About this file

This is a Request for Proposal (RFP) issued by the California Correctional Training and Rehabilitation Authority (CALCTRA), a division of the California Department of Corrections and Rehabilitation, for Modular Systems Furniture (MSF) installation services in Southern California. The solicitation seeks contractors to provide installation services for Monolithic and Frame and Tile product lines, including height adjustable tables, as well as delivery and set-in-place services for freestanding furniture and repair services for all furniture types sold by CALCTRA. The service area encompasses thirteen Southern California counties: Imperial, Inyo, Kern, Kings, Los Angeles, Orange, Riverside, San Bernardino, San Diego, San Luis Obispo, Santa Barbara, Tulare, and Ventura. The bid submission deadline is September 8, 2026, at 3:00 PM Pacific Time, with a mandatory pre-bid conference and walkthrough scheduled prior to submission. The successful bidder will be notified by September 10, 2026, with an anticipated contract start date of November 1, 2026. The contract term is approximately two years with an option to extend for an additional one year, and CALCTRA reserves the right to amend the contract to increase the amount by up to thirty percent of the original value or extend the term prior to expiration.

Compensation will be based on percentage rates of list price for installation and reconfiguration services, with separate rates for Monolithic and Frame and Tile product lines, plus hourly rates for miscellaneous work. Out-of-area installations beyond a 75-mile radius of the contractor's regional office will receive premium rates and per diem reimbursement for meals and lodging according to specified county maximums. The contract award will be made on a best-value basis considering cost, past performance, and experience, with no preferences granted for small business, disabled veteran business enterprises, or other set-asides. Contractors must possess a valid California Contractors License Category C-61 with Prefabricated Equipment Specialty (D-34), maintain a physical presence in Southern California with warehouse space of at least 2,500 square feet for staging and 2,500 cubic feet for storage, own or lease a minimum twenty-foot box truck, and demonstrate five years of business experience with at least three years providing MSF installation services. A bidder's bond equal to ten percent of the bid amount is required at time of submission, with payment and performance bonds of one hundred percent of the contract value required upon award. The work is subject to prevailing wage requirements and public works compliance monitoring by the Department of Industrial Relations, with all contractors and subcontractors required to register with the Department of Industrial Relations prior to bid submission.
