3.0 SCOPE OF WORK

The intent of this Request for Proposal and any resultant Agreement is to obtain aerial wildlife survey services in 2024 for pronghorn as described below. The Contractor will be responsible for all equipment, materials, supplies, transportation, lodging, trained/certified pilots, hangar fees, and supervision and management of those pilots, necessary to meet or exceed the Agreement specifications. Note, certain equipment and supplies will be provided by State as described below.

Contractor will use an airplane for wildlife surveys using the methods described below. Experienced low-level pilots will be provided by Contractor to perform necessary visibility as described below. All survey areas listed below are approximate and may be slightly decreased or increased depending upon flight speeds, terrain, weather conditions and available budgets. Once Contractor is stationed in South Dakota, all wildlife surveys outlined in the resultant Agreement will be completed before leaving South Dakota.

Project Name: South Dakota Pronghorn Aerial Surveys 2024 Location of Area: Western and central South Dakota Time Period: April 24 – June 31, 2024 (start date will be late April pending green up) Services to be performed: Contractor will conduct survey using one to four Cessna 172 airplanes with the contract pilot in the front left, a primary observer in the front right (State representative). The range of pronghorn in South Dakota will be surveyed with transects spaced every 1 ½ miles in western South Dakota and transects spaced every mile in pronghorn range east of the Missouri River in South Dakota. Approximate length of all transects to be flown is 29,00 miles and are broken into units described below.

Unit Approximate Transect Length (miles)

02A 822 9.14 11A 2170 24.12 15A 407 4.53 15B 1223 13.60 20A 1667 18.53 21A 867 9.64 24A 1613 17.93 27A 1282 9.64 31A 1233 13.71 35A 907 10.01 35B 911 10.13 36A 1586 17.63 39A 1235 13.73 41A 619 6.89 45A 929 10.33 45B 254 2.83 49A 11444 12.72 49B 1135 12.62 50A 868 9.65 53A 894 9.94 53B 1064 11.83 58A 894 9.93

To accomplish this service, the following survey protocol will be followed as closely as possible:

1. The pronghorn range has been divided into hunt units which will be used as subunits for the survey.

Depending on which part of the pronghorn range the survey is occurring in, transects will be placed at either 1 ½ miles or every mile with transect width ½ mile or 1 mile respectively.

2. The survey crew consists of the pilot, and a GFP staff serving as a primary observer next to the pilot. The pilot and primary observer will search for pronghorn on their respective sides of the airplane. The GFP staff primary observer will help navigate and make judgments on recorded variables as well as record data.

3. The subunits will be searched systematically:

• Transect width of ½ mile or 1 mile depending on location within the pronghorn range

• 90 mph over the ground speed

• 200-300 above the ground

4. When a pronghorn or group of pronghorn is sighted, the search pattern may be interrupted to verify group counts.

Given optimum weather conditions for flying, it is estimated that it will take approximately 325-350 survey flight hours to complete this pronghorn aerial survey within South Dakota. The South Dakota survey area will include the pronghorn range in western and central South Dakota.

Bidding Process: Multiple vendors may be awarded subcontracts in order to complete the survey in the time period. Please provide the following itemized costs per airplane and indicate the number of airplanes that will be used: 1) cost per flight hour (includes fuel); 2) ferry fee to get airplanes to western or central South Dakota (per airplane); 3) crew per diem expenses (unit per person per day); and 4) other expenses (if applicable). Be sure to specify the number of airplanes and pilots that can be provided and approximate maximum number of hours available to survey.

4.0 PROPOSAL REQUIREMENTS AND COMPANY QUALIFICATIONS

4.1 The offeror is cautioned that it is the offeror's sole responsibility to submit information related to the evaluation categories and that the State of South Dakota is under no obligation to solicit such information if it is not included with the proposal. Proprietary information requests should be identified in this section.

5.2.3 Detailed Response. This section should constitute the major portion of the proposal and must contain at least the following information:

5.2.3.1 A complete narrative of the offeror's assessment of the work to be performed, the offeror’s ability and approach, and the resources necessary to fulfill the requirements. This should demonstrate the offeror's understanding of the desired overall performance expectations.

See section 7.0 for more information related to the cost proposal.

Therefore, the offeror should submit detailed information related to the experience and qualifications, including education and training, of proposed personnel.

6.4 The State reserves the right to reject any or all proposals, waive technicalities, and make award(s) as deemed to be in the best interest of the State of South Dakota.
