A) Purpose and Description of Services
The California Department of Fish and Wildlife (CDFW) is seeking to evaluate the effects of human recreational activity on Natural Community Conservation Plan (NCCP) reserves so that reserves may be planned for and managed in a way that does not put sensitive species at risk from disturbance.
The primary function of an NCCP reserve is the protection of sensitive species (i.e.
endangered, threatened, and other categories of species at risk). The NCCP Program, operating under the authority of California’s NCCP Act of 2003 (California Fish and Game Code Sections 2800 et seq.), takes a broad-based ecosystem approach to planning for the protection and perpetuation of biological diversity. An NCCP identifies and provides for the regional protection of plants, animals, and their habitats, while allowing compatible and appropriate economic activity. NCCP reserves are lands protected in perpetuity, generally by a local government authority, for the conservation of sensitive wildlife species under the requirements of an individual NCCP Permit. NCCP reserves in San Diego County experience a relatively high demand for human recreational use. By knowing the effects of each human recreational activity, a reserve manager can better plan for its proper level and location on a reserve, so that the reserve is providing the required levels of protection and achieving the goals of the NCCP Program.
The selected Contractor will be required to complete the following tasks:
1) Develop and validate a landscape-level spatial model of the intensity of human use among NCCP reserves in San Diego County using data collected during a pilot study in the project area (Reed et al. 2013)*.
Select study sites and sampling points to represent variation in the intensity of human use within and among NCCP reserves. Human use includes outdoor recreation as well as the many other human activities that occur within NCCP reserves (e.g., commuting, management, illegal activities). Select a minimum of 12 study sites (>100 ha) along a gradient of overall levels and types of human use of NCCP reserves, as predicted by the landscape-level spatial model of human use intensity. Study sites shall include reserves that are officially closed to public access, because it is assumed they will have the lowest levels of human use (but may still experience some unofficial use).
Select two additional study sites for the BACI experiment (Objective 4; see above): one NCCP reserve in which the trail network is planned to be expanded and a second NCCP reserve at which unofficial trails are planned to be closed.
The contractor will consult with the Department Contract Manager on the selection of study sites.
Within the each of study sites, locate a minimum of eight sampling points to survey for human activity and focal species. The 2013 pilot study indicated that visitation levels are highly variable among trails within a single reserve (range:
2.5-45.2 visitors per day) but that factors influencing that variation (e.g., trailheads, accessibility, site amenities) are likely to vary among sites; thus, select sampling points in a spatially-balanced random design throughout the interior of each site, per Theobald et al. (2007). Unofficial or user-created trails comprise a mean of 41% of the trail networks in 19 reserves mapped for the pilot study (range: 8-85%) and likely receive substantial human use; thus, locate sampling points along both official and unofficial trails. If trail networks within a selected reserve are not available as a GIS data layer or were not previously mapped during the pilot study, create spatial data via heads-up digitizing of trail features from aerial photography. Weight the spatially-balanced survey design to select sampling point locations within land cover types that are known habitats of the focal species.
* Reed, S. E., C. L. Larson, K. R. Crooks and A. M. Merenlender. 2013. Wildlife response to human recreation on NCCP reserves in San Diego County: Interim report to California Department of Fish and Wildlife. Wildlife Conservation Society, North America Program, Bozeman, MT.
2) Develop and test a citizen science approach for collection of fine-scale human use patterns within a reserve.
Collect a continuous measure of human use intensity among trail segments, while accounting for variation among activity types and seasons. Apply two methods to collect data on human activity: a citizen science approach using a participatory smartphone application (“app”) and passive monitoring using remotely-triggered cameras. The app shall make use of the GPS function of smartphones and allow users to record their activity and route through a reserve.
To implement the app, seek to partner with an existing developer of mobile fitness applications (e.g., MapMyRun) and conduct an outreach program to encourage reserve visitors to share their route and associated information with the project via the social networking feature of the app.
Test the effectiveness of the citizen science approach by comparing it to data collected by passive monitoring using remotely-triggered cameras. Install remotely-triggered cameras at each sampling point, set to record continuously day and night for a period of four weeks, and check every two weeks. Repeat sampling periods four times per year to capture seasonal variability in type and intensity of human use. Calibrate visitor counts from remotely-triggered cameras with timed visual observations, to estimate errors and convert raw data into reliable visitation estimates, per Pettebone et al. (2010). The monitoring data shall be integrated into spatio-temporal models of human use intensity among trail segments, based on landscape features, accessibility, and site amenities.
3) Implement an observational study in a gradient design to relate spatio-temporal variation in human activity to the occurrence and relative abundance of reptiles and mammals.
http://www.sdmmp.com/Libraries/MonthlyCoordMtg/Oct2013Reedetal_P1182112_InterimReport.sflb.ashx
Survey for reptile communities using two complementary non-invasive techniques at the sampling point locations identified above. First, conduct visual surveys to document incidental mortalities of reptiles and amphibians along trails, per Rochester et al. (2001). A single observer shall walk slowly along a 250m transect centered at the sampling point, following standard techniques to document the species and point location of all reptiles detected (USGS 2006).
Transect surveys shall be repeated twice weekly for two weeks, and sampling periods shall be repeated four times per year for one year. Explore opportunities to augment surveys of incidental mortalities by incorporating a field for visual observations into the participatory smartphone app. Second, conduct artificial cover surveys to detect reptile species. An array containing a minimum of 10 coverboards shall be installed at each sampling point for a period of not less than two weeks and checked not less than twice weekly. Artificial cover surveys shall be repeated a minimum of four times per year for one year.
4) Conduct a before-after control-impact (BACI) experiment to monitor the response of reptile and mammal species to changes in human activity patterns.
Monitor changes in human activity before and after expansion of a trail network at one NCCP reserve and closure of unofficial trails at a second NCCP reserve.
Apply several quantitative measures to summarize human activity, including temporal variation in human activity and intensity of human use. Temporal variation in human activity will be defined as variation in visitor counts among hours of the day and days of the week. Visitor counts shall be defined as the number of single-person visits made to a reserve or trail in a day, per Watson et
al. (2000). Intensity of human use shall be defined as mean total visitor counts adjusted for reserve area or trail length.
Examine relationships between human activity and detection of focal species to assess: (1) the effect of human use relative to other known drivers of species distributions (e.g., habitat fragmentation, invasive species); and (2) the relative importance of individual human activities (e.g., hiking, mountain biking) and local habitat characteristics on the occurrence, community composition, and relative abundance of reptile and mammal species in NCCP reserves. Apply occupancy modeling (MacKenzie et al. 2006) and regression analyses within a model selection framework (Burnham & Anderson 2001) to examine alternative possible use-impact relationships between human activity and wildlife responses (Monz et al. 2013).
A minimum of two presentations to wildlife agencies (CDFW and USFWS), reserve managers, and other interested parties regarding project findings to date and implications for species monitoring and management shall be delivered during the project term. The Contractor and wildlife agencies will negotiate the timing and location of each presentation. The Contractor also will be required to provide a comprehensive report describing the project methods, results, and implications by June 30, 2018.
