The contract will be funded through continued legislative appropriations, and the state reserves the right to negotiate with qualified vendors and reject any or all proposals. Offerors must submit proposals via Secured File Transfer Protocol (SFTP) and may contact Kirsten Blachford at Kirsten.Blachford@state.sd.us for questions, with the letter of intent due by April 2, 2026.

1.0 GENERAL INFORMATION
1.1 PURPOSE OF REQUEST FOR PROPOSAL (RFP)
The South Dakota Department of Social Services is seeking a vendor to complete a Child Care Market Rate Survey (MRS) and Narrow Cost Analysis (NCA) to establish reimbursement rates for the Child Care Assistance Program in alignment with the state’s current methodology.
In addition to completing the MRS and NCA, the vendor will generate rate tables, statistical analyses, and final reports, including a detailed report for agency use and a simplified summary for public consumption.
The vendor will also provide expertise in survey design, methodology development, multiple cost/budget estimations, and development/refinement of budget projection tools based on our current methodology and rate regions.
BACKGROUND
The Department of Social Services, Division of Economic Assistance receives funding through the Child Care and Development Fund (CCDF) to provide assistance to low-income families who need help with childcare costs while parents work or attend school.
Federally, reimbursement rates must be set to ensure equal access while also taking into account the actual costs associated with providing care. The federal expectation is to compare base subsidy rates from the MRS to the NCA cost estimates to identify gaps and opportunities to better support child care providers. The payment units, age groups, provider types, and geographic settings must match for the comparison.
The market rate survey must be statistically valid and reliable and provide rate variations by geographic location, provider category, child care type, and age of child.
The narrow cost analysis can be less rigorous and narrow in scope but must result in cost estimates to operate childcare programs and offer higher quality care.

The agency may then negotiate with the next highest ranked contractor.
6.5.2 The negotiation process may continue through successive offerors, according to agency ranking, until an agreement is reached or the agency terminates the contracting process.
