About this file

This is an Addendum A to Request for Proposals (RFP-DPW04-26) issued by Orange County, New York Department of General Services for architectural and engineering design services for a K-9 training facility for the Orange County Sheriff's Office. The addendum addresses 44 vendor questions regarding project scope, site conditions, design parameters, and deliverables. Key clarifications include confirmation that vendors must provide site survey, soil borings, and geotechnical reports within their fees; that construction budget will be determined during design; that the County will not request bidding, award, or construction administration services; that design drawings should be prepared in AutoCAD (.DWG) or MicroStation (.DGN) format per Section 5 requirements; that up to two sets of renderings with multiple views will be requested; and that the facility is designed for day-use training only without overnight K-9 housing, 24-hour boarding, on-site veterinary clinic, or direct jail access. The County confirmed that wetland-designated areas exist near the 8-acre site, that site disturbance will exceed one acre requiring SWPPP inspections, and that hourly rate schedules for SEQRA services and potential subconsultant rates for SHPO review and historical/archaeological investigations must be included in proposals.

The addendum clarifies that various design elements including construction budget, parking requirements, outdoor training area size, scope of security camera coverage, vehicle garage sizing, fencing extent, Pre-Engineered Metal Building feasibility, and exterior training equipment specifications will be determined during the design phase. The County will provide the awarded vendor with existing site information, survey, utility, and construction plans for nearby facilities (Correctional Facility, Emergency Services Center, and Medical Examiner Office) in PDF format, as well as any available geotechnical and infiltration testing data. The facility is designed per United States Police Canine Association (USPCA) standards, with K-9s arriving for training with prior foundational training in most cases but the facility supporting initial, advanced, maintenance, and certification training for both trained and untrained canines. No specific MWBE/DBE goals or LEED requirements apply to this project.

RE: RFP-DPW04-26, A/E Services for Design of K9 Facility for OCSO Addendum A

Dear Vendor:

This amendment is to address questions for the above-mentioned RFB:

1. Q Will the County be providing a topographical survey of the 8.0 acre site? Or are we to include a survey in our fee?

A: No, the vendor will be providing a site survey and should be included in the fee.

2. Q Will the County be providing soil borings and geotechnical report? Or are we to include those services in our fee?

A: No, the vendor should include these services in their fee.

3. Q Is there a construction budget for this project?

A: No, budget to be determined during design.

4. Q Please confirm that the County is not seeking bidding/award and construction administration services at this time.

A: Confirmed

5. Q Will the County share the list of attendees for the 8/18 Site Visit?

A: Please see attached

DEPARTMENT OF GENERAL SERVICES

Renee Arnold-O’Regan, M.A.

Commissioner

255-275 Main St., P.O. Box 218 Goshen, New York 10924

TEL: (845) 291-2792 FAX: (845) 378-2365

www.orangecountygov.com

6. Q Will the County accept delivery of architectural, civil, MEP and structural design drawings prepared using (.DWG) Revit/AutoCAD platforms?

A: Please refer to Section 5, General Contractual Requirements (c)

7. Q Will the County accept AutoCAD (.DWG) prepared drawing files that have been converted to MicroStation (.DGN) format?

A: Please refer to Section 5, General Contractual Requirements (c)

8. Q Are there SDVOB goals or requirements for this RFP?

A: No

9. Q Does the County have a preferred security system? If so, can the County provide details and information?

A: The County has a preferred system and the County will disclose this information to the awarded vendor

10. Q According to public records the project parcel and Orange County Jail are serviced by public water and public sewer. Would the County consider grouping design for private well and septic disposal into an ADD Alternate considering these are not deemed necessary during the RFP phase?

11. Q Section 2.(h) - Does the County have specific MWBE DBE goals, or is the consultant only to provide best effort?

12. Q Section 5.(c) (i) - indicates to provide project renderings on an as-needed basis, whereas section 3. (a)(viii) indicates at least 2 color renderings. Because this is a lump-sum proposal can you please clarify how many renderings the consultant should anticipate?

A: The County will request up to two sets, with multiple views of renderings.

13. Q Section 5.(c) (iii) - indicates the design should meet maximum energy efficiency. Is the County looking for the building to exceed the energy requirements of the New York State building code?

Does the County have specific sustainability / energy goals that the consultant should be anticipating?

14. Q Proposal form page 1 of 2 - Schedule 1 indicates that the County wants specific hourly rates for SEQRA services to be included. Should this also include possible rates for subconsultants for SHPO review? Possible subconsultant rates for historical / archaeological investigations?

