PURPOSE

The Coquille Indian Tribe, “The Tribe” or “CIT”, invites proposals from qualified consultants to conduct a Tribe-wide visioning process. In 2039, the Coquille Indian Tribe will celebrate 50 years of restoraon of Federal recognion as a sovereign naon. In ancipaon of that milestone, The Tribe wishes to conduct a comprehensive parcipaon process with Coquille families to develop Tribal Aspiraons for 2039, including determining and priorizing specific outcomes, that will demonstrate The Tribe is achieving those Tribal Aspiraons. Addionally, this outreach will help determine if the current Tribe Vision and Values are relevant and appropriate, and make any addions or revisions, as necessary. The Tribal Aspiraons will establish a foundaon for a Master Plan and Strategic Planning process expected to kick-off in 2024.

It is the desire of the Tribal Council to ulize graphic facilitaon to document both the outreach efforts and the results, and to have the Tribal Aspiraons draed in visual “poster” form that can be shared across social media plaorms, as well as incorporated into public relaons collateral, and displayed in Tribal buildings. Process reports or other documents would be included as appendixes.

BACKGROUND

The Coquille Indian Tribe flourished in Oregon’s southwestern corner for thousands of years, cherishing the bounful forests, rivers, and beaches of a homeland encompassing more than 750,000 acres. But the 19th century’s onslaught of European diseases, gold mining, and westward expansionism nearly erased our people. Treaes ceded our homeland to the U.S. government, in exchange for promises that would go unfulfilled. Our ancestral culture nearly went exnct.

In 1954, Congress declared The Coquille Tribe “terminated.” But we endured. Restored to federal recognion in 1989, we are rebuilding our naon.

Today we number more than 1,100 members. We have regained more than 10,000 acres of our ancestral homeland, and we proudly manage the bulk of it as sustainable forest. We provide educaon assistance, healthcare, elder services, and (where needed) housing assistance to our people, while contribung substanally to the surrounding community’s economy. Our various enterprises employ about 600 people, and our community fund is the region’s leading local source of charitable grants.

People encountering The Coquille Indian Tribe are oen puzzled about the pronunciaon of our name. The southwestern Oregon town of Coquille and the nearby Coquille River are both pronounced “ko-keel.” So why does The Tribe pronounce its name “ko-kwel”?

The history behind that queson is complex, but here’s a shorthand version:

• Our ancestors tradionally trapped and ate lamprey, an eel-like fish. One name for the lamprey was “scoquel.”

• As fur traders and setlers moved into Western Oregon, the river and the people living near it became known as “Coquell” or “Coquelle.”

• Early treaes idenfied The Tribe as “Coquille” – spelled like the French word for “shell.”

• Someme aer a city of that name was established, the pronunciaon shied from “ko-kwel” to “ko-keel.” (Local merchants reportedly wanted to sound fancier.)

Today, the town and river are “ko-keel,” but The Tribe is “ko-kwel.”

PROJECT DESCRIPTION

The Coquille Indian Tribe seeks to retain a highly qualified consultant experienced in public parcipaon methods and facilitaon with diverse stakeholders. The visioning process must be inclusive and reach a broad audience of Tribal members with the use of innovave and inclusive public parcipaon efforts. A variety of effecve approaches must be included to ensure engagement with and parcipaon by a broad and deep cross secon of the Tribal community. The consultant will have experience facilitang workshops and focus groups; experience with graphic facilitaon; experience with beauful and simple visual displays as final products; as well as other strategies aimed at capturing widespread public input.

The Coquille Indian Tribe intends to complete a Tribe-wide visioning process. The process must include extensive, diverse, and effecve engagement and parcipaon of Tribal families, including Tribal Elders and Tribal youth and engagement of Tribal members who live far from Tribal administraon. The intended outcome of the visioning process is to review and potenally update Tribal Vision and Value statements, idenfy and arculate Tribal Aspiraons, and to develop and priorize specific outcomes the community believes will demonstrate The Tribe is achieving those Tribal Aspiraons. This process will serve as the precursor to the development of a community-informed Master Plan, with specific goals to achieve the priorized outcomes idenfied during the Tribal Aspiraons development process, to the maximum extent possible.

The Tribe is looking for a consultant team with sufficient experience to work effecvely in a collaborave framework with the Tribal Council, General Council, Tribal Elders, Tribal youth, Tribal members who live locally, and those who live in other counes and states. The Tribe is looking for a blend of involvement and collaborave approaches that will engage all Tribal families, and parcularly those Tribal members that typically are not engaged in Tribal or community dialogue, and those of less represented families.

SCOPE OF WORK

In addion to the items listed below, it is important that the consultant team remain cognizant of the need for the project to establish and sustain credibility with stakeholders and decision-makers.

Addionally, this process will create a foundaon The Tribe can use as a steppingstone to further relaonships that are iniated during the process.

The Tribe seeks a consultant who can design and partner with the Tribal Council, and stakeholders in a process to develop Tribal Aspiraons and dra and priorize outcomes that demonstrate how The Tribe can be assured they are making progress toward the 2039 Tribal Aspiraons. The deliverables, listed below, provide a framework for the process, and while the consultant will be expected to produce the following products and provide the following services, we encourage suggested revisions relevant to the desired purpose and outcome.

DELIVERABLES

3. Develop a Communicaons Plan Recommend strategies to keep the Tribal members informed and connected to the process to maximize parcipaon in the Tribal Member Involvement Plan. The communicaons plan should link with the Tribal Member Involvement Plan and project outcomes. This would include markeng and other methods of informing the public, creang key messages to increase awareness and recognion of the project and goals, build credibility and deepen understanding of the process.

4. Develop Materials Develop materials to be used as part of the Ko-Kwel Naon Involvement Plan. This could include toolkits to be used by commitees and boards, community groups, and/or commissions; digital and printed materials, a web-based project page, engagement module, markeng materials, surveys, or other materials as necessary, for effecve implementaon of the Ko-Kwel Naon Involvement Plan.

5. Analysis and Report Compile and analyze relevant data; idenfy and evaluate issues, values, and concerns.

Arculate the membership’s recommendaons for Ko-Kwel Naon 2039 Aspiraons, as well as develop consensus around the outcomes and priorizaon for each Aspiraon. Develop a final report and presentaon that showcases these recommendaons and include the process by which the Tribal members were engaged.
