About this file

This is a Request for Proposals (RFP) issued by the Confederated Tribes of Siletz Indians (CTSI) for Architectural and Engineering (A/E) Services to design the expansion and redesign of a mechanical room in their administrative building located at 197 SE Swan Ave, Siletz, Oregon 97380. The project involves expanding the mechanical room to accommodate large broadband equipment, potentially redesigning up to one-third of the existing building by expanding either into the small kitchen to the south or office spaces to the west. The scope of work includes complete construction drawings (civil, structural, architectural, mechanical, electrical, and plumbing), construction documents, bid documents, specification books, design surveying, and compliance with Lincoln County and applicable building and fire codes. The A/E firm must submit two design options and deliver a conceptual design report with site plans, floor plans, elevations, construction materials, and outline specifications for review and approval by CTSI Public Works Department and Tribal Council, followed by final construction documents suitable for bidding. Proposals are due by June 29, 2025 at 4:00 PM Pacific Time, submitted to Syd Somes, Public Works Director at the address or email provided. The contract will begin upon award and signature, with the completion date to be clearly defined in the successful bidder's proposal.

The fee structure is a stipulated sum (firm fixed price) amount, evaluated as part of the selection criteria. Minimum qualifications include proven experience as a licensed architectural and/or engineering service provider in Oregon within the last three years, ability to complete the project timely, and professional liability insurance with a minimum limit of $1,000,000 per claim. Proposals are evaluated on three criteria totaling 100 points: Experience and Capability (40 points), Indian Preference (20 points with preference given to Indian-owned companies with 51% or greater Indian ownership), and Fees (40 points). CTSI retains the right to cancel the RFP or reject any or all proposals and may negotiate with the highest-ranked proposal before final award. All costs incurred by submitters in preparing proposals are borne solely by the submitter. The project does not require geotechnical investigation, and a standard American Institute of Architects agreement will govern the contract relationship.
