NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION (NOAA)
Commercial Weather Data Pilot (CWDP) Program Space Weather Pilot
SYNOPSIS/SOLICITATION
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, in conjunction with the Simplified Procedures for Certain Commercial Items in Subpart 13.5, and supplemented with additional information included in this notice. This announcement constitutes the only solicitation;
proposals are being requested and an additional written solicitation will not be issued.
(ii) The solicitation number for this procurement is NE-EP1000-22-00858 and is hereby issued as a request for proposals (RFP).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2022-06, effective May 1, 2022.
(iv) The Government intends to award one or more FIRM-FIXED PRICE (FFP) contracts. This is a total small- business set aside. The associated NAICS code is 518210-- Data Processing, Hosting, and Related Services with a corresponding small business size standard of $35.0 million.
(v) Contract Line Item Numbers (CLINs) are to be determined based on the awarded quantities.
(vi) Description of requirements for the items to be acquired is included in Attachment 1, "Statement of Work."
(vii) Place of Delivery: Data shall be submitted as set forth in Attachment 1, "Statement of Work."

(xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Products and Commercial Services (MAY 2022) applies to this acquisition, including the additional FAR clauses cited in the clause, as set forth in Attachment 2, "Additional Terms and Conditions," which will be included in any resulting award.
(xiii) Additional contract requirements, terms, and conditions can be found in Attachment 1, "Statement of Work," and Attachment 2, "Additional Terms and Conditions."
(xiv) Defense Priorities and Allocations System (DPAS) and assigned ratings do not apply.
(xv) Proposals are required to be received in the contracting office no later than 2:00 P.M., Eastern Time on June 9, 2022.

ATTACHMENT 1
Statement of Work
I. INTRODUCTION
NOAA’s space weather mission is to safeguard society with actionable space weather information. Environmental measurements are the foundation for all space weather products.
The NOAA Space Weather Prediction Center utilizes measurements of conditions occurring throughout the Sun-Earth system, including the solar surface, solar atmosphere, coronal mass ejections, solar electromagnetic and energetic particle emissions, solar wind plasma and magnetic field, magnetospheric energetic particles and magnetic field, ionospheric total electron content and scintillation, ground magnetic field, and ground neutron flux. NOAA products and services derived from these measurements serve a broad spectrum of civilian and security activities, including electric power distribution, aviation, satellite operations, navigation, and communication.
In response to the PROSWIFT Act and the Government’s effort to leverage commercially available data and services, NOAA intends to conduct a Commercial Weather Data Pilot (CWDP) Study of commercial space weather data sources and related capabilities that may help NOAA meet its space weather mission objectives. For this Pilot Study, NOAA is seeking measurements from low Earth orbiting satellite-based GNSS receivers that will enable NOAA to derive ionospheric products that meet the current and anticipated needs of operational space weather models and applications.
II. DATA SPECIFICATIONS
The Contractor shall supply near-real-time GNSS pseudorange, carrier phase, and signal-to-noise ratio (SNR) measurements collected on-orbit. These measurements will be used for ground-based derivation of ionospheric Total Electron Content (TEC) and scintillation amplitude (S4) and phase (σφ) indices. In addition, the contractor shall supply on-orbit computed S4 indices.
The requirements set forth below constitute the specific operational measurement requirements. Should any requirements not be expected to be met during the Pilot study data delivery period, a clear and detailed plan and schedule to achieve all required capabilities must be provided. The requirements specified here are not indicative of any requirements that may be developed for future contracts or solicitations.
II.1 Definitions
An ionospheric track is a time series of satellite-based GNSS dual-frequency pseudorange, carrier phase, and SNR measurements from which NOAA can produce geolocated ionospheric products for space weather applications and research purposes.
The height of straight line (HSL) altitude of an observation is the height of the tangent point of a straight line between the GNSS transmitter and the receiver relative to the World Geodetic System 1984 (WGS84) reference ellipsoid.
The time of an ionospheric track is defined by the GPS time of its first and last measurement epoch.
The latency of an ionospheric track is defined as the difference between the time of each observation epoch in the track and the receipt of the data by the NESDIS Common Cloud Framework (NCCF).
The Carrier Phase Sampling Rate is the rate of data underlying an on-board calculation of a scintillation index. The Calculation Time Interval is the time period over which a single index calculation is made.
