About this file
This is a Request for Proposal (RFP) document issued by the South Dakota Department of Transportation, Office of Air, Rail and Transit, for AWOS (Automated Weather Observing System) maintenance and data dissemination services. The RFP seeks a vendor to provide scheduled and unscheduled maintenance, FAA data connection through NADIN, and certification management for AWOS units located at 16 public-use airports across South Dakota. The proposal submission deadline is May 8, 2026, with responses to offeror questions due by April 10, 2026, and an anticipated award decision by May 22, 2026. The contract term is 24 months, commencing June 1, 2026, and ending May 31, 2028, with no extension options. The selected vendor will be responsible for tri-annual inspections to maintain federal certification, coordination of NOTAMs during maintenance activities, tracking recertification dates, scheduling FAA onsite visits, and ensuring METAR dissemination to applicable Data Collection Servers. Technicians must possess current FAA Verification Authority letters and maintain all required licenses and certifications for AWOS III equipment servicing throughout the contract period.
The cost proposal must include statewide rates for on-site hourly labor and holiday rates for unscheduled maintenance, plus per-airport charges for tri-annual inspections (fully inclusive of all costs), unscheduled service mobilization, and holiday mobilization. Meal reimbursement will follow the South Dakota Bureau of Finance and Management rates for state employees, and lodging will be reimbursed at actual costs up to the established US General Services Administration rates. Currently, 16 airports maintain individual AWOS maintenance contracts with various vendors and expiration dates ranging from June 2026 through October 2027, and the selected vendor must coordinate service transfers with existing contractors. The contract will exist exclusively between each airport sponsor and the vendor, with SDDOT serving as a reimbursable funding agency. Contractor qualifications must include insurance coverage of $1,000,000 for commercial general liability and professional liability, as well as business automobile liability; the contractor must also maintain worker's compensation insurance and comply with all federal, state, and local regulations, debarment certifications, and non-discrimination requirements.

3.0 SCOPE OF WORK
DESCRIPTION
The SDDOT Office of Air, Rail and Transit seeks services to provide scheduled and unscheduled maintenance and data connection to the FAA NADIN for AWOS units located on public use airports in South Dakota. Once these cooperative agreements are established, airport sponsors may exercise the option to enter individual contracts with the selected vendor to perform their maintenance activities. All contracts will exist exclusively between the sponsor and the vendor while SDDOT will act solely as a reimbursable funding agency as funds allow.
Airports with AWOS-IIIs to be maintained are:
Airport Vendor Model Existing Contract End Date Britton All Weather AWOS 3P 7/14/2027 Belle Fourche TBD - Chamberlain Vaisala AWOS 3P 9/30/2026 DeSmet (Wilder) All Weather AWOS 3P 10/18/2026 Eagle Butte TBD - Gettysburg All Weather AWOS 3 9/1/2027 Hot Springs TBD - Madison All Weather AWOS 3000 3PT 9/30/2026 Milbank All Weather AWOS 3000 3P 12/31/2026 Onida All Weather AWOS 3P NA Platte TBD - Redfield All Weather AWOS 3000 3P 9/1/2026 Rosebud All Weather AWOS 3P NA Spearfish All Weather AWOS 3000 3PT NA Sturgis All Weather AWOS 3P 10/25/2026 Vermillion All Weather AWOS 3P NA Wagner All Weather AWOS 3P 6/1/2026
Currently, each airport has an individual maintenance contract in place, with variable ending dates. The vendor must work with the airport sponsor to transfer services between contracts.
List of abbreviations and acronyms
AWOS – Automated Weather Observing System DCS – Data Collection Servers FAA – Federal Aviation Administration FCC – Federal Communications Commission METARs – Meteorological Aerodrome Reports Mobilization Fee – the rate the vendor bills to service a specific location NOTAM – Notice to Airmen WMSCR – Weather Message Switching Center Replacement
Bid Specifications The vendor and associated AWOS technicians must currently possess all required licenses and/or certifications to service all equipment and sensors associated with an AWOS III P/T unit and ensure they remain current throughout the term of the cooperative agreement. Technicians are responsible for performing the service along with the airport staff and will need to request and be issued a letter of Verification Authority from the FAA for the site prior to any maintenance activities taking place. This Verification Authority letter grants the associated technicians the authority to verify the performance of the non-federal AWOS facility.
Through this cooperative agreement the vendor will provide regularly scheduled and unscheduled maintenance of all AWOS equipment/hardware for an airport in a manner that follows all FAA regulations. This includes any additional hardware such as a modem designed to support the method chosen by the sponsor and approved by the FAA to transfer data to WMSCR.
The modems may vary depending on whether the site is using a cellular or an internal network connection; technicians will need to be familiar with troubleshooting both. After all maintenance activities are completed, the technician will be responsible for ensuring the METARs are being disseminated to the applicable Data Collection Servers (DCS). The modem and ability to confirm METAR dissemination will be provided by the applicable DCS provider.
In addition to performing the maintenance activities on the current equipment, the vendor will be obligated to service future installed equipment that has reached the end of the manufacturer’s one-year warranty period subject to the same prices given for existing equipment.
The vendor will not be required to perform ongoing system monitoring but will be the first point of contact by the airport when any maintenance is needed. In addition, it will be the vendor’s responsibility to track recertification dates and schedule FAA onsite visits to ensure the unit’s certification does not expire. It will be the responsibility of the vendor to coordinate with the airport staff to ensure all NOTAMs are initiated, updated, and cancelled during all maintenance activities in which the unit will be offline.
