About this file
This is Amendment No. 2 to a Request for Proposal issued by the Palm Beach County Purchasing Department for the Bus Stop Shelter Expansion and Replacement Program (RFP No. F-21-017/LI). The amendment revises the proposal due date from December 21, 2020, to January 6, 2021, at 4:00 p.m. The project requires contractors to provide a minimum of 525 and a maximum of 650 total bus shelters over the contract term. Key milestone dates include the Selection Committee meeting on January 25, 2021, oral presentations on February 1, 2021 (if conducted), the Best and Final Offer (BAFO) deadline of February 8, 2021 (if required), posting of the Notice of Intent to Award on February 22, 2021, and the Board of County Commissioners award date on April 6, 2021, which also serves as the contract start date. Proposers must submit structural drawings and civil work as part of their response, and notary requirements for appendices remain mandatory. Palm Beach County has conducted site evaluations for all currently operational locations.
Approximately $2,000,000 in federal funding has been allocated for the shelter replacement project, though the county notes that available funding may change based on Palm Tran's capital needs. The current bus shelter advertising contract expires July 3, 2022, and existing advertising contracts will be transferred to the selected vendor as appropriate. Proposers seeking historical revenue information, current shelter advertising contracts, and current vendor contract details must submit public records requests to designated county contacts. The amendment addresses questions from multiple prospective bidders including Ambrose Industries, Falcon 6 Infrastructure Group, and Vector Media regarding project scope, bidding procedures, advertising revenue generation, and submission requirements. Palm Beach County will not accept electronic or email proposal submissions or waive notary requirements despite COVID-19 pandemic considerations.
