About this file
This is Addendum 1 to the Request for Proposal issued by Putnam Public Schools in Connecticut for its Chefs in Schools initiative, providing clarifications to two significant questions posed by prospective bidders regarding federal compliance requirements. The addendum addresses inquiries about SAM.gov registration status and federal reporting obligations, establishing that selected contractors will be considered subrecipients of federal funding and must obtain a Unique Entity Identifier (UEI) through SAM.gov in accordance with 2 CFR Part 25.300, though full registration in SAM.gov is not required solely to obtain the UEI. The district clarifies that General Terms and Conditions Section 3 language regarding federal reporting requirements reflects standard procurement compliance measures and that the District does not anticipate extraordinary reporting obligations beyond standard contract administration practices at this time.
The addendum confirms that successful proposers may be required to provide standard certifications and documentation including debarment and suspension status verification, lobbying certifications, proof of legal compliance, insurance documentation, and invoices or records supporting services rendered. Should any federal funding source apply that triggers additional reporting requirements beyond current expectations, the District will communicate those requirements during contract finalization or subsequent contract administration. The response emphasizes that the scope and extent of federal compliance obligations will be clarified during the award process and contract execution phase, allowing potential bidders to understand their obligations before committing to the engagement.

ADDENDUM 1
PUTNAM PUBLIC SCHOOLS
RFP for Chefs in Schools
Questions and Answers
1. Is there a particular Sam.gov status that we must have?
RESPONSE: The Connecticut State Department of Education is required to have a
Unique Entity Identifier (UEI) number through Sam.gov for all of their sponsors that are receiving Federal Funds directly. The Putnam Public School District has a UEI.
Based upon the regulation below, the selected company would be considered a subrecipient and would need a UEI.
2 CFR Part 25.300
§ 25.300 Requirement for recipients to ensure subrecipients have a unique entity identifier.
(a) A recipient may not make a subaward to a subrecipient that has not obtained a UEI and provided it to the recipient. Subrecipients are not required to complete full registration in SAM.gov to obtain a UEI.
(b) A recipient must notify any potential subrecipients that the recipient cannot make a subaward unless the subrecipient obtains and provides a UEI to the recipient.
2. Will we be required to uphold federal reporting requirements if awarded this
RFP? If so, what would these entail? (This is referenced under General Terms and Conditions, Section 3.)
RESPONSE: The referenced section is standard procurement language included to ensure compliance should any portion of the contract be funded with federal funds. At this time, the District does not anticipate any extraordinary reporting requirements beyond those typically associated with contract administration.
If awarded, the successful proposer may be required, as applicable, to provide standard certifications or documentation such as debarment/suspension status, lobbying certification, proof of compliance with applicable laws, insurance documentation, and invoices or records supporting services provided.
Should any federal funding source apply that requires additional reporting, those requirements would be communicated to the selected vendor during contract finalization or contract administration.
