RFP Summary: Dunn County 2019-06 Family Treatment Court Services

This is a Request for Proposals (RFP) issued by the Dunn County Department of Human Services (DCDHS) in Wisconsin for the delivery of recovery-oriented support services to families involved in child protective services and the Family Treatment Court. The county seeks qualified service providers to deliver four primary services: evidence-based parent peer support aligned with Wisconsin's Parents Supporting Parents model, evidence-based family-centered programming (such as Celebrating Families! or Strengthening Families), supervised family interactions/visitation for approximately eight families, and transportation services for approximately ten families within a 50-mile radius of Menomonie. Proposers may respond to one or more services, though preference will be given to those offering all four. Experience with mental health, substance use, or trauma treatment is mandatory; experience serving families in the child welfare system is preferred. The deadline for proposal submission is January 10, 2019, at 2:00 PM (CDT) to the Dunn County Administration Department. The contract is anticipated to commence January 1, 2020, with an initial three-year term through December 31, 2022, with options to renew for up to three additional one-year periods by mutual agreement. Questions regarding the RFP must be submitted by December 17, 2019, and responses will be released December 20, 2019. Proposals will be evaluated based on background and experience (20%), technical approach (40%), references (10%), and cost (30%).

Cost proposals must include itemized breakdowns by service with per-unit or annual costs and any start-up/planning expenses. Pricing shall remain fixed for the initial contract year, with subsequent annual renewals subject to negotiation. The county prohibits price increases during year one and requires certification that quoted prices are no lower than those charged to other customers for equivalent services. Proposers must submit one original and three copies of the proposal plus one thumb drive, with the cost proposal submitted separately in a sealed envelope. No electronic or faxed submissions will be accepted. The county reserves the right to award contracts to multiple vendors if no single proposal addresses all service requirements. Contractors must maintain professional liability insurance of $1 million minimum, worker's compensation coverage, and name Dunn County as an additional insured. The contract is subject to applicable Wisconsin law and prevailing wage requirements. Late proposals will be returned unopened, and the county is not liable for any pre-contract costs incurred by proposers.

2 PREPARING AND SUBMITTING A PROPOSAL

2.1 General Instructions

The evaluation and selection of Proposals will be based on the information submitted in response to the RFP plus information obtained from references. Incomplete submissions and those not meeting the format requirements will be evaluated only if deemed in the best interest of the County. The Proposer should respond with sufficient detail for Dunn County and its evaluators to clearly understand the proposal. The Proposer is expected to respond to all items in as much detail as necessary for Dunn County and its resources to make an objective evaluation of the RFP responses.

2.2 Incurring Costs

Dunn County is not liable for any cost incurred by proposers in replying to this RFP. Dunn County reserves the right to accept or reject any or all proposals and to waive technicalities in any proposal or part thereof deemed to be in the best interest of Dunn County.

2.3 Proposal Format

RFP responses must be submitted in the format outlined in this document, referencing each respective section being addressed. Submissions will be evaluated solely on their responsiveness to the requirements of this procurement and not on information which a proposer includes but is not relevant to this RFP.

The response to the RFP shall be submitted with sections tabbed as listed below.

Table of Contents Executive Summary Section I – Background, Experience, and Qualifications Section II - Technical Approach Section III - Financial Section IV - Performance Contract Documents Appendix W-9

2.4 Table of Contents

Each RFP shall include a table of contents properly indicating the section and page numbers of the information included. Pages shall be numbered consecutively from the beginning of the document to assist in finding relevant information.

2.5 Executive Summary

Each proposal shall include a concise abstract one (1) page in length stating the Proposer's overview of the project. This should be used to summarize the scope of services that would be offered by your agency.

2.6 Proposers must submit proposals by the date/time listed in Section 1.4.

One (1) original and three copies of the proposal and one (1) thumb drive.

One (1) original of the cost proposal (Submitted in SEPARATE SEALED ENVELOPE).

All proposals shall be date/time stamped in by the Administration Department when received. Proposals not so stamped will not be accepted. Receipt of a proposal by another department in Dunn County does not constitute receipt of a proposal by the Administration Department of this RFP.

Dunn County will not accept electronic or faxed responses. Electronic and faxed responses will be rejected.

All proposals received in response to this request will become the property of Dunn County and will not be returned to the proposers.

2.7 Cost Proposal

2.10 Unanticipated Services

Dunn County reserves the right to negotiate with the awarded Proposer(s) reasonable fees for services unanticipated or not existing at the time of the awarding of the contract. Dunn County may, at its option, contract for such services through an alternative process.

