SUBJECT: Letter Request for Proposal SPRRA2-23-R-0071 for a Quantity of 58 units for Legacy Batteries
Saft America Inc.
Space and Defense Division Cockeysville, MD 21030
The Defense Logistics Agency (DLA) is officially notifying Saft of its Request For Proposal (RFP) for 58 units of the Legacy Battery, NSN 6130-01-556-1201; part Number 3167564-3 to be shipped to Crane, Indiana.
Proposal due date is 29 June 2023 by 4:00pm, but, early as possible will be accepted. Proposal will need to remain valid for 90 days of the proposal date. From this proposal, a new contract will be created as a result of the price evaluation.

A. Instructions:
1. This RFP is not an authorization to start work.
2. Please ensure that you read the entire RFP, including all of the enclosures if provided, prior to submitting your proposal. Your proposal shall be in full compliance with the instructions of this
RFP.
3. Your proposal shall remain valid for a minimum of ninety (90).
4. Proposals shall be submitted by email to all of the government contacts listed above before the closing date and time cited above.
B. Proposal Content/Cost/Price Supporting Documentation.
1. The Government contemplates Firm-Fixed-Pricing for this NSN.
2. The Contractor shall submit their pricing and proposed delivery for this NSN.
a. No assumptions, terms, conditions, caveats, or exceptions submitted within your proposal, in response to this RFP, will be accepted or incorporated into the basic contract. All assumptions shall be addressed and/or resolved with the question-and-answer period.
C. Proposal Evaluation. DLA Huntsville shall use a Best Value analysis of the submitted proposal.
1. Price. Price shall be evaluated for Fair and Reasonableness. Cost and Price analysis techniques may be used to further validate price reasonableness. If price reasonableness cannot be determined using price mailto:michael.1.romine.@dla.mil analysis of Government obtained information, additional information in accordance with FAR 15.4 may be required to support the proposed price.
