east of the parking lot and another wetland to the north of the access drive. The area to the north of the access drive is currently greenspace with mature trees located in and around the existing wetland: See areas circled in snip below. Wetland delineation will likely need to wait until Spring.

Question #2: What are the “Post Construction Phase” scope of services?
Answer #2: Post Construction Phase will not be required by this contract for this response to this RFP. If soils are found to be problematic beyond construction, the State may elect to add these services at a later date.
Question #3: What are the Property ID numbers for the properties to be included in the Phase I, does the entire parcel need to be covered by the Phase I or can it be just a limited area?
Answer #3: Property ID is 31-32-24-31-0002. The area will be within the blue/red delineated on the plan with the boring locations.
Question #4: Will snow removal, if necessary, be handled by the facility or should it be included in our fees?
Answer #4: By facility if needed.
Question #5: What are the “Administration Requirements” during the Construction Phase?
Answer #5: Being available to answer any questions that come up during construction. Conditions discovered during excavation not anticipated from the boring information, bad soil, water, other soil conditions, etc.
providing information on applicable RFI’s and changes.
Question #6: Is this a prevailing wage project?
Answer #6: Yes.
Question #7: Is wetland identification/delineation really needed from us as typically that’s in the Civil Engineer’s work scope and it appears Elan Lab is already the project civil? Otherwise we’ll be looking to subcontract this with another civil engineering firm.
Answer #7: Yes, it is required to be included in this scope. Elan is not able to provide this service. If needed, this can be subcontracted to the respondent to this RFP.
Question #8: Geothermal borings and testing is more commonly done by well drilling companies and so I’m wondering if this should be separated out from this RFP? Otherwise, I’ll be subcontracting this work about as well. It also sounds like the Darcy Ground Source System is something proprietary by Darcy Solutions that would have to be tested by them or with them included.
Answer #8: It is desired to have this included in this scope of work.
Question #9: Are there AISC Requirements for type of materials that can or cannot be used for creating the conductivity test well other than the state well and boring construction and sealing regulations?
Answer #9: No further requirements known at this time. The Darcy wells are basically the same as a normal drinking water well.
Question #10: I assume the Phase 1 Study refers to Environmental Site Assessment and the Phase 2 Study under Anticipated Additional Services is Environmental Services? Or is that referring to a Phase 2 Geotechnical Study?
Answer #10: Correct, Phase 1 Study refers to Environmental Site Assessment and Phase 2 Environmental Services.
Question #11: If a Phase 2 Environmental Study is anticipated, is there knowledge of contamination on the site or what is the reason for anticipating this being needed?
Answer #11: There is a suspected buried fuel tank.
Question #12: Phase 2 Study is listed under Anticipated Additional Services but is not included in Exhibit B – Fee Proposal?
Answer #12: This will be a potential later addition to the scope after the Phase I report is issued so the scope of the Phase 2 is known.
Question #13: Are there any fenced in areas that need to be accessed and who will be responsible for opening or taking those down and putting back up for drilling access?
Answer #13: No. Locations will be adjust to avoid fenced areas.
Question #14: Are there any dates or times that fieldwork is restricted?
Answer #14: It is requested that borings in close proximity to the building not start until after 10:00.
Revised Exhibit B:
A revised Exhibit B has been attached.
