About this file

This is an addendum document related to a Request for Proposal issued by the New Milford Board of Education in Connecticut for professional design, engineering, and construction administration services. The project involves the demolition of six existing asphalt tennis courts at New Milford High School and their reconstruction using high-performance post-tensioned concrete. The scope of work includes discovery and geotechnical/surveying work; two conceptual design options (Option A comprising six regulation courts, or Option B comprising four courts plus one multipurpose court with spectator seating); comprehensive construction documents meeting American Sports Builders Association standards; stormwater pollution control planning and permitting under 2024 Connecticut Guidelines; preparation of a construction RFP bid package; and full construction-phase administration including site inspections and project close-out. A mandatory pre-bid site visit is scheduled for July 31, 2026 at 10:00 AM, with vendor questions due August 7, 2026 at 12:00 PM. Proposals are due August 21, 2026, with the public bid opening scheduled for August 21, 2026 at 1:00 PM. Construction bid posting is anticipated for October 2, 2026, with construction award targeted for November 2, 2026 and construction commencement anticipated for June 14, 2027. The consultant must complete initial site evaluation, conceptual designs, specifications, and cost estimates within thirty days of contract execution. Proposals must remain valid for ninety calendar days from submission.

The project operates under a single, fixed-price contract structure. Bidders must carry specific insurance requirements including Worker's Compensation Insurance with statutory limits and $500,000 employer's liability; General Liability Insurance with minimum $1,000,000 per occurrence and $2,000,000 aggregate plus $1,000,000 umbrella; and Property Damage Insurance with $1,000,000 per occurrence and aggregate limits. The District is tax-exempt and will not include taxes in the bid price; the successful bidder assumes all federal, state, and local tax responsibility. A separate optional fee line is required for Add/Alternate No. 1 covering United States Tennis Association Facility Assistance Grant support and compliance services. All deliverables—including digital PDFs, AutoCAD files, hard copies, project manuals, and construction administration records—become the exclusive property of the District.
