About this file
This is a Request for Proposals (RFP) issued by the Maryland Historical Trust (MHT), operating within the Maryland Department of Planning, seeking a qualified consultant or consultant team to conduct archaeological research and excavation services. The project involves Phase I archaeological investigations at two Revolutionary War encampment sites—one in Cecil County and one in Harford County, Maryland—funded by a National Park Service FFY23 American Battlefield Protection Program Grant. The scope of work includes conducting ground truthing with a minimum of ten one-meter by one-meter test units across both sites, preparing two Maryland Inventory of Historic Properties (MIHP) Archaeology Forms, conducting post-field laboratory work including artifact washing, labeling, and cataloguing, drafting a comprehensive technical report addressing both sites, conducting one public program with stakeholders, and preparing periodic reports to meet NPS requirements. The contract shall commence upon finalization and must be completed no later than May 3, 2027. All proposals, including separate technical and financial proposals submitted via email, must be received by 5:00 PM on April 1, 2026. All questions related to the RFP must be submitted by 5:00 PM on March 18, 2026. Discussions with responsive offerors and requests for best and final offers may occur at MHT's discretion prior to award.
The RFP is structured as a firm fixed-price contract evaluated primarily on technical merit, with the technical proposal weighted more heavily than the financial proposal. Evaluation criteria include offeror qualifications, expertise demonstrated on comparable projects, proposed work program, proposed project schedule, and references. The Project Lead or Principal Consultant must meet the Secretary of the Interior's Professional Qualification Standards in archeology, requiring a graduate degree in archeology, anthropology, or a closely related field plus at least one year of full-time professional experience, four months of supervised field and analytic experience in North American archeology, and demonstrated ability to carry research to completion. Offerors must demonstrate experience in Maryland history and archaeology, documentation of historic and cultural resources, and preparation of archaeological survey forms. Volunteers are anticipated to comprise at least 25 percent of the field technician labor pool and must be supervised by the Principal Investigator or another qualified archaeologist. The State of Maryland is not responsible for proposal preparation costs, and all project deliverables become the exclusive property of MHT upon completion. This is a Category II Small Procurement as defined in COMAR 21.05.07.04, with no MBE/WBE/VSBE goals established. Registration and good standing with the State Department of Assessments and Taxation is required prior to contract award.
