About this file
This Addendum No. 1 modifies RFP CSI-2606 issued by the City University of New York on behalf of the College of Staten Island for a Mental Health Counseling Experiential Learning Solution. The RFP seeks a commercial off-the-shelf software solution with optional customization to support experiential learning, clinical skills development, and competency-based assessment for students in the Clinical Mental Health Counseling M.A. Program. The College requires onboarding and provisioning of the software, training on system use, ongoing technical support and maintenance, and access for up to six faculty members at no additional charge. The proposal submission deadline has been extended to July 28, 2026 at 2:00 PM EST. The anticipated contract start date is the first day of the College's Spring 2027 semester, subject to Attorney General and State or City Comptroller approval. The initial contract term is three years with an option for two additional one-year renewal terms. Electronic submissions are not permitted; all proposals must be delivered in person or via courier to the specified location.
The pricing schedule requires vendors to provide separate unit pricing for onboarding and provisioning, training, and per-student licensing fees for each semester from Spring 2027 through Fall 2031, with an estimated 70 students per semester for bid evaluation purposes. Actual enrollment figures determined 30 days after each semester begins will establish the quantities ordered, and student withdrawals within the first 30 days are excluded from invoicing. Vendors must complete all line items and provide fully loaded pricing inclusive of licensing, hosting, storage, maintenance, and support costs. The addendum also amended insurance requirements, eliminating the automobile liability and umbrella liability insurance requirements since services are delivered entirely electronically, reducing the cyber liability requirement from $2,000,000 to $1,000,000, and allowing combined cyber and errors and omissions policies with a shared $2,000,000 aggregate limit to satisfy both coverage requirements.

RFP Reference: Part 7 (Terms and Conditions of Contract – Independent Contractor Agreement), Section 29 (Insurance) — subparagraphs (a)(iv), (a)(v), (a)(vi), and (a)(vii).
Proposer is a SaaS-based provider of a mental health counseling experiential learning solution. The Services under this Contract are delivered electronically and do not involve the operation of motor vehicles. Proposer maintains insurance appropriate to the nature and scale of the Services, including Commercial General Liability of $1,000,000 per occurrence / $2,000,000 aggregate, Professional Liability/Errors & Omissions of $2,000,000, and Cyber liability coverage. On that basis, Proposer requests the following amendments to Section 29:
(a) Automobile Liability — Section 29(a)(iv). Proposer does not own, hire, or operate motor vehicles in connection with the Services. Proposer requests that subparagraph (a)(iv) be deleted in its entirety.
(b) Umbrella/Excess Liability — Section 29(a)(vii). The Services present no automobile or bodily-injury exposure warranting excess limits, and Proposer maintains the primary limits described above. Proposer requests that subparagraph (a)(vii) be deleted in its entirety.
(c) ID Theft and Cyber Extortion — Section 29(a)(vi). Proposer maintains Cyber coverage with an aggregate limit of $1,000,000. Proposer requests that subparagraph (a)(vi) be amended to (i) reduce the required limit from $2,000,000 to $1,000,000, and
(ii) provide that cyber extortion, crisis management, and public relations coverages may be subject to the sub-limits available under Proposer's policy.
(d) Combined Cyber/E&O Aggregate — Section 29(a)(v) and (a)(vi). Proposer's
Professional Liability/Errors & Omissions and Cyber coverages are written under a single policy sharing a combined $2,000,000 aggregate limit, rather than separate limits dedicated to each line. Proposer requests that subparagraphs (a)(v) and (a)(vi) be amended to provide that a combined Cyber and Errors & Omissions policy carrying a shared aggregate limit of not less than $2,000,000 shall satisfy the requirements of both subparagraphs.
A3: RFP Part 7, Section 29, subparagraphs (a)(iv), (a)(v), (a)(vi), and (a)(vii) are hereby amended to read as follows:
iv. Automobile Liability Insurance: To the extent that Contractor owns, hires, or operates any motor vehicles in connection with the Services, Contractor shall procure Vehicle insurance covering all owned, non-owned and hired vehicles to be used in connection with this Contract. Such insurance shall be in an amount not less than one million dollars ($1,000,000) per occurrence combined single limit.
v. Professional Liability/Errors & Omissions and Internet Policies: Professional Liability/Error & Omissions and Internet Policies in the Contractor’s name and naming the University, the City, and the State as additional insureds. The policy(ies) shall include coverage to the above-named entities for professional services, security and privacy, and include a waiver of subrogation in favor of the University. Such insurance shall be in an amount not less than two million dollars ($2,000,000) per occurrence.
vi. ID Theft and Cyber Extortion Policy: ID Theft and Cyber Extortion Policy in the Contractor’s name and naming the University, the City and the State as additional insureds. The policy(ies) shall include coverage to the above named entities for crisis management and public relations expense, and include a waiver of subrogation in favor of the University. Cyber extortion, crisis management, and public relations coverages may be subject to sub-limits available under Contractor’s policy. Such insurance shall be in an amount not less than one million dollars ($1,000,000) per occurrence. A combined Cyber and Errors & Omissions policy carrying a shared aggregate limit of not less than $2,000,000 shall satisfy both this requirement and that of subsection (v) above.
vii. Umbrella or Excess Liability Insurance: As the Services are delivered entirely electronically and do not present any automobile or bodily-injury exposure, Umbrella or Excess Liability Insurance is not required
