Upon request of the firm, the MPC shall ascertain the facts and extent of such failure, and, if the MPC determines that any failure to perform was occasioned by anyone or more of the excusable causes, and that, but for the excusable cause, the firm’s progress and performance would have met the terms of the contract, the delivery schedule may be revised accordingly.
R. TIME FOR CONSIDERATION:
Due to the evaluation process, proposals must remain in effect for at least ninety (90) days after date of receipt.

REQUEST FOR PROPOSALS PROJECT SCOPE
Ferguson Avenue Study
RFP NO. 2026-01
PI# 0021573
Background and Purpose
Ferguson Avenue, from Diamond Causeway to Skidaway Road, is an approximately 2.3-mile corridor that functions as a neighborhood-serving minor arterial connecting residential communities, schools, and commercial destinations within Chatham County. The corridor has experienced increasing safety concerns, particularly involving pedestrians, including a history of pedestrian-involved crashes and recent fatalities. Existing roadway characteristics, such as vehicle speeds, limited crossing opportunities, drainage issues, and gaps in pedestrian infrastructure, do not fully reflect the corridor’s residential context. The corridor also accommodates local freight and delivery activity while accompanying a significant tree canopy.
Ferguson Avenue has not previously been evaluated through a comprehensive, corridor-wide study.
The corridor has been identified through local and regional safety efforts as a high-priority area for improvements, particularly related to pedestrian safety and multimodal accessibility. Several planning efforts have noted the corridor such as in the Mobility 2045 Metropolitan Transportation Plan (MTP) and Safe Streets and Roads for All (SS4A). They provided context for freight movement, safety, and future growth. However, these efforts do not provide a single focused evaluation of the Ferguson Avenue corridor between Diamond Causeway and Skidaway Road.
Given these conditions, a comprehensive corridor study is needed to evaluate the capacity, safety, and multimodal operations of Ferguson Avenue. This study will build upon prior regional plans and available data to develop a corridor-specific understanding of safety, operations, freight activity, and multimodal needs. The study will establish a data-driven framework to address existing deficiencies, enhance safety for all users, and guide future planning and programming efforts, including incorporation of recommended improvements into the CORE MPO’s Metropolitan Transportation Plan (MTP) and Transportation Improvement Program (TIP).
Previous Work
This is a new project.
Study Goals
The goal of this study is to determine the feasibility of incorporating pedestrian and bicycle facilities along Ferguson Avenue while maintaining safe and efficient roadway operations. This will be achieved through the valuation of traffic volumes, crash history, roadway characteristics, land use, freight activity, drainage conditions, and multimodal needs. Emphasis will be placed on access management and design to identify improvements for pedestrian safety, strengthen multimodal connectivity, address existing drainage issues, and preserve the existing tree canopy while minimizing conflicts with existing utilities. The study will produce a phased implementation strategy with planning-level cost estimates to support decision-making and facilitate inclusion of recommended improvements in the CORE MPO’s Metropolitan Transportation Plan (MTP) and Transportation Improvement Program (TIP).
Tasks and Deliverables
The work shall be broken into two phases, Project Management and Study Development.
Task 1. Project Management and Coordination
This section briefly describes the general management approach and project coordination for the study.
Project Management Plan - A Project Management Plan (PMP) needs to be prepared at the start of the project to identify work organization, program, outreach plan, responsibilities, coordination and communication procedures, team meetings, document format, report format, technical memorandum schedules, graphic production standards, and other important operational information pertaining to the team activities.
Project Schedule - The Consultant Team needs to develop a detailed project schedule which will be used to manage and disseminate project progress within the team and to CORE MPO and Chatham County. Activities, ongoing or completed, during the reporting period;
Activities planned for the following quarter;
Problems encountered and actions to remedy them; and Overall status, including a tabulation of percent complete by task, management schedule showing study progress, and supporting documentation.
The Consultant Team is expected to provide quarterly invoices to the CORE MPO and Chatham County Project Managers for work completed in the prior quarter no later than the 10th day after each quarter ends. As a part of the invoice, the Consultant Team shall provide the monthly progress reports to the Project Managers.
Project Meetings and Coordination - The PMP needs to outline the timing of meetings with the CORE MPO and Chatham County Project Managers. The Consultant Team will produce the support material needed for the meetings, as well as taking all meeting notes, summarizing the discussions, and outlining decisions and action items.
Technical Coordinating Committee (TCC) - the Consultant Team will develop the Ferguson Avenue Study under the guidance of and in coordination with CORE MPO’s TCC.
Outreach Efforts – in addition to coordination with TCC, the Consultant Team will need to perform extensive outreach to the various stakeholders including the Chatham County Board of Commissioners and the CORE MPO Board as outlined in a Public Outreach Plan.
Project Coordination – the PMP needs to outline the coordination work expected with other ongoing studies and projects.
Deliverables
Project Management Plan - Following an initial meeting between Chatham County, CORE MPO, and GDOT, the Consultant Team shall produce a Project Management Plan (PMP) and submit it to Chatham County and CORE MPO for review and approval within thirty (30) days of the Notice to Proceed. The PMP shall detail the personnel organization, project scope, project schedule with deliverable deadlines, project fee breakdown, quality control and assurance plan, and project controls.
Public Outreach Plan - Following an initial meeting between Chatham County, CORE MPO, and GDOT, the Consultant Team shall produce a Public Outreach Plan and submit it to Chatham County and CORE MPO for review and approval within thirty (30) days of the Notice to Proceed.