3 PROPOSAL SELECTION AND AWARD PROCESS

3.1 Proposal Scoring

Proposals will be initially reviewed to determine if mandatory requirements are met. Failure to meet mandatory requirements shall result in rejection of the proposal. In the event that all proposals do not meet one or more of the mandatory requirements, the Evaluation Committee reserves the right to continue review of the proposals which most closely meet the mandatory requirements of the RFP.

The Proposer’s response to each of the requirements of this RFP shall be independently evaluated by each member of an evaluation committee consisting of individuals who have been selected because of their special expertise and knowledge of the services that are the subject of this RFP. Proposers may not contact members of the Evaluation Committee at any time during this procurement process. The Evaluation Committee’s scoring will be tabulated by the procurement administrator and proposals will be ranked on the basis of their total scores. The cost portions of the proposals will remain sealed and unopened at this time.

The Proposer’s response must demonstrate an understanding of all the requirements. This may be done by citing how the Proposer has met these requirements in other similar situations. Each proposal shall be evaluated in all areas listed in Section 3.3. Failure of a proposer to provide clear and accurate information within submitted documents may be reflected in the scoring of evaluators. Upon the request of the Evaluation Committee, the Purchasing Manager may initiate inquiries for the purposes of confirming or verifying proposal information already provided. The Evaluation Committee and its members will not contact any proposer except through the Purchasing Manager.

An interview process may be deemed necessary by the Evaluation Committee and may be scheduled with one or more proposers to clarify and explain information given in the written submission. Such interviews shall be scheduled at a time and in a manner agreeable to the Proposer, so failure to accommodate or fulfill interview requests from the committee through the Purchasing Manager may result in rejection of a proposal.

3.2 Right to Reject Proposals and Negotiate Contract Terms

Dunn County reserves the right to select the proposal deemed to best meet the requirements of the county, which may not be the lowest cost proposal. The Evaluation Committee reserves the right to reject any and all proposals at any time during the evaluation process.

The County may negotiate terms of contract with the selected Proposer based on the requirements in this RFP and the selected Proposer’s response thereto. Dunn County reserves the right to waive any irregularities and technicalities that are not germane to a Proposer’s ability to meet the requirements of the RFP.

3.3 Evaluation Criteria

The proposal will be evaluated according to the following criteria:

3.4 Final Evaluation, Award, and Final Offers

Based on information obtained through any inquiries, reference checks, and interview process, the Evaluation Committee shall review their evaluations and may make adjustments to their individual scores. The Purchasing Manager shall make any changes in the scoring tabulation required by these adjustments to determine the final rankings. Once there are no further criteria to be considered, the Purchasing Manager may open and score the cost proposal portions and tabulate final scores.

Dunn County intends to award a contract to the proposer whose response best meets the requirements of the RFP as reflected in the above criteria. The requirements of this RFP reflect the needs of the county.

There is no financial obligation on behalf of the County until a contract is signed. The contract shall be effective on the date of approval by Dunn County. Dunn County shall not be responsible for work done, even in good faith, prior to approval of the contract. The selected Proposer will be considered the prime contractor and shall designate a contact person with regard to all contractual matters at the time the contract is signed.

3.5 Notification of Intent to Award

All parties who respond to this RFP will be notified of Dunn County's intent to award the contract as a result of this RFP.

4 SPECIFICATIONS

This RFP is for delivery of recovery support services for adults and children working with the Dunn County Department of Human Services Family and Children’s Services Section, including families served through child protective services and the Dunn County Family Treatment Court.

Desired services include: 1) evidence-based parent peer support consistent with Wisconsin’s new Parents Supporting Parents model; 2) evidence-based, supportive programming for families at risk of child abuse or neglect due to parental substance use (examples include Celebrating Families! and the Strengthening Families Program); 3) supervised family interactions (visitation); and 4) transportation of parents/families to approved appointments.

Proposers may submit a response to one or more of the requested services; however, preference will be given to proposers demonstrating expertise and ability to provide all of the requested services.

Experience providing mental health, substance use, or trauma treatment services to adults and/or children is mandatory while experience serving families involved in the child welfare system is preferred.

Dunn County reserves the right to award contracts to multiple vendors if no single proposal satisfies criteria for all of the specified services considered by the Evaluation Committee.

4.2 Section II – Technical Approach

The Proposer is to clearly define the services being provided and describe any changes that the Proposer feels are necessary.

