About this file
This document is an Addendum #1 containing Questions and Answers for Request for Proposal (RFP) DCA-24-01 issued by the California Department of Consumer Affairs (DCA). The RFP seeks to select a Contractor to implement and administer a statewide program covering substance abuse and mental illness treatment, rehabilitation, monitoring, compliance referrals, and recovery for health care professionals. The RFP addresses questions regarding the program's regulatory oversight, participant enrollment length, provider list sharing, sample recovery agreements, and qualifications for the Care Coordination Manager (CCM) position.
The RFP outlines that the Recovery Program is not regulated by the California Department of Managed Health Care (DMHC), and the length of participant enrollment is not a set timeframe but rather determined by various factors related to the participant's compliance and recovery progress. The Contractor is responsible for identifying qualified providers that meet the RFP's requirements, and for drafting recovery agreements in line with the uniform standards and the probationer's probation order. Additionally, out-of-state licensed professionals are not eligible for the CCM position, which requires California licensure.

This will serve to inform all prospective bidders of Addendum #1 for RFP DCA-24-01entitled “Recovery
Program.”
This Questions and Answers responds to the questions received from prospective bidders.
Question #1: Will the Recovery Program be regulated by the CA DMHC?
Answer #1: No, the Recovery Program will not be regulated by the CA DMHC.
Question #2: What is the required length of participant enrollment per board? ie: 3 yrs, 5yrs, etc
Answer #2: The length of time a participant is in the recovery program is not a set timeframe.
To ensure consumer protection, Board’s comply with SB 1441. There are many factors involved in the length of time a participant is in the program. A participant’s entire recovery program is reviewed ongoing to evaluate their compliance in the program, such as the clinical evaluator’s clinical recommendations, any required recovery treatment (e.g. inpatient treatment, aftercare), length of sobriety, drug testing compliance, drug test results, any relapses, type of worksite, the percentage of worksite monitor supervision, worksite monitor reports, support group reports, and the participant’s overall compliance in the program.
Question #3: Would you be willing to share your current approved provider list, upon being awarded the RFP?
Answer #3: The Vendor will be responsible for identifying the providers and ensures they meet the requirements of the uniform standards and RFP.
Question #4: Would you be willing to share a sample of your current participant Recovery Agreement?
Answer #4: The RFP outlines the requirements of the Recovery Agreement. This is for the proposer to demonstrate their ability to provide their own template. It is up to the vendor to draft recovery agreements that are in line with the uniform standards and the probationer’s probation order. The vendor will draft recovery agreements for self-referrals on a case-by-case basis keeping the uniform standards in mind.
