Auburn University has issued a Request for Proposal (RFP) for Offsite Data Center Rack Space through its Procurement and Business Services department. The RFP seeks a commercial data center service provider to provide a minimum of 5 contiguous and dedicated computer cabinets with specific technical requirements, including 19" internal mounting racks, 42U height, 40" depth, redundant PDUs, and lockable cabinets. The university requires uninterruptable power and cooling to support a redundant 30kW power load per cabinet, with heat dissipation not exceeding 90 degrees Fahrenheit. The contract will be awarded for an initial three-year term with options to renew for two additional one-year terms, with a bid opening scheduled for March 6, 2024, at 10:30 a.m. CST, and a mandatory pre-bid conference via Zoom on February 15, 2024.

The evaluation criteria will weight pricing at 50%, RFP requirements at 25%, and history and past performance at 25%. Proposers must provide detailed pricing for holding reservations for unpopulated racks, power consumption as hardware is brought online, and pricing for additional cabinets if needed. The data center must be a hardened Tier IV level facility with 99.995% uptime, redundant power and cooling, fire protection, and controlled physical access. Network connectivity must be available from multiple commercial fiber optic providers capable of delivering 10, 40, and 100 Gbps services. The university requires 24x7x365 secure access, remote hands support, and a comprehensive Service Level Agreement covering uptime, response times, and outage credits.

Section IV: Evaluation Criteria

Section V: Calendar of Events

Section I. Request for Proposal

A. Intent and Scope for Auburn University Offsite Data Center Rack Space

The objective of this RFP is to identify a service provider(s) capable of providing datacenter colocation rack space. Auburn University (AU) is seeking to enter into an agreement with a commercial data center for computer rack space to house the university’s enterprise business computing, storage hosting, and high-performance research computing servers and appliances. The objective is to identify the capabilities and level of service that will meet the current anticipated demand and have the flexibility to expand as required to meet the evolving demand.

• Background

Auburn University’s enterprise business computing, storage, and high-performance computing (HPC) systems are currently housed in university-owned and operated data center facilities. While the university data centers are adequate for enterprise IT, the power and cooling capacity of the university data centers are not sufficient to support HPC growth and the intense power and cooling that is needed. With this RFP, the university is seeking proposals from commercial data center service providers to provide rack space that will house the university’s HPC servers and appliances as well as enterprise IT systems.

• Requirements

1. Minimum of 5 contiguous and dedicated computer cabinets configured as follows:

a. 19” internal mounting racks

b. 42U in height and 40” in depth

c. Redundant PDUs per cabinet

d. Lockable cabinets

2. Uninterruptable power and cooling adequate to support a redundant 30kW power load for each computer cabinet.

3. Dissipate heat generated by computer systems installed in cabinets such that internal ambient temperature of each cabinet does not exceed 90 degrees Fahrenheit. Neither the university’s enterprise IT workloads nor its HPC workloads can be reduced to manage the heat load.

a. RFP response must include an explanation of power and cooling solutions the data center service provider proposes to deploy for the data cabinets to manage the power and heat load.

4. RFP response must include an explanation of minimum monthly charges to hold reservations for unpopulated racks as well as charges based on power consumption as we bring hardware online.

5. 24x7x365 secure access to facility by designated AU employees or representatives.

6. Remote hands support by qualified personnel to assist AU with scheduled and unscheduled maintenance and troubleshooting. Qualifications of remote hands support should be included in the service provider’s response.

7. The colocation data center shall be a hardened Tier IV level facility (uptime of 99.995%) with redundant power and cooling, fire protection, and monitored/controlled physical access and security.

8. Network connectivity available from multiple nationally recognized commercial fiber optic network service providers capable of delivering a minimum of 10, 40, and 100 Gbps service.

a. Bidder’s response should identify network service providers available at the data center.

9. Service Level Agreement (SLA) for proposed Data Center colocation services to include guaranteed uptime for power and cooling, response time for outages, outage credits, etc.

10. Preferred data center location in Southeast U.S.

• Term of Contract o This contract will be awarded for an initial term of three (3) years with the option to renew for two (2) additional one (1) year terms.

The University will entertain a longer initial term if the price is lower.

o Service to be billed monthly.

B. Proposal Overview and Definitions
