About this file
The South Dakota Department of Transportation (SDDOT) has issued a Request for Proposal (RFP #25RFP16078) seeking wetland mitigation credit availability and cost proposals for transportation projects in Deuel, Hamlin, and Clark Counties. The RFP solicits proposals for approximately 39.631 wetland credits needed for mitigation under Clean Water Act Section 404 permitting requirements, specifically for PCN 04HM (20.386 credits) and PCN 04EW (19.245 credits), as well as potential credits for other projects in the Statewide Transportation Improvement Program (STIP). Proposals are due by 12:00 PM CDT on August 22nd, 2025, with an anticipated award and contract negotiation date of August 28th, 2025.
The SDDOT seeks wetland credits from United States Army Corps of Engineers (USACE) authorized commercial mitigation banks or In-Lieu Fee (ILF) programs with available credits in the Upper and Lower Big Sioux Geographic Service Areas. Preference will be given to bank and released ILF credits in the Upper Big Sioux Geographical Service Area, with evaluation criteria including specialized expertise, past performance, credit availability, cost per credit, and the offeror's ability to meet project requirements. Proposers are advised that SDDOT anticipates purchasing credits from multiple providers to fulfill mitigation needs and will consider proposals that meet some, but not necessarily all, of the required credits.

7.0 COST PROPOSAL
SDDOT is requesting credit availability and cost per credit for the proposed wetland credits in the Upper and Lower Big Sioux GSAs needed for mitigation for PCN 04HM, PCN 04EW, and other projects that are currently in the Statewide Transportation Improvement Program and that may require mitigation. We request that you provide a letter of credit availability and cost proposal for the amount and type of wetland credits you can provide. You need not propose to provide credits for all projects in order to be considered. SDDOT anticipates the need to purchase credits from multiple providers to fulfill the mitigation requirements for these projects. SDDOT needs to purchase approximately 39.631 credits for the mitigation of PCN 04HM, and PCN 04EW. The credit needs for other projects currently in the STIP vary. SDDOT will consider proposals that meet some, but not all, of its credit needs.
