Proceed" criteria for cable stressing and allowable variance parameters for tendon elongations.

● Stormwater Pollution Control Plan (SWPCP) & Permitting: The Consultant shall develop a comprehensive

SWPCP and detailed Erosion and Sedimentation (E&S) control plans in strict accordance with the 2024

Connecticut Guidelines for Soil Erosion and Sediment Control (CTDEEP) and the Town of New Milford's local regulations. The Consultant is responsible for preparing and filing all necessary documentation to secure applicable stormwater and land disturbance permits prior to the bidding phase.

C. Construction RFP Development & Bidding Assistance

● Bid Package Creation: Develop a comprehensive, biddable Request for Proposals (RFP) package for the construction phase, including all technical specifications, bid forms, and contract requirements.

● Integration of SWPCP into Construction Documents: The Consultant must incorporate the approved

SWPCP and E&S plans into the final construction bid package. The technical specifications must clearly define the future Construction Contractor’s legal and operational responsibilities to install, maintain, and inspect all required Best Management Practices (BMPs), and to act as the co-permittee for the duration of the site work.
