Colorado Department of Human Services RFP IHFA 2027000022 Contracted PRTF High Acuity Beds September 18, 2026

The purpose of this addendum #2 is to include a finalized Q&A document.

Vendor Questions and Answers:

1. We noted that this RFP is for PRTF only. Will there be a separate RFP for QRTP? We currently have contracted beds at both levels of care?

a. This request is open to providers who can offer PRTF services. If a provider has additional services to offer within this proposal, to include QRTP beds, the vendor should describe those services within their proposal for consideration by the Department as an inclusion in any resultant contract.

2. Is this RFP open to providers who are not current vendors in the state? We are a non-profit based in Minnesota that operates a few PRTFs across the country and would be interested in submitting for this RFP.

a. This RFP is open to any potential vendor who can provide PRTF services in full accordance with required licensing and designation requirements on January 1, 2027.

3. Are there start-up costs associated with the acquisition and potential renovation of a building as well as the administrative and staffing costs during that period?

a. The reimbursement model for this project is a daily bed rate. Full operational costs for the initial term of January 1, 2027 - June 30, 2027 must be included in the proposed daily rate per bed.

4. Must the Colorado PRTF license be in place at the time of proposal submission, or may an out-of-state provider submit while actively pursuing licensure? If permitted to apply, would the license and facility need to be approved before contract award, or only before the January 1, 2027 anticipated start date? Is an organization currently licensed and operating in another state eligible to submit a proposal under these circumstances?

a. Eligible vendors must hold a PRTF license on or by January 1, 2027.

5. Will CDHS provide licensing coordination or technical assistance for new Colorado PRTF capacity? What is the anticipated award date, and may services begin after January 1, 2027 if licensing or enrollment remains pending?

a. Coordination and technical assistance for licensure is provided by the Provider Services Unit within the Division of Child Welfare, Office of Children, Aging, and Community Services, in CDHS. This coordination and assistance is not provided as part of an award per this RFP and prospective vendors are responsible for connecting with the Provider Services Unit.

6. Must Health First Colorado enrollment be active at proposal, award, contract execution, or service start? If enrollment depends on PRTF licensure, what proposal-stage documentation will demonstrate agencys ability to enroll?

a. Enrollment must be active at service start. A prospective vendor must provide a detailed plan to include timeframes for enrollment.

7. When Medicaid denies or terminates authorization, will CDHS pay the Medicaid-equivalent amount in addition to the incentive rate? How are hospital leave, therapeutic leave, temporary vacancy, and bed-hold days paid?

a. Contracted vendors will be allotted a projected number of non-covered bed days within the contract encumbrance. When authorization is denied or terminated, the vendor and the Department will work with the placing authority to discharge the client to an appropriate setting. Coverage for any leave or uncovered bed days will be agreed upon with the Department program administrator up to the allotted bed days.

8. Must the responding entity already hold a Colorado PRTF license on October 1, or may licensure be completed before contract execution or service commencement?

a. Licensure must be in place by service start on January 1, 2027.

9. What lawful clinical, medical, physical-plant, age, gender, or license-based exclusions remain permissible under the no-denial/no-discharge requirement?

a. Vendors will negotiate eligibility requirements with the Department program administrator to include the listed exclusions prior to contract execution.

10. Must facility-school approval be active at proposal, award, contract execution, or service start? May education be provided through a local school district while approval is pending, and what proposal-stage evidence is required?

a. Any facility school approval provided as part of a proposal must be active upon service start on January 1, 2027. If a vendor is proposing a non-facility school educational option for clients, the vendor must demonstrate how the program will ensure that admitted clients will be guaranteed a free and appropriate education while in placement to include how the agency will coordinate with local educational partners to serve clients who meet PRTF criteria. The Department will consider what educational options proposed by vendors are most feasible and most advantageous to the Department in determining awards.

11. We noted that this RFP is for PRTF only. Will there be a separate RFP for QRTP?

a. This RFP is for providers of PRTF services; a provider wishing to also provide QRTP placements as part of their service array should describe these services within their proposal for consideration of inclusion within a prospective contract. No additional QRTP RFPs are projected at this time.

12. Section E, 2, iv (sample monthly invoice). Is this for the CDHS portion only, or do you want sample billing details for RAEs, Counties, etc.?

a. Prospective vendors should provide a sample invoice that will be sent to CDHS which demonstrates any priority funding such as Medicaid and demonstrates the incentive billing to the Department.

13. Our organization is finalizing a license for an additional 14 bed PRTF facility that will be operational before January 2027. Should we include this facility as part of our RFP since it will be active in 2027?

a. If the vendor would like this facility to be included in any respondent contract and the facility will be ready for service start on January 1, 2027, this should be included in the proposal.

14. Must the provider be enrolled/certified as a Colorado Health First Medicaid provider at the time of proposal submission, or may Medicaid enrollment/certification be obtained after award and prior to the commencement of program operations?

a. Enrollment must be active at service start. A prospective vendor must provide a detailed plan to include timeframes for enrollment.

15. Can the provider obtain Colorado Department of Education approval to operate an approved facility school after the PRTF facility has been licensed and approved, or must the facility school approval already be in place at the time of proposal submission?

The remainder of the RFP is unchanged.
