3.0 SCOPE OF WORK

Custer State Park, established in 1919, is the first and largest state park in South Dakota, encompassing 71,000 acres of striking landscapes, rich history, and iconic wildlife. With over 2.2 million visitors annually, the park is a premier destination for those seeking unforgettable experiences, from witnessing the park’s renowned bison herd to exploring scenic drives, hiking trails, lakes, and campgrounds.

In 2016, the Custer State Park Visitor Center opened its doors with the goal of engaging, orienting, and inspiring park visitors through interactive exhibits and a world-class interpretive film. Nearly a decade later, the South Dakota Department of Game, Fish and Parks is seeking to update the film to reflect the park’s evolving story, expanded recreational opportunities, and renewed commitment to conservation and visitor experience.

The visitor center experience is designed to last approximately 45 minutes, with a 15–20 minute film serving as the emotional and interpretive centerpiece. The film may be viewed either before or after exploring the exhibit areas.

This film update is intended to elevate the storytelling, broaden representation of park experiences, and ensure the interpretive content continues to resonate with modern audiences.

The South Dakota Department of Game, Fish and Parks seeks a production company to create a world-class, artistically driven film that introduces visitors to the grandeur, diversity, and spirit of Custer State Park and the broader South Dakota outdoor experience. This film will expand upon the foundation of the previous production, delivering a deeper, more immersive story that highlights not only the park’s iconic wildlife but also its landscapes, recreational opportunities, natural and cultural resources, and the powerful connection it creates with its visitors.

The finished film will use vibrant, cinematic visuals, theatrical-quality sound, and a compelling, emotionally resonant narrative to immerse audiences in the park’s story. From gliding above a thundering bison herd to standing atop the Cathedral Spires, the film will aim to capture the scale and intimacy of experiences found only at Custer. While the bison will remain a symbolic and narrative anchor, the new film should broaden its focus to showcase the many layers of the park — including hiking, scenic drives, historic sites, diverse ecosystems, visitor encounters, and more.

Viewers should leave the theater with a sense of wonder, connection, and inspiration — ready to explore the park with a deeper appreciation for its past, present, and possibilities.

6.5.1 If the agency and the highest ranked offeror are unable for any reason to negotiate a contract at a compensation level that is reasonable and fair to the agency, the agency shall, either orally or in writing, terminate negotiations with the contractor.
