The project has a comprehensive technical scope requiring vendor compliance with specific equipment, power, and installation standards. The total project is anticipated to be completed within 24 months from the Notice to Proceed, with potential penalties for project delays ranging from $1,200 to $3,000 per day depending on the length of delay. The RFP emphasizes technical requirements including tower structural analysis, equipment shelters, generators, electrical systems, and network integration. Vendors must provide a one-year comprehensive warranty on infrastructure equipment and a minimum five-year warranty on workmanship. The evaluation will consider vendor qualifications (30 points), cost proposal (25 points), equipment installation (25 points), project approach (10 points), and warranty (10 points), with a preference for vendors demonstrating extensive experience in public safety communications infrastructure.

APPENDIX C

Section 1.0: Scope of Services

1.1 Introduction

The intent of this RFP is to provide three new tower sites which shall include new equipment shelters, new generators, and the refurbishing of an existing tower site to include a new shelter and new generator.

The Vendor shall be responsible for conducting tower and foundation structural analysis for the proposed towers. Vendors are required to propose a comprehensive set of equipment and services that satisfy this RFP’s minimum requirements and are encouraged to describe specific areas within their proposal solutions that materially exceed these minimum objectives and meets the requirement of the Michigan’s Public Safety Communications System (MPSCS).

It shall be the responsibility of the Contractor to install industry-accepted standard electrical grounding systems. All proposed grounding shall meet all requirements as specified by the Michigan’s Public Safety Communications System (MPSCS) grounding specifications, which are based on Motorola’s 68P81089E50-Standards _and_ Guidelines for Communication Sites R56.

The delivery and installation of equipment shelters, security systems, standby and emergency power systems, towers, electrical grounding systems, cable attachment hardware, transmission line shields, tower-to-building cable tray hardware, fencing and secured access gates and all necessary permitting is part of this project and must be furnished by the Contractor.

1.2 Background Information

Livingston County, Michigan covers an area of 585 square miles (565 square miles is land and 20 square miles is water) with a population of 193,866 as of the 2020 census and a population density of 320 persons per square mile. The county seat and most populous city is Howell.

This Specification encompasses a turnkey project to provide the County with a new 700/800 MHz digital simulcast trunked radio network capable of meeting current and future communications needs, both reliably and functionally. The County is currently utilizing one 800 MHz tower and a VHF system for fire department toning.

A key desire and critically important aspect of this communications network procurement involves redundancy, infrastructure reliability and hardening in response to heightened terrorism activities worldwide, and to regional natural and environmental hazards such as tornadoes and ice storms. The RFP encompasses all Public Safety agencies (Police/Sheriff, Fire, EMS and Emergency Management in Livingston County within the following jurisdictions:

• Brighton Township

• City of Brighton

• City of Howell

• Cohoctah Township

• Conway Township

• Deerfield Township

• Genoa Township

• Green Oak Charter Township

• Hamburg Township

• Handy Township

• Hartland Township

• Howell Township

• Iosco Township

• Marion Township

• Oceola Township

• Putnam Township

• Tyrone Township

• Unadilla Township

• Village of Fowlerville

• Village of Pinckney

The County recognizes the most important aspect of any public safety radio network is coverage reliability coupled with clearly understood audio quality delivered to users throughout their working environments. The County appreciates the need for Vendors to have adequate flexibility in these specifications such that proposed solutions can be technically optimized to meet user desires and coverage expectations. Accordingly, this RFP Speculation does not define specific 700/800 MHz antenna configuration but does give the number of tower sites believed to achieve the desired coverage performance. The Specification indicates locations where tower sites can potentially be made available if those site locations are appropriate in the Vendor’s discretion to achieve the required coverage and reliability objectives. These specifications are designed to functionally describe user expectations, reliability and the County’s requirement for MPSCS infrastructure and user equipment compliance.

It is required that interoperability between the County’s first responders and other adjacent municipal, county, and state jurisdictions is addressed by these Specifications. The County must be able to continue to communicate with those agencies they interoperate with today while strengthening our ability to communicate with out of county agencies. Radio solutions described in response to this RFP Specification must be compatible and interoperable with these existing infrastructures via technology that is fully compatible with APCO P25 interoperable switch interface standards (ISSI).
