About this file
This document is a Request for Proposals (RFP) issued by the South Dakota Department of Social Services (DSS) to solicit proposals from firms interested in conducting a comprehensive study on South Dakota's child care workforce. The objective of the study is to help the state better understand the challenges and opportunities facing the child care workforce and identify strategies that may be utilized by businesses and communities to support, recruit, and retain child care employees. The RFP outlines specific requirements for the study, including collecting and summarizing workforce demographics, assessing the current workforce capacity versus forecasted demand, examining barriers and facilitators impacting workforce entry and retention, conducting a pay equity analysis, and exploring the economic impacts of childcare workforce shortages. Proposals are due by June 8, 2023, and the contract period will run from August 1, 2023, to September 30, 2024, with no option for extension.
The RFP does not provide pricing terms or set-asides. It indicates the state will negotiate the contract terms with the successful offeror. The RFP also outlines various certifications and compliance requirements the selected contractor must meet, including restrictions on contracting with entities owned or controlled by certain foreign governments, prohibitions on boycotting Israel, and assurances related to federal funding requirements.

1.0 GENERAL INFORMATION
1.1 PURPOSE OF REQUEST FOR PROPOSAL (RFP)
The South Dakota Department of Social Services (DSS) is initiating this Request for Proposals to solicit proposals from firms interested in conducting a study to help the state of South Dakota better understand the challenges and opportunities facing the child care workforce and identify strategies that may be utilized by businesses and communities to support, recruit, and retain child care employees.
A comprehensive picture of the current child care workforce in South Dakota does not currently exist; however, it is necessary to guide the ongoing efforts to improve the quantity, quality, and retention of the workforce. The workforce study will provide data that will be used to:
• Inform, support, and expand recognition for the childcare workforce among advocates, the business community, philanthropy, state leaders, and the general public.
• Enhance understanding of and support for the workforce in the child care field.
• Enhance understanding of the challenges and opportunities facing the workforce in order to identify strategies that address issues such as low compensation, turnover, and access to training and education.
• Provide baseline data from which to assess future progress/success and provide recommendations for how the data can continue to be collected in the future.
