About this file
This is a Request for Proposal (RFP) from Contra Costa County, California, seeking proposals for web content and PDF document remediation to achieve Americans with Disabilities Act (ADA) compliance. The County is soliciting experienced vendors to remediate approximately 400,000 PDF pages across 10 public-facing websites, with documents ranging from one to hundreds of pages long. The RFP was released on August 7, 2025, with proposals due on August 29, 2025, by 3:00 PM PDT. The initial contract term is three years, with two optional one-year renewals, for a total potential contract duration of five years. Vendors must provide remediation services that meet Web Content Accessibility Guidelines (WCAG) 2.1 Level AA and Section 508 standards.
The RFP outlines a tiered pricing structure based on document complexity (Basic, Intermediate, Advanced, and Complex), with vendors responsible for assessing and determining each document's complexity level. Pricing will be based on fully remediated documents, not individual pages, and must include third-party certification of PDF accessibility. The County requires vendors to provide detailed project management approaches, document intake and prioritization strategies, remediation techniques, and compliance verification processes. Evaluation criteria include company qualifications, project understanding, personnel experience, technical approach, cost, and client references. The County reserves the right to award the contract to one or multiple bidders and is seeking a vendor that can demonstrate accessibility best practices, strong project management, and clear accountability structures.

Section I: Introduction
A. Purpose The County is seeking proposals from competent and experienced companies to provide web content accessibility guidelines as further described in detail under Section IV, Scope of Work (SOW).
B. Background A recent rule from the Department of Justice (DOJ) requires state and local governments to ensure their web content and mobile applications comply with the Americans with Disability Act (ADA), specifically the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA, Section 508, and ADA standards. The County has 10 websites with 17,000+ PDF documents that range in size from one page to hundreds of pages long that must be remediated in a structured and manageable way to meet WCAG compliance standards. The county acknowledges that many PDFs have certain pages which have significantly different requirements and may be significantly more difficult to remediate. Vendors are invited to propose how they would approach the following needs and challenges. The County is especially interested in responses that demonstrate an understanding of accessibility best practices, strong project management, and clear accountability structures.
C. Period of Agreement The initial term of any agreement awarded because of this RFP will be for three (3) years with two (2) one-year optional annual renewals upon the mutual agreement of the contractor and the County for a total term not to exceed five (5) years. Should the Contract expire, service shall continue a month-to-month basis until a new Agreement has been executed or either party terminates upon thirty (30) days written advance notice.

M. Non-Collusion By submitting a signed proposal, Offeror certifies that there has been no collusion with any other Offeror. Reasonable grounds for believing Offeror has an interest in more than one proposal will result in rejection of all proposals in which the Offeror has an interest. Any party to collusion may not be considered in future proposals for the same or similar work. See Exhibit D attached.
Section IV: Scope of Work
The County is committed to ensuring accessibility and is required to demonstrate continuous progress, improvement, and remediation of its digital content. To meet these obligations, the County is seeking qualified vendors to support a phased approach that may extend over several years for the remediation of all PDF documents on the public facing websites.
This is a multi-year blanket award covering approximately 400,000 PDF pages. The contract is a general service agreement for each county department (the parties with authority and responsible to achieve ADA compliance of PDFs) to work with the vendor directly to determine the prioritization of documents and approve funding of remediation at the vendor proposed pricing. Although each department will determine its own path over time, we expect the selected vendor to begin with the easier tasks and gradually progress to more complex ones in a process of continuous improvement. Evaluation of the RFP responses will be based on the vendor’s experience, demonstrated success in PDF remediation, and overall cost effectiveness.

A. Document Remediation Pricing Tiers:
a. The county requires fully remediated documents not individual pages of a total PDF
b. For all PDFs remediated, a third-party certification listing to be provided of the PDF’s accessibility success
c. PDFs will be grouped by department of ownership as provided by the county and need to be returned as remediated in the same groupings
d. Vendors will be required to return the remediated PDFs in similar groupings and invoice based on the number of pages remediated within each group
e. Any PDF that is not remediated with a brief understanding of why for development of future phases
f. Remediation needs to be valid to support digital accessibly, not to trick external systems to think it's remediated when it is not
· e.g. Alt-text remediation to be reasonably accurate to the displayed image
B. Document Remediation Pricing Tiers:
To ensure that pricing accurately reflects the level of effort required, we are requesting that vendors provide tiered pricing based on the following complexity levels:
1. Basic
2. Intermediate
3. Advanced
4. Complex
The selected vendor will be responsible for assessing and determining the complexity level of each document to be remediated within the department of responsibility.
C. Vendor Approach:
1. Project Management and Coordination:
a) How would your firm assign and utilize a Project Manager to coordinate engagement involving up to 400,000 pages of document management and remediation services?
b) What tools, frameworks, or methodologies would you use to ensure effective project tracking, timely deliverables, and ongoing transparency with County stakeholders?
c) How would you structure governance and reporting to promote clear communication, issue resolution, and accountability throughout the project lifecycle?
2. PDF Document Management:
a) Given that the County will identify high-priority PDFs and provide download links, how would your team handle document intake, prioritization, and segmentation into tiers (e.g., P1 – low complexity, and P2 – remaining PDFs)?
b) What is your approach to conducting pre-remediation assessments using a PDF accessibility checker tool (e.g PDF Accessibility Checker (PAC) 2021 or any other tool)?
c) How would you report results of pre-remediation assessments to the County for up to 400,000 PDF pages?
d) How would you handle documents that may be considered too complex or non-remediable within a fixed-price structure?
3. Remediation:
a) How would you approach the remediation of PDFs to meet WCAG 2.1 AA standards?
b) What techniques, tools, and quality assurance methods would you employ to ensure high-quality and consistent results?
c) How would you manage large-scale remediation tasks while adapting to varying levels of document complexity?
4. Compliance Verification and Reporting:
a) What is your process for post-remediation compliance testing and validation?
b) How would you structure and deliver final reporting packages, including compliance documentation, summaries of results, and recommendations for future accessibility improvements?
c) What form of form of third-party certification or attestation for remediated documents will be provided?
D. Remediation Standards and Tier Definitions:
The four tiers—Basic, Intermediate, Advanced, and Complex—are defined by the structure, source, and technical challenges of the document. While effort and complexity vary, the expected outcome is the same across all tiers: a fully accessible document that complies with PDF/UA and WCAG 2.1 Level AA standards.
1. Expected Outcome for All Tiers:
All remediated PDFs must:
· Conform to WCAG 2.1 Level AA and PDF/UA standards
· Include correct document title and language metadata
· Use appropriate heading structure and logical reading order
· Provide accurate alt text or summaries for all meaningful visual content (e.g., images, charts, tables)
· Non-informative or decorative images must be marked as decorative
· Use descriptive text for all hyperlinks and confirm link accessibility
· Use consistent font sizes and meet sufficient color contrast requirements
· Include properly tagged interactive elements (e.g., forms, bookmarks, media)
· Include the PDF/UA Compliance indicator
· Be accessible to screen readers and keyboard-only users