A: Yes

15. Q What type of K9 Training Certifications is the Sheriff’s Office aiming for? Narcotic, Explosive, and/or Building Search Event? The certification goals could affect the programming. For example, the program in the RFP states the 6 training rooms shall be 200 sf. However, National Police Canine Association states certification requires 380 sf min. per room for narcotics and for explosive training.

A: The Sheriff's Office references United States Police Canine Association (USPCA) standards. During USPCA detection certifications — including narcotics and explosives searches — room requirements are governed primarily by proportional time limits rather than a fixed minimum room size. Accordingly, the 200 sf rooms specified in the RFP program are consistent with USPCA certification requirements and do not require expansion to meet certification standards.

16. Q Have there been any previous studies performed for this facility? If so, can these be shared with the offerors?

A: No

17. Q What is the intent for K9 holding? 24 hour holding or temporary holding? The use type could affect the size and space needed for K9 holding.

A: K-9 holding will be temporary only, used for short-duration staging, rotation, or brief containment during training days. This facility is not intended for 24-hour boarding.

18. Q Have any site environmental studies occurred? If so, can these be shared with the offerors?

19. Q Is it the County’s intent to design and construct this project within a single phase? If phasing is expected, this could affect the scope/fee for this project.

A: This RFP is for design only

20. Q What are the LEED requirements, or local DGS (Dept of General Services) requirements?

A: There are no LEED requirements.

21. Q Can the project add to the existing PV array on site?

A: To be determined during design.

22. Q Is a new access road part of the project?

23. Q What are the parking requirements?

A: To be determined during design.

24. Q Is the entire project site to be fenced in, or just the K9 training areas?

A: To be determined during design.

25. Q How large is outdoor training expected to be?

A: To be determined during design.

26. Q Are there any wetland designated areas near the site?

A: Yes

27. Q Are there any endangered species in the area?

A: To be determined during design.

28. Q What is the expected extent of cameras? General areas? Each kennel (interior and exterior)?

A: To be determined during design.

29. Q Are the K9 meant for long-term stay or short duration of training?

A: All K-9s will be kept off-site when not in training. The facility is not intended for long-term or overnight housing of dogs.

30. Q The proposal indicates an Evaluation, Report and Preliminary Design Service Phase and

Construction Document phase, will adding a Design Document phase be considered?

A: No

31. Q Is the County entertaining the use of a Pre-Engineered Metal Building for this facility?

32. Q With reference to designing for maximum energy efficiency, are there any specific sustainability goals for this project?

33. Q Is there any interest/need for an onsite rehab/therapy space for the dogs?

A: No dedicated rehab/therapy space is required. Routine conditioning and recovery will occur off-site through existing veterinary and rehabilitation providers.

34. Q Will the dogs be trained without any prior training, or will they arrive on site with previous training?

A: The facility will accommodate both scenarios. Dogs will arrive with prior foundational training in most cases; however, the facility will support initial, advanced, maintenance, and certification training for both trained and untrained K-9s.

35. Q Is there any interest/need for an on-site veterinary space with equipment? Or will the dogs be taken off site for veterinary care?

A: No on-site veterinary clinic is required. K-9s will continue to receive veterinary care off-site through established providers. A small first-aid/triage area may be considered during the design phase, but no dedicated medical suite or clinical veterinary space is needed.

36. Q Will the dogs be housed on-site overnight? Or will they be kept off-site when not in training?

A: Dogs will not be housed on-site overnight. Handlers will take dogs home daily, consistent with current operational practice. The facility is a training-day-use facility only.

37. Q The site is located along an access road that connects the 911 Center and the O.C. Jail. Should direct access into the O.C. Jail area be included? In other words, should there be an additional secure access point added to the jail?

A: No additional secure access point to the jail is required. The Sheriff's Office reviewed this question and confirms that K-9 operations at this facility do not require direct access to the Orange County Jail area.

38. Q What size vehicles should be accounted for in the garage?

39. Q Approximately, what is your target number of employee/visitor parking spaces?

40. Q Will a specific list of requirements for exterior training equipment be given?

A: Yes, this will be provided to the vendor awarded during design.

41. Q RFP states site topography and grading under services to be performed for an approximate 8-acre site. Will boundary and topography be required for the entirety of the 8-acre site?

42. Q Will the County share any survey, utility or existing construction plans for the nearby Correctional Facility, Emergency Services Center and Medical Examiner Office as it may allow for proposed utility tie-in?

A: Yes, any existing site information will be shared in PDF format to the awarded vendor.

43. Q Will the County share any geotechnical, test pit & infiltration testing data as it may have been completed for the existing nearby facilities?

A: Yes, any existing site information will be shared in PDF format to the awarded vendor.

44. Q Does the County expect site disturbance to exceed 1-acre?

45. Q If disturbance exceeds 1-acre, should SWPPP inspections be included in the proposal?
