About this file
This is a Request for Proposal (RFP) issued by the Molalla River School District for behavioral and mental health prevention services. The District seeks a single service provider to deliver comprehensive mental health prevention services to students, staff, and families across six school buildings serving the communities of Molalla, Mulino, Rural Dell, Dickey Prairie, Maple Grove, Schuebel, and Clarkes. Services include mental health assessments, group and individual counseling, family interventions, risk screening and safety planning, staff consultation on trauma-informed care, and school-based presentations. The contract calls for up to 2,720 hours of prevention services per school year across 34 weeks (September through June), delivered through both in-person and telehealth modalities. The RFP was issued on August 4, 2021, with a closing date of August 23, 2021, at 3:00 p.m. Pacific Time. A letter of intent was due August 9, 2021, and questions for clarification were due August 11, 2021. The District anticipated issuing a notice of intent to award approximately August 27, 2021, with a seven-calendar-day protest period following the award notification.
Proposals must include a detailed price proposal with identifiable costs and time estimates for each activity, as well as a comprehensive project implementation plan. Evaluation criteria are weighted at 10 points each across five categories: provider qualifications and clinical support, experience with skill development for children and adults, experience with school-based prevention services at elementary and secondary levels, established relationship with Molalla River School District, and competitive pricing. The RFP encourages participation by certified small businesses, disadvantaged business enterprises, minority-owned businesses, woman-owned businesses, and service-disabled veteran-owned businesses through the Oregon Certification Office for Business Inclusion and Diversity. All proposals become public record subject to Oregon Public Records Law after the notice of intent to award is issued. The District reserves the right to reject any or all proposals and may cancel the RFP at any time if deemed in the District's best interest.
