About this file

This is Amendment 1 to RFP IH-26-005 issued by the Alaska Department of Fish and Game, Division of Administrative Services, for the Lower Bonnie Lake Boat Launch Facility Renovation project. The amendment extends the proposal submission deadline from March 7, 2026, to March 9, 2026, at 2:00 PM Alaska Standard Time. Proposals must be submitted via email to dfg.contracting@alaska.gov or by mail. The project encompasses engineering services for a two-phase renovation of a boat launch facility located approximately 43 miles east of Palmer near Chickaloon, including site surveys, concept design, final design, and construction oversight. Specific improvements include replacement of a deteriorating floating dock with an Elevated Light Penetrating (ELP) platform, upgrade of an existing pit toilet to a CXT vault latrine, and improvement of a narrow 2-mile gravel access road. The contract term begins on the signature date and concludes September 30, 2026, with Phase I services required to be completed by this deadline. Site visits are available upon coordination with Tim Blackmon at dfg.dsf.R2access@alaska.gov.

The estimated contract amount ranges between $250,000 and $500,000, with Phase I proposed as Firm Fixed Price compensation and Phase II terms to be negotiated upon completion of initial deliverables. Price is not an evaluation criterion for this procurement. The project is federally funded through the Federal-aid highway program and is subject to the Department's Race-Neutral Disadvantaged Business Enterprise program with no specific DBE goal established. Alaska Bidder Preference does not apply due to federal funding restrictions. Contractors must maintain current Alaska Business Licenses and comply with all applicable Alaska professional licensing and registration requirements. All materials must conform to the Build America, Buy America Act, with ELP aluminum meeting alloy 6061-T6 specifications and welding conforming to American Welding Society D.1.2 standards. The Procurement Officer is Eric Verrelli, contactable at (907) 465-6178 or eric.verrelli@alaska.gov.
