Cost shall be broken down by cost element for each Contract Line Item Number (CLIN). Offeror shall provide for each element of cost, the basis of estimate, including explanation and rationale sufficient to support a determination of reasonableness.

2. Submit an electronic copy of the cost/price proposal in Microsoft Excel Format with working formulas, rounded to the nearest dollar and formatted to trace cost flow. These electronic file shall include labor categories, labor rates, and number of hours and associated dollars as applicable, including fringe, overhead (OH), general and administrative (G&A), travel, material, other direct costs (ODCs), subcontracts, cost of money, and fee;

b. Discuss the quantity (number of FTE) and type (skill mix) of all proposed job trades and adequately support these estimates with sufficient narrative rationale (e.g. XX FTE were estimated based on… The program managers are required to perform…).

c. If the proposed rates have been conditionally approved for provisional billing purposes, provide a copy of the Government letter granting authority to utilize the submitted rates for provisional billing purposes;

d. 5. Additional Direct Labor Rate Information:

a. The offeror shall provide the basis for the proposed direct labor rates or salaries.

In preparation of your checklist, you may elect to have your prospective subcontractors use the same or similar checklist as appropriate.

b. The most recent rates, dates of negotiation, the base or bases, and periods to which the rates apply must be disclosed and a statement included to identify whether the proposed rates are provisional or fixed. If a Forward Pricing Rate Agreement has been negotiated by a Government agency, state when and by which agency. A copy of the negotiation memorandum and the approved or provisionally approved rates should be provided. If negotiated forecast rates do not exist, offerors must provide sufficient detail to enable the Government to determine that the costs included in the forecast rates are allocable, allowable, and reasonable according to applicable FAR/DFARS provisions. An offeror's disclosure should be sufficient to permit a complete understanding of the content of the rate(s) and how it was established.

c. Identify the base cost(s) to which the proposed indirect rates were applied and explain how the application of such rates resulted in the proposed indirect rate cost. For example, G&A is applied to the sum cost of total labor costs, materials, and ODCs.

7. Subcontracts:

a. If the proposal offers subcontracting possibilities, the contractor shall submit a subcontracting plan. If no subcontracting plan is submitted, the contractor shall provide an explanation as to the origin of its omission and or the inapplicability of this requirement.

d. In requesting proposals from prospective subcontractors, the Contractor shall provide all necessary information for the requirement. The Government will not advise subcontractors as to the requirements for their transactions with the Prime Contractor, nor will the Government respond to direct inquiries from prospective subcontractors concerning clarifications of specifications or solicitation requirements. ALL

SUCH REQUESTS FOR CLARIFICATION MUST BE SUBMITTED TO THE GOVERNMENT

THROUGH THE PRIME CONTRACTOR.

e. The significant subcontractor and/or team member cost proposals referenced in the preceding paragraph shall be included in the Contractor’s required submission to NNSY, Contracts Department, as described in the heading “Submission of Proposals” of Section L. The cost proposals may be submitted to the Prime Contractor directly or to NNSY, Contracts Department, under separate cover, but shall be received no later than the proposals’ due date.

f. If the prime contractor’s estimate is different than the submitted subcontractors estimate for the same effort, the prime contractor shall clearly justify the difference.

g. The Government will NOT permit the "tiering" of profit or fee on any subcontract. The Government will NOT permit any "profit-on-profit" or "fee-on-fee" on any subcontract.
