About this file
The Gloucester Housing Authority (GHA) has issued a Request for Proposals (RFP) for Legal Services, seeking a Legal Services Professional (LSP) to provide legal representation and counsel for its non-state funded operations. The contract will run for three years, from October 14, 2025, to October 14, 2028, or until the maximum funding level of $100,000 is exhausted, whichever occurs sooner. Proposals are due by 2:00 p.m. on Monday, September 22, 2025, and must be submitted to the GHA either by sealed envelope or email. The selected LSP will provide legal services for various housing programs, including State-Aided Chapter 200, 667, and 689 Housing, Federal Public Low-rent Housing, Section 8 Housing Choice Voucher Program, and multiple other housing and community development initiatives.
The LSP will be compensated on a "labor-hour" basis with reimbursable expenses, with a maximum funding level of $100,000. The selected professional must be a licensed Massachusetts Attorney with at least 5 years of active practice, experience with housing authorities, and the ability to provide back-up coverage. The contract requires comprehensive insurance coverage, including General Liability, Automobile Liability, and Workers' Compensation. The GHA will evaluate proposals based on criteria such as legal consultation abilities, extensiveness of experience in Massachusetts landlord-tenant law, HUD and affordable housing regulations, fair housing laws, labor and employment regulations, and the reasonableness of proposed costs. The selection will be made to the respondent whose proposal is most advantageous to the GHA, considering both price and qualitative factors.
