About this file

This document is a User Requirement Specification (URS) for a waste tank system issued by the Dakota Bioproducts Innovation Institute (Dakota BioWorx) and South Dakota State University, partially funded by the U.S. Department of Commerce Economic Development Administration. The project requires procurement, delivery, and start-up support of a waste tank system with a storage capacity of 30,000-35,000 liters to handle aqueous bio-waste from the institute's precision fermentation research and pilot operations. Key requirements include chemical compatibility, conical bottom for complete drainage, easy fill and drainage configuration, access for cleaning, and skidded construction for in-place securement. Bids will be evaluated on compliance with the URS, pricing, lead time, technical response, product warranty, and the bidder's experience and demonstrated results, with respective weights of 30%, 20%, 10%, 15%, 5%, and 20%.

The solicitation includes several federal compliance requirements, such as the Buy America provision, Federal Participation Disclosure, and restrictions related to prohibited entities and boycotts of Israel. Bidders must also certify that no state legislators have a direct or indirect interest in the contract.

2 SCOPE

The project will a waste tank. This document defines the requirements for this system. It describes overall requirements that must be met to produce the specific equipment requested. This scope covers procurement, delivery, and start-up support of the specified equipment; no installation is required.

This URS is the input document for:

• Equipment procurement purposes

• Equipment sizing

• Functional and technical specifications

Bids will be evaluated based on compliance with the URS, pricing, lead time, and the company’s experience and track record as they pertain to the relevant equipment. See Evaluation Criteria below.

3 BACKGROUND

The Dakota Bioproducts Innovation Institute (Dakota BioWorx) is a research facility for the development of high-quality bioproducts. Production and handling of waste is a constant issue for microbiology labs, and an even greater responsibility for pilot-scale facilities like DBX that will produce thousands of liters of waste a week. To properly store and handle this waste, a common and practical solution is to store the waste in a sufficiently large tank for periodic treatment and disposal.

4 PROCESS DESCRIPTION

Dakota BioWorx will produce on average 3000L of fermentation bio-waste a week at full research & piloting capacity. To account for this rate of waste production DBX plans to treat and store waste in a temporary storage tank. A tank ranging from 30- 38 thousand liters would allow 10-12 weeks of storage before routine pickup by a trusted waste treatment vendor.

5 BASIS OF DESIGN

5.1 Capacities

The waste tank shall allow for easy filling and drainage, store around 30-35 thousand liters, be of conical design, skidded, and of a compatible material to handle aqueous based bio-waste of various pH levels.

5.2 Health, Safety and Environment

The tank shall include features to reduce the chances for accidental discharge or drainage.

5.3 Operation, personnel and automation

The tank shall have industry standard fill & drainage ports.

5.4 Materials of Construction

The tank shall be made of bio-compatible materials and be chemically compatible to the pH, treatment chemicals, and general solutions used for bioprocessing.

5.5 Reliability & maintenance

The waste tank shall require minimal maintenance and allow for easy cleaning as needed.