II.2 Requirements for Total Electron Content (TEC)
1. Observational altitude range 90 to 800 km
2. Pseudorange, carrier phase sampling rate 1 Hz
3. Measurement range 0 to 2000 TECU
4. Maximum measurement uncertainty:
a. Relative 0.5 TECU RMS
b. Absolute 4 TECU RMS
5. Maximum daily median latency 30 min
6. At a minimum, the Contractor shall provide data meeting these TEC requirements from at least 500 ionospheric tracks per day throughout the Data Delivery Period (see Period of Performance, below).
II.3 Requirements for Scintillation Indices
1. S4 shall be computed on-orbit and provided for all tracks. For tracks where S4 exceeds 0.3, high rate (50+ Hz) data from the entire observational altitude range shall be downloaded and provided. This provides raw observations for calculation of scintillation indices in the strongest events. To support phase analysis, data from a high-rate reference satellite is required for all such occultations.
2. Observational altitude range 90 to 500 km
3. Minimum carrier phase sampling rate 50 Hz
4. On-board calculation time interval 10 s
5. On-board calculation cadence 10 s
6. S4 Measurement range 0.1 to 1.5
7. Sigma phi Measurement range 0.1 to 20 rad
8. Maximum daily median latency 30 min
9. At a minimum, the Contractor shall provide data meeting these scintillation requirements from at least 25% of the tracks having an on-orbit-calculated value of S4 exceeding 0.3.
II.4 Distribution of Observations
1. Ionospheric tracks shall be nearly uniformly distributed in latitude and longitude, providing nearly global coverage on a monthly basis.
II.5 General Measurement Requirements
1. Data shall be provided only from instruments on satellites with an assigned World Meteorological Organization (WMO) satellite identifier.
2. If applicable, the signal-to-noise ratio (SNR) conversion factor from dB-Hz to Volts/Volt in a 1 Hz band shall be provided.
3. GNSS measurements shall be dual frequency measurements from GPS L1 and L2, GLONASS L1 and L2, or Galileo E1 and E5.
4. GNSS measurements shall be provided with concurrent precise orbit determination (POD) tracking data.
5. POD tracking data shall include dual-frequency pseudorange, carrier phase, and SNR, as collected on-orbit in real time.
6. POD tracking data shall include dual-frequency measurements recorded at 1 Hz or greater rate from a minimum of four GNSS satellites simultaneously for 95% of the POD data collection period.
7. Every other orbit of each RO satellite from which data are provided shall be covered by
POD tracking data at no less than 50% duty cycle with continuous arc length of at least 50 minutes per orbit.
8. POD tracking data shall be from GPS satellites, plus optionally Galileo and/or GLONASS satellites.
9. Navigation solutions calculated onboard the spacecraft shall be provided, including receiver clock offsets and time-tagged Earth-Centered-Earth-Fixed position and velocity.
10. Navigation solution data shall be provided at intervals of 30 seconds or less.
11. Satellite attitude quaternions shall be collected concurrently with all data at intervals of
30 seconds or less.
12. Metadata shall include, at a minimum, for each satellite/instrument configuration:
• Satellite mass, center of mass, external dimensions including any protruding appendages (e.g., solar array wings, antennae), satellite coordinate system geometry, POD antenna reference point vectors relative to the center of mass and corresponding uncertainty estimates, antenna boresight vectors, and antenna fields of view.
• POD antenna phase center offset and phase center variation measurements and corresponding uncertainty estimates, in ANTEX format (https://kb.igs.org/hc/en-us/articles/201096516-IGS-Formats).
III. CONTRACTING OFFICER’S REPRESENTATIVE
In accordance with CAR Clause 1352.201-72, a Contracting Officer's Representative (COR) will be designated at award. The COR may provide technical direction and has the authority to accept delivery. The COR is not authorized to make any commitments or otherwise obligate the Government or authorize any changes which affect the contract price, terms, or conditions of the award. Any Contractor request for changes shall be referred to the Contracting Officer directly or through the COR. No such changes shall be made without the express written prior authorization of the Contracting Officer.
IV. PERFORMANCE SCHEDULE
The Pilot study will be conducted in three phases:

Phase 1: Preparation - 3 months In this initial phase, the Contractor shall supply the necessary technical documentation which may include format specifications, calibration data, and any other information that will be needed to ingest and process the data. Delivery mechanisms and data handling processes will be communicated to the Contractor. A delivery of 24-hours of sample data will be required during this phase and used to test and adjust the delivery and data flow process as needed.
