V. SCOPE OF WORK
A. BACKGROUND INFORMATION
Apple Valley Airport (APV), owned and operated by San Bernardino County, is a key general aviation facility located approximately three miles north of the Town of Apple Valley. The airport features two asphalt runways that support a wide range of general aviation operations from small recreational aircraft to light corporate jets making it a foundational asset for aviation activity in the High Desert region. APV primarily serves training, recreational, and private aviation users and is well positioned for immediate operational growth and long-term development.
In addition to its aviation services, Apple Valley Airport functions as a vital community asset. It is home to the highly attended annual Apple Valley Airshow, which draws thousands of spectators and aviation enthusiasts each year. The airport supports youth aviation education, and honors aviation history through partnerships. These efforts are further reinforced by the County’s ongoing Airport Master Plan Study, which aims to guide infrastructure improvements and attract commercial and aviation-related development on surrounding underutilized land.
San Bernardino County is seeking qualified vendors to establish and operate a café within Apple Valley Airport that will serve the aviation community and broader public. The selected vendor will benefit from a built-in, diverse customer base that includes pilots, flight students, airport staff, airshow attendees, and local residents. The goal of this agreement is to provide high-quality food, beverage, and craft beer services in a welcoming environment with both dine-in and take-out options. The café is envisioned as a vibrant gathering place that enhances the airport experience, encourages community engagement, and supports the airport’s expanding role as a regional center for economic, educational, and recreational activity.
History
Apple Valley’s earliest aviation activity took place at the original airstrip located near the iconic Apple Valley Inn, dating back to the 1950s. Bonanza Air Lines later part of Air West operated DC-3 and then Fairchild F-27 flights between 1950s and 1966, even serving as a filming location for the TV show Sky King, whose Cessna 310 “Songbird” and ranch house featured prominently in episodes. By the late 1960s, as Apple Valley grew, the original airport facilities were considered inadequate which led to its eventual closure and conversion into commercial and residential developments.
In 1970, the current Apple Valley Airport was opened about three miles north of town, offering longer runways and modern general aviation capabilities. APV has served as a key general aviation hub, supporting fuel services, flight training, maintenance, aircraft rental, and housing San Bernardino County and CHP aviation operations, along with private hangar developments such as Midfield Aviation.
Today
Apple Valley Airport is a general aviation airport serving the High Desert region area in San Bernardino County, California. It plays an important role in supporting local aviation activities including flight training, recreational flying, aircraft maintenance, and community events.
The airport occupies approximately 485 acres at an elevation of 3,261 feet. It is classified as a general aviation airport in the National Plan of Integrated Airport Systems (NPIAS) and primarily serves local and transient general aviation aircraft. Apple Valley Airport currently supports a variety of aviation businesses including flight schools, aircraft rental services, and maintenance providers.
Vision
We envision a cafe and restaurant concession at Apple Valley Airport that offers guests a relaxed, intimate setting, thoughtfully framed by distinctive, design and architecture. The design should embrace an “industrial-becoming-organic” style, with ideas blending reclaimed wood, stone, greenery, and fresh air with modern elements of metal, concrete, and glass in an aeronautical setting.
Our concept is to create a welcoming space where travelers and visitors can enjoy exceptional food, tapas, small plates, and a curated selection of beverages, including locally crafted beer.
The menu will be designed to complement the harmonious atmosphere, featuring fresh, locally inspired cuisine that reflects the unique character of the region.
This concession will serve as a vibrant gathering place, celebrating both the natural beauty of aeronautical surroundings and the innovation of contemporary design. Our goal is to provide a memorable dining experience that enhances the airport aeronautical environment and becomes a destination in itself for exceptional food and drink.
