About this file

This document is a Request for Proposals (RFP) issued by the Oregon Cascades West Council of Governments (OCWCOG) to solicit qualified consultants to assist with the preparation of an EPA Assessment Coalition Grant application for the Linn and Benton region in Oregon. The selected consultant will be responsible for writing the EPA grant application, constructing a comprehensive inventory of properties, and conducting community and stakeholder engagement to identify and prioritize sites for assessment. The grant application is expected to be due around late November 2022, and the term of the contract is up to three months from the date of award, with the possibility of extension if the initial application is unsuccessful.

The RFP outlines the required qualifications for the consultant, including experience in federal grant writing, brownfield projects, and community engagement. Pricing proposals are requested, and the successful consultant will be selected based on the evaluation criteria outlined in the RFP, which includes similar work experience, qualifications, understanding of the work, and cost of services. OCWCOG has a preliminary Integrated Planning Grant award from Business Oregon to fund this project, and the selected consultant will assist in positioning the region for future EPA brownfield assessment and cleanup funding opportunities.

PURPOSE

This Request for Proposal (RFP) is being issued by Oregon Cascades West Council of Governments (OCWCOG). The purpose of this notice is to invite vendors to submit their proposals to write an EPA Assessment Coalition grant for the Linn and Benton Region.

All notices related to this RFP will be posted on Oregon Buys which is accessible at:

ABOUT THE ORGANIZATION

The Oregon Cascades West Council of Governments (OCWCOG) is organized under Oregon Revised Statutes Chapter 190 as a voluntary-created intergovernmental council formed by Benton, Linn, and Lincoln counties. The council was chartered as a Type B Area OCWCOG on Aging in 1982. The purpose of the Council is to be aware of and facilitate communication relating to the region’s physical and social condition, provide staff resources to local governments to assist in programs or activities that are locally beneficial. Operations include services to elderly and/or disabled persons in economic or social need, veterans, loan packaging, and assistance to member cities and counties in economic planning and development. Funding for programs and administration is received under the Federal Older Americans Act, Oregon Project Independence, Social Security Act – Title XIX, federal grants and loans, State of Oregon programs, other local governments, fund raising, community groups and individual donations. Most of its funding is provided by way of contracts to administer specific services. More information is available at OCWCOG’s website, www.ocwcog.org.

SCOPE OF WORK

Introduction:

Through this Request for Proposals (“RFP”), Oregon Cascades West Council of Governments (OCWCOG), is seeking competitive proposals from qualified and experienced individuals or firms (hereafter, “Proposers”) for 1) Writing an EPA Assessment Coalition Grant Application for the Linn and Benton region in Oregon, 2) Construction of a Comprehensive Inventory, and 3) Community and Stakeholder Engagement. OCWCOG expects the Environmental Protection Agency (EPA) to release the requests for applications in September 2022 and the grant applications to be due in November 2022. OCWCOG intends to award up to one (1) Contract to the highest scoring proposer. This RFP outlines the information that must be submitted by the Proposer in order to be considered for selection.

Background:

Oregon Statewide Planning limits urban development to lands within urban growth boundaries. Within those boundaries, many properties have barriers and limitations to http://www.ocwcog.org/ https://www.epa.gov/brownfields/brownfields-assessment-grants https://www.epa.gov/brownfields/brownfields-assessment-grants

RFP Linn Benton-Coalition Page 3 of 33 9.12.2022 development potential because of contamination from previous uses. In the Linn/Benton region we consistently hear about the lack of development ready lots and the challenges this causes in recruiting and retaining businesses due to the lack of viable land. The opportunity with brownfield assessment and mitigation is ultimately to increase the utilization of vacant property already connected to infrastructure and increase the economic vitality of cities in our region.

OCWCOG wants to continue the momentum of two recently completed EPA brownfields grants in the region including a Coalition Assessment (CA) grant managed by OCWCOG in Lincoln County and a CA grant managed by City of Corvallis in Linn and Benton Counties that assessed sites in Philomath, Monroe, Corvallis, and Albany. The previous Linn/Benton CA grant included 10 Phase I assessments, 10 Phase II assessments, and some cleanup/reuse planning. The goal is to apply for new EPA funding to assess sites in rural cities in Linn including Lebanon, Sweet Home, Harrisburg and/or Halsey which were not included in the previous Corvallis CA grant.

Lebanon and Sweet Home both have multiple brownfield sites that need funding for assessment.

The IIJA funding increased the amount of funding for the EPA brownfield program. Now is a fantastic opportunity to continue to work towards brownfield assessment and clean

up. For example, the Champion Mill Brownfield site in Lebanon received funding for a Phase I and Phase II assessment. However, it is anticipated that additional Phase II assessment work will be required. The CA grant would provide funding for additional Phase II work, Analysis of Brownfield Cleanup Alternatives, and re-use planning. This would position the site for clean-up and redevelopment. The City of Lebanon hopes that the site will be a mixed-use hub that is a regional destination. In addition, there are many other brownfield sites in the region that still need additional assessment before redevelopment can move forward. The funding from the Integrated Planning Grant allows OCWCOG to find a qualified environmental consultant to write the EPA CA grant.

Brownfield assessment and clean up can increase the number of development ready lots in the region. Leveraging EPA brownfield dollars will lead to economic development and housing development opportunities in the region.

Ultimately the number of non-lead coalition members will need to be narrowed to four as required by the EPA CA grant. OCWCOG will use the community engagement process led by a consultant to narrow the number of cities. The expanded region in a new EPA CA grant will catalyze progress on redeveloping vacant land within the urban growth boundaries in the Cascades West region and increase economic opportunity in rural areas. To prepare for a new EPA CA grant OCWCOG obtained funding from Business Oregon (pending final approval) and is seeking a qualified consultant to assist with a grant application.

Consultant would be asked to perform the tasks outlined below.

RFP Linn Benton-Coalition Page 4 of 33 9.12.2022

Scope of Services

This RFP is to solicit for a qualified consultant who is expected to provide a wide range of potential grant and planning services to the OCWCOG. The scope of work to be performed by the successful consultant at a minimum is expected to include:

• Assisting OCWCOG with the preparation of applications for U.S. EPA Assessment Coalition Grant for the Linn and Benton Region. Deadline has not been announced but is expected to be around late November 2022 ($15,000)

• Construction of a comprehensive inventory of properties and development of criteria and system that will assist with ranking sites according to regional priorities and planning needs. The comprehensive inventory will use existing inventory information available from the Corvallis Community Wide Assessment and other available data. ($5,000).

• Community member and stakeholder engagement to assist with identifying and prioritizing inventoried sites. This engagement will help OCWCOG narrow the non-lead Coalition members to four as required by the CA grant. ($5,000).

• Reviewing past environmental reports and site documents.

• Attending meetings as required.

• If requested, providing assistance with revision and re-submittal of application(s) as part of future competitions, if the initial application is unsuccessful.

It is anticipated that the term of the contract and completion of the scope will be three

(3) months from the date of contract award. It is anticipated that OCWCOG may wish to engage Consultant for consulting services for extended or additional terms.

If awarded an EPA Assessment Coalition Grant OCWCOG will develop another RFP for a Qualified Environmental Professional (QEP) to manage the EPA Assessment Coalition Grant. In your proposal indicate how you see the QEP relationship working.
