About this file
This is Amendment No. 1 to RFP No. 21-033/LI issued by the Palm Beach County Purchasing Department on March 3, 2021, for Criminal Justice Text Message Reminders. The amendment modifies the experience and qualification requirements outlined in the original RFP. Proposers must submit a detailed statement of experience providing text message notifications for court dates and criminal justice-related appointments, with preference given to those with direct judicial experience; however, experience sending notifications to municipalities and other government entities will be considered. Proposers should submit a minimum of three references demonstrating successful provision of text message notification services within the past five years, preferably for court date and criminal justice appointments, though municipal references for non-judicial law enforcement notifications are acceptable. The RFP due date is March 15, 2021. The contract encompasses four agencies: the Fifteenth Judicial Circuit Clerk of Court for criminal defendants (50,644 court dates sent reminders from November 2018 through January 2021), Florida Department of Corrections Circuit 15 for felony probation (6,495 individuals as of October 31, 2020), Professional Probation Services, Inc. for misdemeanor probation, and Palm Beach County Pretrial Services Department (1,001 individuals supervised as of February 24, 2021). The contractor must send two text message reminders—one seven days before an appointment and one twenty-four hours before—and update appointments as dates are cancelled or changed. Data will be transmitted daily from the Showcase records management system and include defendant names, ID numbers, cell phone numbers, zip codes, charge codes, court date information, court date status, and Assistant Public Defender ID numbers.
The anticipated budget range is $18,000 to $25,000, though proposers are instructed that this is not a target or ceiling and should submit appropriately competitive pricing based on the scope of work. All amendments must be acknowledged with a signature from an authorized agent and submitted with the proposal; failure to do so will render the proposal non-responsive. The contract terms include a transition period for implementation that depends on the selected vendor and the Clerk of Court's availability. Opt-out provisions are handled by phone number, and cancellation data will be transmitted through the same method as court date data at frequencies dependent on when cases are cancelled.
