About this file

This document is a Request for Proposal (RFP) issued by the State of Michigan Department of Treasury - Financial Services Division for the Manufacturing of State Treasurer's Checks. The RFP provides details on the required check specifications, including security features, printing, and delivery requirements. The State is seeking bids for the production of multiple check types, with estimated annual quantities ranging from 250 to 1.44 million. Bidders are required to submit samples demonstrating their capabilities, and the State reserves the right to request press proofs prior to production. The original proposal deadline of November 1st has been extended to November 14th to allow for a second Q&A period.

The RFP outlines specific requirements for the safety paper, ink, and other security features, and bidders are invited to propose alternatives that provide the same level of security. Pricing and inventory requirements are also detailed, including the need to maintain a disaster recovery inventory of 720,000 W-1001 checks. Bidders must provide a limited-use paper stock agreement with the paper mill as part of their proposal.

Bidder Question
Answer
1
Statement of Work-Background
41
For item W-1003 manual: The usage from 2023 is showing 250 but then in the pricing section you are asking for quantities from 1,000-7,000 to be produced. Is this being phased out since it is a manual multi-part impact form?
No, W-1003 is not planned to be phased out.
2
Statement of Work-Check Specifications
48
Hidden Word: Is this describing a custom void feature required or can you use a void feature that has already been created by the vendor?
The Hidden Void described in I). C). 1) (c) is the State Coat of Arms or other approved artwork of Treasury’s choice in a step-and-repeat pattern with the word VOID hidden in the pattern.
3
Statement of Work-Check Specifications point (g) Safety Paper Backer Design
49
This states no gaps or spaces. Does the copy/ink on either the face or back of the check bleed off of the page or is there a white border on any of them?
The backer design is printed to bleed off the page with no white border.
4
Statement of Work-Check Specifications Consecutive Control Numbers
52
This describes a penetrating number. Is this red to black or red to red?
Red to red.
5
Statement of Work-Check Specifications
Various
There are various points made for what’s described as a test order and a press proof. Please explain. Are you requiring test orders prior to live production but then ALSO press proofs off of the production run?

Treasury reserves the right to request press proofs prior to production of all check orders. Press proofs from the production run are not requested. TEST checks of each check type are ordered periodically for internal testing as well as annual testing for Disaster Recovery. Proof of Concept samples will be requested after written approval of artwork, only during implementation. Subsequent production runs of W-1001 and W-1004 checks will not require proofs unless changes are made.

6
Statement of Work-Check Specifications-Printing
57
W-1003 Manual Check: How is the data provided that is required for imaging on this check? How are orders placed?

Data is provided at the time of order. Orders will be placed using the Contractor’s OES.

7
Statement of Work-Shipments, Delivery & Storage
59
W-1003 shipments require overnight bonded/insured carrier. Are you needing these to ship via a secure truck with no other contents or simply via a company like UPS or Fed Ex?
W-1003 can be shipped overnight by a company like UPS or Fed Ex.
8
Statement of Work-Check Specifications
Various
It is stated a few times that the safety paper used is not standard safety paper but instead specific to the vendor and nobody else. So- just to be clear not just for the State of MI?
Correct. Upon award, Contractor must provide limited use of paper stock agreement between the paper mill and Contactor.
9
Statement of Work-Samples
69
You have asked for samples representing W-1001 and W-1003. Is this to show construction and/or the security features? We are assuming you aren’t asking for a production sample of each but something that is a representation?
Yes. We are asking bidders for samples to demonstrate product construction and safety/security features. The sample should display the capability of the bidder to produce a product that meets the requirements of W-1001 and W-1003 checks.
10
Statement of Work-Disaster Recovery quantity
43
It states that we would need to have 720,000 in inventory of item W-1001 to ship to your DR site. Is this kept in inventory at all times as a back up or is it simply part of the 1,440,000 that is typically printed with part of this stored by the vendor?
Inventory available to be shipped to the State’s DR site is part of the 1,440,000. Production and inventory will be coordinated between the Contractor and the State to ensure inventory stored with the Contractor is available to meet this requirement.
11
General- Samples of Current Check Stock

Can we get voided samples of the current check stock for each of the items in the bid?

Yes, bidders may receive voided samples. Only bidders who have signed an NDA can receive samples and the conditions within the NDA would apply to the receipt of the samples. The bidder must email Kyle Elzinga at ElzingaK1@michigan.gov to request samples. The bidder will be required to provide an address, contact, and a UPS or Fedex account to pay for the shipping of the samples. Samples will only be provided to continental U.S. locations. The State makes no guarantees that samples will arrive by the Proposal deadline.

12
Statement of Work-Check specifications. Inks
We are seeing approximately 8 different security features listed as requirements for your checks. Are you willing to consider alternatives that provide the same level of security?
If a bidder takes exception to a security feature requirement, clearly state why, and propose the alternative and a detailed description with your proposal.
13
General
You have the timeline for answers to questions posted on October 24th with a due date for the proposal of November 1st. Considering that we can’t start pricing or determining proper specs until we get answers and/or samples will you consider extending the due date?
The State will be extending the proposal deadline in order to account for a second Q&A period. The new Proposal deadline will be Thursday, November 14, 2024, at 3:00 p.m. Eastern.
