3.0 SCOPE OF WORK
3.1 GENERAL SCOPE
The coordinator will work closely with the South Dakota Department of Education (DOE) and the Department of Labor and Regulation (DLR) to build, support, and expand the Apprenticeship Experience framework in high schools statewide. The coordinator will help schools design and implement programs that prepare students for the Apprenticeship Experience, create a replicable statewide blueprint, and strengthen partnerships between schools and employers. Work will include hands-on coaching, employer engagement, alignment to credit and credential opportunities and support the implementation using the Start Today SD School Toolkit as a resource (Explore, Design, Partner, Build, Launch). The coordinator will also lead periodic application cycles to select and onboard schools into one or more models within the framework.

Establish a sustainable model that offers support to schools with the continued implementation of Apprenticeship Experiences, including connections to business partners.
Strengthen alignment: Connect Career and Technical Education pathways, coursework, and work-based learning with industry recognized credentials, skills, and Registered Apprenticeship Program (RAP) entry points.
Grow student outcomes: Increase access to paid work experience, high school and post-secondary credit, and industry recognized credentials (IRCs).
Build capacity and sustainability: Equip school teams to independently run high-quality programs after the project ends and to reuse the statewide blueprint.
Broaden access: Increase participation from students across different groups and areas.
Identify curriculum gaps: Determine gaps within selected career clusters by analyzing employer needs, comparing them to current school offerings, and seeking appropriate training providers to address those gaps.

Final participating targets will be confirmed with DLR at project kickoff and incorporated into the coordinator’s annual work plan.
