About this file
This document is Addendum No. 1 to Request for Proposal (RFP) No. CFF 7783 issued by First 5 California (F5CA) for Impact Legacy Evaluation Services. The RFP seeks evaluation services to assess the Improve and Maximize Programs So All Children Thrive (IMPACT) initiative. The final proposal submission deadline is Tuesday, May 19, 2026, at 10:00 AM, Pacific Time. The addendum addresses 14 questions and answers submitted by prospective bidders regarding proposal requirements, scoring criteria, and contract terms. Key clarifications include confirmation that the cover letter may be placed either at the beginning or after the Administrative Requirements section, that the prime contractor must maintain an operational physical office in California from which key personnel work (not satisfied through subcontractors), and that travel expenses must be detailed within specific tasks rather than included as separate Other Direct Costs. The technical proposal section is worth 245 points, with detailed sub-criteria allocations including Agency Capability (30 points), Agency Strengths (50 points), Multicultural and Specific Target Audience Experience (35 points), Collaboration Experience (30 points), Relevant Experience (50 points), Account Staffing Organization Chart and Resumes (25 points), and Evaluation Plan (25 points).
The awarded contractor will receive prior evaluation reports, briefs, Annual Performance Reports, and Common Data File data, with the understanding that additional data collection may be necessary through collaboration with Quality Counts California partner agencies and local implementation agencies. Generative Artificial Intelligence use must be disclosed if it has material impact on the proposal, as defined by California Government Code 11549.64 and California State Administrative Manual section 4986.2. A 10 percent withhold will be applied to all contract payments and released per terms specified in the awarded agreement. Questions regarding the Targeted Area Contract Preference Act (TACPA) preference should be directed to the California Department of General Services Procurement Division. F5CA maintained the original proposal submission deadline and declined to extend it, despite requests from bidders for additional time to assemble teams and prepare compliant responses.

ADDENDUM NO. 1
REQUEST FOR PROPOSAL (RFP) NO. CFF 7783
IMPACT LEGACY EVALUATION SERVICES
Final Date for Proposal Submission: Tuesday, May 19, 2026, at 10:00 AM, PT
Your attention is directed to the following questions and answers pertaining to RFP No.
CFF 7783.
Please note, questions are published as submitted to First 5 California (F5CA).
1. Section 3: A. Administrative Requirements – p.15 – Can you please confirm there are no page limit restrictions for SECTION 3: Administrative Requirements?
Per Section 4.A – Cover Letter, the cover letter is limited to one (1) page.
Attachments 1-16 listed under Section 3.A.2 – Required Forms and Section 3.B – State of California Preference Programs are templated documents with set page requirements.
2. Section 3: A. Administrative Requirements – p. 15 and Section 4: Proposal Requirements – p. 23 – Regarding placement of the cover letter – can you please confirm that it should be placed after SECTION 3: Administrative Requirements
The Cover Letter may be placed either at the beginning of the bid package, prior to the Administrative Requirements, or immediately subsequent the Administrative Requirements.
3. Exhibit B1: Cost Sheet – p. 90 – The cost sheet references the term "classification" under Direct Costs. We would like clarification regarding what these classifications entail. Specifically, are these considered labor categories?
These may be labor categories or position titles.
Additionally, we are seeking confirmation on whether travel and other expenses unique to the project can be included under "Other Direct Costs."
No, travel may not be included as an Other Direct Cost. Per Section 4.D – Chapter 2: Cost Bid Proposal, Travel Expenses, “If travel is anticipated as part of a task within the proposed project, all related expenses must be clearly detailed with that specific task. Travel expenses incurred as part of the awarded contract will not be considered separate and distinct from a Task and are subject to the ten percent (10%) withhold.”
4. Extension: Given the scope and complexity of this RFP, would F5CA extend the proposal submission deadline to ensure bidders have adequate time to assemble compliant teams and submit fully responsive proposals?
At this time, F5CA chooses to maintain the current submission deadline.
5. Physical Office (RFP p. 24): Can F5CA clarify whether the requirement for “proof of an operational, physical office in California from which the key personnel work” may be satisfied through a subcontractor or teaming partner, or if this requirement must be met directly by the prime contractor?
