Section I: Introduction
A. Purpose The Contra Costa County Public Works Department (County) is soliciting proposals from qualified vendors to provide Landscape Maintenance Services in two (2) locations in County Service Area M-17 (CSA M-17) in West Contra Costa County: 1) Montarabay Community Center and Ballfield Complex and 2) Montalvin Park. The purpose of the project is to maintain landscape features at two (2) community parks as further described in this RFP under Section VI, Scope of Work.
B. Background Contra Costa County (County) was founded in 1850 and is located in the north portion of the East Bay region, with its 19 cities and unincorporated areas. Most of the county’s population is located along the urban corridors of state highways 4 and 24 and interstates 80 and 680. The County is comprised of 716 square miles of land and 88 square miles of waterway with a population of 1,049,025. The County also owns, operates, and maintains bridges, dams, 660 miles of road, and 150 miles of streams, channels and other drainage facilities as well as maintains 93 County buildings. The Public Works Department is one of the largest departments in the County with nineteen (19) divisions. For more information on the County of Contra Costa, visit our website at: http://www.contracosta.ca.gov/.
The County’s Public Works Department operates and maintains a variety of parks throughout the county in addition to more than 1,200 miles of hiking trails within dozens of parks spread across the county. CSA M-17 has two (2) parks and one (1) related facility in unincorporated San Pablo that provides recreational services for the local community.
The Montarabay Community Center and Ballfield Complex is located at 2250 Tara Hills Drive in San Pablo. The rentable community center, situated on San Pablo Bay, is a popular site for weddings, anniversaries, bridal/baby showers, and other community events. The ballfield, constructed in 1991, is used by local youth and adult baseball/softball leagues.
Montalvin Park is located on Denise Drive at the northern end of the Montalvin Manor subdivision in San Pablo. The 7-acre park features a large open field, tennis and basketball courts, picnic tables, playground structures and panoramic views of San Pablo Bay, making it a popular destination for informal soccer games and family picnics.
The County has an existing landscape maintenance contract that is set to expire on September 30, 2025, and is seeking to retain an experienced and competent vendor to provide landscape maintenance services. Interested and qualified parties who have demonstrated their ability to provide the services outlined in this RFP are invited to submit a proposal, provided they meet the minimum requirements specified in [Section III, Requirements and Qualifications, of this RFP.]
C. Period of Agreement The initial term of any agreement awarded as a result of this RFP will be for three (3) years with two (2) one-year optional annual renewals upon the mutual agreement of the contractor and the County.