Dunn County Department of Human Services wishes to contract for the provision of the four (4) services described below.

A. Parent Peer Support: Peer support for parents/families receiving services through DCDHS Family and Children’s Services Section and/or Dunn County Family Treatment Court (FTC) must be provided in an evidence-based manner that conforms to the basic tenets of the Parents Supporting Parents (PSP) model being developed by the Wisconsin Department of Children and Families (DCF) or a similar program. Note that Wisconsin’s version of this service is based on Iowa’s Parent Partner Model.

When fully implemented, services will be provided to approximately 20 parents subjected to a Child in Need of Protections or Services (CHIPS) order due to maltreatment associated with one or more substance use disorders. Ideally, the ratio of parents to peer supporters shall be no more than 10:1.

Note that parents also may participate in the FTC Program, which serves both mothers and fathers whose children reside either at home or out of the home.

Under the PSP model, parent peer supports use their own lived experience in the child welfare system to mentor parents currently in the system. Peer supports are trained staff whose own recovery, knowledge, and skill level enables them to help parents successfully navigate child welfare processes through coaching, advocacy, education, and encouragement while observing appropriate boundaries and promoting trust and respect between parents and system partners.

Peer support responsibilities DO include:

- Promoting parental engagement in the case plan.

- Providing support through attendance at team meetings, court hearings, recovery meetings, and other appointments.

- Helping maintain connections between parents and their children.

- Providing hope and inspiration to parents.

- Collaborating with the team of professionals involved with the family.

Peer support responsibilities DO NOT include:

- Testifying at court hearings.

- Creating the case plan (although providing input on goals is appropriate).

- Supervising family interactions.

The PSP model also requires weekly programmatic supervision, as well as monthly clinical supervision by a licensed professional to help individuals in the peer support role address any secondary trauma experienced through provision of this service. Dunn County expects the selected Provider to make these supports available.

DCDHS understands the Provider may need time to build the infrastructure necessary to offer this service. Consequently, the Provider will be allowed up to six months following award of the contract to implement this service. Any start-up expenses for which the Provider expects reimbursement must be detailed and included in the cost proposal.

Both the start-up timeframe and implementation should address expected training needs.

Note that DCDHS expects all peer supporters to achieve peer specialist certification within one year of beginning to provide this service.

Other critical training needs include:

- Boundaries, ethics, and safety.

- Confidentiality.

- Mandatory reporting?

- Child Protective Services.

- Domestic violence.

- Mental health.

- Substance use disorders.

- Cultural competency.

- Trauma-informed care.

- Cultural competency.

- Teaming.

Please describe your plan to provide these types of training, as well as any other types of training you consider critical to this role. Indicate any support you would request from DCDHS in meeting these needs.

B. Family-Centered Programming: Research indicates that substance use prevention programs that target the entire family provide one of the most effective ways to delay onset of substance use/abuse and related problems in children. Family skills training works to promote protective factors in the child’s life by promoting strong family bonds, positive parental involvement, a supportive environment, and consistent discipline. Conversely, this type of programming reduces risk factors by addressing ineffective parenting, chaotic home environments, isolation, and parental dysfunction.

In order to interrupt the intergenerational impacts of addiction, abuse/neglect, and trauma, Dunn County DHS intends to contract for the provision of evidence-based or research-informed programming for families involved in the child welfare system.

Examples of acceptable program models include but are not necessarily limited to Celebrating Families! and Strengthening Families. The selected program type must allow for participation by the entire family, incorporate skills training (not just education), and demonstrate effectiveness in improving child and family functioning. Implementation must reflect a high level of fidelity with the chosen model within the first two (2) years of operation and/or steady progress toward achieving such fidelity (exceptions may be approved by DCDHS on case-by-case basis).

According to the National Institute on Drug Abuse (NIDA), effective prevention programs incorporate the following principles:

- Enhancement of protective factors and reduction of risk factors.

- Addressing all forms of drug abuse.

- Adaptation to address local drug abuse problems.

- Addressing risks specific to the target population.

- Enhancement of family bonding and relationships (including parenting skills/practice and training in drug education and information).

- Improved academic and social-emotional learning for elementary school children.

- Increased academic and social competence for middle/junior and senior high school students.

- Combining/partnering with other effective programs.

- Presentation of consistent, community-wide messages.

- Retention of core elements of the original research-based intervention.

- Provision of repeated, longer-term interventions.

- Teacher training.

- Interactive techniques.

- Cost-effectiveness.

