About this file

This document is a User Requirement Specification (URS) for Healthcare Simulation Equipment issued by South Dakota State University (SDSU), with funding from the U.S. Department of Commerce Economic Development Administration (EDA) under Award Number ED25DEN0G0040. The project involves procuring healthcare simulation equipment for the SDSU Healthcare Simulation Center in Sioux Falls, designed to support workforce training across interprofessional healthcare disciplines including Respiratory Therapy, Public Health, Pharmacy, and Nursing. The specification details requirements for comprehensive audio-visual equipment, including PTZ cameras, microphones, speakers, digital signal processors, and audio encoders for six clinic rooms, six hospital/flex rooms, one home room, one skills lab, nine debriefing rooms, and two hallway locations.

The procurement is structured with specific technical requirements, including mandatory integration with existing Laerdal Medical simulators and SimCapture Enterprise learning management systems. Vendors will be evaluated based on a weighted scoring system considering mandatory technical requirements (30%), proposal pricing (10%), technical response (20%), lead time (15%), product warranty (5%), and experience/demonstrated results (20%). The equipment must meet SDSU Division of Technology and Security standards, have a minimum three-year warranty, and include educational training for faculty and staff. The project is partially federally funded, which introduces additional compliance requirements such as Buy America provisions, equal employment opportunity clauses, and specific federal contract regulations. The equipment will be delivered to the Metro Center Site in Sioux Falls and is expected to operate five days a week during regular business hours.