Phase 2: Data Delivery - 6 months In this phase, the Contractor shall supply a series of data deliveries for a period of 6 months meeting the requirements of Section 2. The start and end date/time of this data delivery period will be coordinated with the CO and COR.
Phase 3: Evaluation - 3 months In this final phase, the Contractor will be available for limited reachback engineering/technical support as needed for problem resolution and technical assistance, as the Government evaluates the supplied dataset.
V. SECURITY REQUIREMENTS
The Contractor shall comply with CAR 1352.239-72, section (i). The Contractor may request COR approval of alternate security accreditation methodologies for compliance with section (i) including: information security assessment methodology promulgated by the U.S Federal Government (specifically, National Institute of Standards and Technology (NIST) Special Publication (SP) 800-37 and NIST SP 800- 53), or internationally recognized private industry information technology (IT) security frameworks (such as International Standards Organization (ISO)/International Electrotechnical Commission (IEC) 27033, 27001, 27006 and 27002, or Control Objectives for Information and Related Technology (COBIT)). The Contractor will provide an analysis for alternative methodologies compared to SP 800-53 high impact baseline identifying any gaps. The Contractor shall deliver files to NOAA ingest using either Hypertext Transfer Protocol Secure (HTTPS) (preferred) or Secure File Transfer Protocol (SFTP). The Contractor shall use a data integrity method compliant with the NCCF ICD and approved by
NOAA.
VI. DATA RIGHTS
Per this contract, the Contractor grants NOAA a perpetual, non-exclusive, irrevocable, worldwide license to use, reproduce, and create derived and value-added products with the data, in any manner and for any purpose, and to authorize others to do so on its behalf (including other contractors and recipients of financial assistance awards).
Furthermore, the Contractor shall provide NOAA the right to distribute all data to all U.S.
Government agencies and foreign government or intergovernmental entities, including National Meteorological and Hydrological Services, WMO-designated Regional Specialized Meteorological Centers, members of the Coordination Group for Meteorological Satellites, and other entities responsible for national meteorological, space weather, or hydrological services, immediately after receipt at NOAA, for non-commercial use but not for further distribution.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials , and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

FAR 52.227-14 Rights in Data- General (Alternate II) (May 2014)
(a) Definitions. As used in this clause--
“Computer database” or “database” means a collection of recorded information in a form capable of, and for the purpose of, being stored in, processed, and operated on by a computer.
The term does not include computer software.
“Computer software”—
(1) Means
(i) Computer programs that comprise a series of instructions, rules, routines, or statements, regardless of the media in which recorded, that allow or cause a computer to perform a specific operation or series of operations; and
(ii) Recorded information comprising source code listings, design details, algorithms, processes, flow charts, formulas, and related material that would enable the computer program to be produced, created, or compiled.
(2) Does not include computer databases or computer software documentation.
“Computer software documentation” means owner’s manuals, user’s manuals, installation instructions, operating instructions, and other similar items, regardless of storage medium, that explain the capabilities of the computer software or provide instructions for using the software.
“Data” means recorded information, regardless of form or the media on which it may be recorded. The term includes technical data and computer software. The term does not include information incidental to contract administration, such as financial, administrative, cost or pricing, or management information.
“Form, fit, and function data” means data relating to items, components, or processes that are sufficient to enable physical and functional interchangeability, and data identifying source, size, configuration, mating, and attachment characteristics, functional characteristics, and performance requirements. For computer software it means data identifying source, functional characteristics, and performance requirements but specifically excludes the source code, algorithms, processes, formulas, and flow charts of the software.
“Limited rights” means the rights of the Government in limited rights data as set forth in the Limited Rights Notice of subparagraph (g)(2) if included in this clause.
“Limited rights data” means data, other than computer software, that embody trade secrets or are commercial or financial and confidential or privileged, to the extent that such data pertain to items, components, or processes developed at private expense, including minor modifications.
”Restricted computer software” means computer software developed at private expense and that is a trade secret; is commercial or financial and is confidential or privileged; or is copyrighted computer software, including minor modifications of the computer software.
“Restricted rights,” as used in this clause, means the rights of the Government in restricted computer software, as set forth in a Restricted Rights Notice of paragraph (g) if included in this clause, or as otherwise may be provided in a collateral…