The physical office requirement must be met by the prime bidder. This requirement may not be satisfied by a subcontractor or teaming partner. Per Section 4.B.3.2 – Required Attachments, “The bidder shall provide: Proof of an operational, physical office in California from which the key personnel work. Provide proof of physical address.”
6. Points allocation (RFP p. 34): Can F5CA provide a breakdown of the scoring criteria within the 245 points allocated to Chapter 1 (Technical Proposal) including sub-criteria weights?
The sub-scores within the 245 points allocated to Chapter 1: Eligibility and Capabilities Assessment (pages 34-35) are as follows:
1. Agency Capability – Page limit: Three (3) pages – 30 points
2. Agency Strengths – Page limit: Three (3) pages – 50 points
3. Multicultural and Specific Target Audience Experience – Page limit: Three (3) pages – 35 points
4. Collaboration Experience – Page limit: Two (2) pages) – 30 points
5. Relevant Experience – Page limit: Two (2) pages, not including completed samples – 50 points
6. Account Staffing Organization Chart and Resumes – Page limit: Two (2) pages, not including resumes – 25 points
7. Evaluation Plan – Page limit: Three (3) pages – 25 points
7. Existing data and materials (RFP p. 2): The RFP references using historical and current briefs, reports, and data. Can F5CA specify what datasets (beyond the QCC Common Data File) and materials (e.g., grantee Annual Performance Reports) will be made available at contract start? Further, what should we anticipate regarding data quality and completeness of these materials?
The awarded contractor will be provided with prior evaluation reports and briefs in addition to Annual Performance Reports and Common Data File data. The contractor may need to identify gaps and work with F5CA, Quality Counts California (QCC) partner agencies, and local implementation agencies to collect data not provided to the state as a requirement for IMPACT funding.
8. Input: Can F5CA clarify the role of the regional county/consortia and other state agencies (e.g., CDSS, CDE) in shaping the evaluation design and implementation?
Only F5CA will shape the evaluation design, however, collaboration with QCC state agencies and local consortia for collection of additional data may be needed.
9. GenAI (RFP p.8) Can F5CA clarify what constitutes “material impact” when determining whether GenAI use must be disclosed, particularly for standard analytical or drafting support?
Per Section 2.B.8 – Rules Governing Competition, Generative Artificial Intelligence, “Government Code 11549.64 defines ‘Generative Artificial Intelligence (GenAI)’ as an artificial intelligence system that can generate derived synthetic content, including text, images, video, and audio that emulates the structure and characteristics of the system’s training data.” For additional detail on the material impact of GENAI see California State Administrative Manual (SAM) § 4986.2 – Definitions for GenAI.
10. Would you consider an extension of the due date to allow for more time between when the responses to questions are released and when proposals are due?
See response to Question #4.
11. On page 30, point 3, one of the required attachments is proof an operational, physical office in California from which the key personnel work. Does this requirement have to be met by the prime contractor or could it be met through a subcontractor?
See response to Question #5.
12. To claim the TACPA preference, can our remote workers' location contribute to our eligibility even if our primary office is outside a TACPA zone?
Per Section 3.B.1 – State of California Preference Programs, TACPA, “A bidder’s questions regarding this preference should be directed to:
Procurement Division - Dispute Resolution Unit P.O. Box 989052 West Sacramento, CA 95798-9052 Fax: (916) 376-6226 Email: TACPA@dgs.ca.gov”
13. To claim the TACPA preference, can you confirm that 90% of the labor hours need to be performed In a "TACPA Zone," OR Adjacent to a zone, OR Contiguous to a zone (corners touch)?
See response to Question #12.
14. RFP Section 2 states “A 10% withhold will be applied to all payments under the awarded contract. The withhold amount will be released as per the terms and conditions specified in the awarded Agreement.” Would First 5 California please this applies to RFP Number CFF 7783?
Yes, a 10% withhold will be applied to the contract resulting from RFP No. CFF 7783 per the conditions outlined in Section 4.D.J – Proposal Requirements, Chapter 2: Cost Bid Proposal.
