About this file

This document is an Addendum to a Request for Proposal (RFP) issued by the California Department of Developmental Services (DDS) for a Language and Communication Assessment Tool and Assessor Training. The RFP is focused on developing an assessment tool designed to identify communication skills, particularly American Sign Language (ASL), used by individuals who are deaf or hard of hearing. The tool is intended to be used with adult populations. The addendum provides responses to questions, adds a requirement for proposers to demonstrate how they will target assessors with intermediate-plus sign language fluency, and updates the key action dates. The proposal is due on August 26, 2024, by 3:00 PM PT, and the agreement start date is November 1, 2024. The RFP indicates that the project is intended to be completed within a one-year timeframe, with no plans for subsequent validity and reliability assessments or tool modifications.

Language and Communication Assessment Tool and Assessor Training

Addendum 2

August 13, 2024

This addendum posts responses to questions, adds to Section 2—Experience, Expertise, and Staffing, and replaces Article Vl. Key Action Dates.

Questions and Responses:

1. There is a heavy emphasis on ASL, which is great, however I am wondering if the intent goes beyond the hearing impaired/deaf community and includes individuals with developmental disorders who use other forms of AAC?

Response: This tool is focused on individuals who are deaf or hard of hearing.

2. Are tools expected to work across the lifespan (e.g., birth through older adults) or can they focus on an age group (e.g., birth to school age, children and adolescents, or adults)?

Response: No, this tool is to focus on adults.

3. Given the large scope of the project, and the comment that there may be an option to renew for 1 year, can the proposed timeline extend for two years to accomplish all of the required activities OR can a 1-year proposal focus on a portion of the requirements for the first year (e.g., development of the tool without having the digital delivery established until a later year)?

Response: Our priorities are to finish this project within a one-year time frame.

4. Is there a plan in subsequent years to assess the validity and reliability of the tool that is developed, and then modify the tool, if needed, based on the data obtained?

Response: No.

*The Proposal Review time frame may be lengthened if TACPA Preference is requested.