Likewise, the United Nations Office on Drugs and Crimes lists a number of principles for effective family skills training, including:

- Addressing theories about causes of and effective interventions for drug abuse.

- Programming matched to the level of risk of the target population.

- Programming matched to the age and level of child development in the target population.

- Adequate intensity and duration.

- Interactive activities and techniques and size-limited groups.

- Provision of content and skills that strengthen family relationships, supervision/monitoring, and communication of family values and expectations.

- Focus on recruiting and retaining families, reaching them at critical transition points.

- Program selections based on demonstrated effectiveness.

- Adaptation to meet cultural and socio-economic needs of the target population.

- Provision of adequate training and ongoing support for selected staff.

- Inclusion of systematic monitoring and evaluation components.

Please describe the type of family programming you would provide, which of the principles this programming would incorporate, and how those principles would be incorporated.

In addition, detail the length of any curriculum and the minimum number of cycles that could be offered during the year. DCDHS recommends offering at least three (3) program cycles per year, with each serving 8-10 parents and their children and providing both a family meal and child care;

however, other models may be considered. Indicate your plan to address potential barriers to participation such as transportation.

Note that Dunn County DHS is able to provide space for programming.

C. Family Interactions Supervision: For those families with children placed out of the home, Dunn

County DHS desires to contract for safe and supportive supervision in accordance with the family interactions plan developed for the family. Services may be offered in a variety of locations, including the DCDHS, family home, foster home, or a neutral setting. Types of supervision may range from safety checks to observing/monitoring interactions to providing interactive support and feedback during visits, with the selected Provider able to provide the full continuum of supervision types. Note that one or both parents may participate in the supervised interaction.

Although family visits tend to average 1-2 hours in length, both the duration and frequency of interactions will vary based on the family plan. Families will move from higher levels of supervision to lower levels of oversight as progress indicates. All services should be provided in a strengths-based, culturally responsive manner that strengthens parenting skills and family bonds and promotes timely achievement of family reunification or, alternatively, other paths to permanency.

Individuals providing this service will be expected to document the occurrence and quality of the visit and provide feedback regarding any plans to increase or decrease visitation.

DCDHS anticipates the need to provide family interactions supervision for approximately 8 families at any given time.

D. Transportation: As a way to mitigate barriers to parental and family recovery, DCDHS wishes to contract for transportation of parents and children to and from case management/other required meetings, school, treatment, additional designated services, and other events/activities as requested by DCDHS staff (under the agreement developed with your organization). This service also must be provided within the context of a safe and supportive environment that promotes safety, respect, and trust between the parent, family members, providers, and the child welfare team.

DCDHS anticipates the need to provide transportation services to 10 families at any given time with an expected catchment area up to 50 miles from Menomonie.

Please indicate how/when (hours of the day) a transportation pool will be made available to meet family transportation needs, and describe driver qualifications and training requirements. The cost proposal should address both hourly and mileage expenses.

Please indicate which services you wish to provide to DCDHS clients and the manner in which you intend to provide those services (including location and/or designation of any specific curriculum or program model). Describe how these services will be provided in an evidence-based or research-supported manner.

Please specify any current or past experience providing similar services, along with any relevant expertise and/or training that support your organization’s capacity to provide quality services. Wherever relevant, summarize outcomes demonstrated by similar programs offered through your organization.

Describe how you will recruit individuals to provide these services, including the qualifications your agency will prioritize in staff selection.

What type of training and support will your organization provide to staff employed in each role? What type of training or other support do you desire from DCDHS? Please note that all services must be provided in a trauma-informed and culturally-responsive manner.

Briefly describe start-up activities and specify the projected timeframe(s) for service implementation.

How does your organization propose to problem-solve system or client-related challenges that arise during the implementation or provision of the desired services? How will concerns be communicated with Dunn County?

Indicate any limitations your organization may encounter in the delivery of the services requested in this RFP. Describe any proposed alternatives or changes to services listed.

Finally, describe your agency’s process for monitoring program outputs and outcomes and engaging in continuous quality improvement. What type of data will be shared with DCDHS, how will that information be shared, and who will be responsible for the data collection, analysis, and sharing?

4.3 Section III – Financial Information

A. Financial History of Proposer’s Organization: Provide a copy of your most recent annual report.

Include any additional information that pertains to the financial soundness of the agency.

B. Legal Disclosure: Identify all lawsuits and claims filed against proposer in the past five (5) years.

4.4 Section IV – Performance Contract Documents

A. Contract Documents: Provide a copy of any contract documents that you propose be used for this project.

4.5 Appendix
